What is the Advanced Meter Project? California Public Utilities Commission (CPUC) decision received in April 2010 authorizing $1.05 billion to upgrade approximately 6 million existing natural gas meters with a communication device by 2017 Automatically reads and securely transmits hourly gas usage information on a next day basis Provides more frequent and detailed information to help customers better manage energy use and costs On Franceschi Rd. Environmental and Safety Benefits Environmental and Safety benefits enabled by the Advanced Meter system include: Enhancing customer safety by providing technology to assist in identifying increased consumption Energy/Water conservation Air quality improvement Reducing SoCal Gas vehicles in your community Increasing security and privacy for customers Eliminating need for providing access to meter reader 4

Deployment Strategy Site Selection: The site radio frequency (RF) analysis search ring center is our optimal location with a five hundred foot radius. This allows us to install our equipment in the least intrusive location and still provide sufficient network coverage. As we move the proposed location further away from the design point it affects the network in creating coverage gaps which may lead to additional data collector units/poles. Co-location is Advanced Meters preferred method of DCU installation but there are limitations which require new poles to be installed: Search ring locations may not have co-location options. 5

Co-location Criteria As part of SoCal Gas deployment of Advanced Meter network, we attempted to be part of the joint pole organization to utilize existing jointly owned and/or jointly used pole infrastructure to co locate our data collector units. We were denied access to the joint pole organization and therefore are unable to pursue attaching our equipment to these types of distribution poles. We obtained a separate attachment agreement for solely owned pole infrastructures with Southern California Edison. SoCal Gas is only allowed to attach/collocate on a 28 foot concrete street light while meeting power circuit requirements. 6

Our Outreach Commitment SoCal Gas has a dedicated external affairs team to perform an array of outreach activities to inform customers about Advanced Meter activity. SoCal Gas has developed a local stakeholder education and community outreach program to ensure every city and county SoCal Gas serves is addressed. Visit each residence around pole locations Keep residents informed on construction schedules Poles will not obstruct resident views Remain sensitive to resident s concerns Fully deployed by end of 2017 so residents can begin taking advantage of the benefits. 8
