Introduction: Australian University Offshore Programs The information contained in this summary was supplied by Universities Australia member universities in response to a survey undertaken in late 2011 and early 2012, in conjunction with the survey on formal links/exchange programs, International Links of Australian Universities. The data has been collected since 1996, in response to requests for information on twinning and other offshore programs. Definition of an Offshore Program for the purpose of this survey: The program is conducted in accordance with a formal agreement between the Australian university and an overseas higher education institution or organisation (this may include an offshore campus of the Australian university); The program offered is taught partly or wholly offshore - Distance education programs are included only when there is a formal agreement with an overseas higher education institution/organisation to participate in some way in their delivery; The completed program results in a recognised higher education qualification; and The Australian university has developed the program and has a responsibility for overseeing the academic standards. The Australian universities were asked to provide the following information about their offshore programs: Name of the overseas higher education institution or organisation with which each university has a partnership of offers the offshore program; Whether the program is offered at an offshore campus of the Australian university; The country in which the program is offered; Title of award offered (e.g. degree, diploma etc.); Whether the award is a joint degree (the award is granted in the name of the offshore institution in addition to the name of the Australian university); Whether the program is undergraduate (UG), postgraduate coursework (PGCW) or postgraduate research (PGR); Duration overseas on campus (in equivalent full-time years, using decimals for part years); Duration by distance education (in equivalent full-time years, using decimals for part years); Duration in Australia (in equivalent full-time years, using decimals for part years); Year of first intake (this may be a future year for a program which is planned but has not yet commenced); and The total number of students enrolled in the program in 2011. Eight universities provide offshore programs by distance education and nine deliver some complement of the offshore course in Australia. Most universities provide undergraduate courses are part of their offshore program, while six universities are exclusively dedicated to offshore delivery of postgraduate coursework (Figure 9). As demonstrated in Figure 10 there are three countries where the majority of offshore programs are delivered: (25 per cent), Singapore (24 per cent) and China (14 per cent (including Hong King (10 per cent)).
