Cork Lower Harbour Main Drainage Project Information on Road Closures Applications for works from Toureen Terrace to Comminutor Station (west of Oysterhaven Boats) 1. What are the works on Cork Street? The works on Cork Street involve the installation of 550m of new sewer and 15 associated chambers. The sewer works will allow the gravity transfer of the existing sewage effluent from the comminutor station (located to the west of Oysterhaven Boats) to the new pumping station constructed adjacent to the playground at Passage West. This 550m section can be divided up as follows: Section 1 approximately 90 metre section of road on the R610 from Toureen House to Passage West Library Road Closure of 4 weeks. Works complete and road open Friday 7 Sept Section 2 approximately 240 metres in Patrick Murphy Park No Road Closure required. Works underway. No road closure needed. THE FOLLOWING SECTIONS ARE THE SUBJECT OF THE CURRENT ROAD CLOSURE APPLICATIONS Section 3 Divided into 3 lots as follows: Part 1 approximately 40 m adjacent Toureen Terrace Road Closure Application 2 Weeks from Monday 1 October to Tuesday 16 October Expected dates for work completion 2 Weeks from Monday 1 October to Friday 12 October Road Closure Application 2 weeks Part 2 approximately 90m adjacent Toureen Terrace 2 week one lane open with traffic lights/stop go system Expected dates for work completion 2 weeks from Monday 15 October to Friday 26 October Part 3 approximately 90m from Toureen Terrace to comminutor station to west of Oysterhaven Boats Road Closure Application 5 weeks from Monday 22 October to Friday 23 November Expected dates for work completion 3 Weeks from Monday 29 October to Friday 16 November One Lane Open traffic lights in place 2 weeks Road Closure Application 5 weeks

2. Why is the road closure required? In order to safely complete the vital works of laying of sewers in the Cork Street area of Passage West as part of the Cork Lower Harbour Main Drainage Project, it is necessary to have road closures in place. 3. What dates are being requested as part of the road closure? Road Closure Application 1 From 0600 on Monday 1 October to 0600 on Tuesday 16 November. As per the information evening, it is expected that the works will be completed by Friday 12 October No road closure application is required for the Part 2 works, and these are expected to take from 15 October to 26 October. Road Closure Application 2 From 0600 on Monday 22 October to 0600 on Friday 23 November. As per the information evening, it is expected that the works will be completed between Monday 29 October and Friday 16 November. The works will be carried out in sections as described in 1 and 2 above. The overall road closure dates are being requested to allow for flexibility of work to ensure that the works will be completed as safely and efficiently as possible. HOMES ADJACENT TO THE ROAD CLOSURE 4. Will I be able to access my home? Yes, pedestrian access will be maintained to your home at all times. There will be restrictions on parking for locals along the pipeline route, however, the contractor will liaise and assist directly with all residents as has happened in all work areas throughout the project and has been very affective. Parking will be available at the old school in Passage West, on the Rochestown side of Back Road, for home owners whose parking is effected by the works. 5. How do I access Passage West Village? Pedestrian access will be available at all times. Depending on the location of your home in relation to the works, should you need to drive, access will be as normal if you are on the Passage West side of the works. If you are on the city side of the works, the Back Road will be available for the use of local light traffic and this will allow two way traffic under a traffic management system for the period of the closure. There will be a short period during Part 3 of the works, when work begins between Back Road and Oysterhaven Boats, that the Back Road/Fair Hill will be unavailable. At that time Back Road/Fair Hill may be accessed from the Church Hill Side Local traffic. Local traffic that have been using the Back Road/Fair Hill during the period of closure, may, coming from the

Rochestown Side, turn right at the Rochestown Inn and travel via Monastery Road to access Passage West and Monkstown. The principal diversion will be via the N28 national route, and all large vehicles and heavy goods vehicles (HGVs) will be diverted via the N28. Traffic travelling north will divert via the R610 onto the N28 and the R609 Old Carrigaline Road to re join the R610 at the Fingerpost Roundabout. Traffic travelling south will divert via the R610 onto the R609 at the Fingerpost Roundabout and on to the N28 to re join the R610 at Raffeen Junction. 6. Will the Emergency Services be able to access my home? The emergency services have been notified of the road closure, with maps provided allowing them to manage their response should an emergency arise. Emergency services manage road closures on a regular basis. They will include the road closure info into their dispatching protocol. They will determine how best to deploy a service, be it an ambulance, fire truck or Garda car. The road closure will not impact the quality of service being provided by the Emergency services. 7. Will refuse collection services be able to access the area? Where works are impacting on the collection, bins will be pulled to an access point at the end of the works by the contractor to facilitate collection and returned after collection. The refuse collection providers have been notified of the new sequencing of the next road closures in Passage West and are making arrangements for same in advance of works commencing. 8. Will I be able to access doctors/church/post office/pharmacy/shops/ferry? All footpaths and pedestrian access will remain open throughout the closure and local access will be available to Passage West via Back Road. 9. What are the working hours? In order to minimise the duration of the closure, work will continue for a minimum of 12 hours per day, 7am to 7pm, seven days a week where possible during the period of road closures. 10. Will the services to my house such as water, gas, electricity be affected? It may be necessary to divert some watermains locally. Notice of interruptions to supply will be provided to you a minimum of two days in advance of the interruption. 11. What will happen with respect to the Bus service? See Bus Section

HOMES ALONG BACK ROAD 12. Will I be able to access my home? Yes, access will be maintained to your home at all times. 13. What about parking? There will be no additional restrictions to parking on the Back Road as a result of the works or the traffic management system. 14. Will there be two way travel along the Back Road? For the period of the closure, two way traffic will be facilitated using a traffic management system. There will be also traffic management 15. What is the traffic management system? There will be traffic lights at either end of Back Road, which will be manned 24 hours a day. When the Back Road junction with the R610 is closed, traffic management will be in place to allow access in and out of Back Road via Church Hill. 16. What about the Japanese Knotweed? There will be no cutting of the Japanese Knotweed in relation to these works. 17. Why not make the road fully two-way? While the road may be sufficiently wide in some locations to facilitate two way traffic it is not sufficiently wide at all locations. Therefore the safest and most effective way to manage local traffic on the back road is through the use of the proposed traffic management system. 18. Will HGV s travel along Back Road? HGV s and large vehicles will not be permitted to use the Back Road. 19. What about when the Back Road to R610 junction is closed? Access will be maintained to Back Road from the Church Hill and traffic management will be in place.

BUSINESSES 20. Will customers be able to access my business? Yes they will. We have traffic diversions in place to ensure that customer access and deliveries will be maintained. Pedestrian access will also remain in place throughout the period of closure. A Bus shuttle service has been arranged to ensure that there is access to and from Passage West for the period of the closure. 21. What about my deliveries? Large vehicles and HGVs must use the N28 diversion to access businesses. We will provide maps of the diversion route for businesses to give to their delivery drivers. This information will also be available on our website. 22. Am I entitled to compensation as a result of these works? Irish Water is a statutory body carrying out its duties and as such there is no entitlement to compensation for these works. Irish water recognises that the local community has been very patient with the ongoing works which are required to clean up our harbour. The works on Cork Lower Harbour Main Drainage Project is already having major benefits in terms of protecting the environment and the health of local communities. The completion of this pipeline is essential to facilitating economic development and commercial growth in the area, providing for a growing population and benefitting businesses in the area.. We would like to reiterate our commitment to working with the local community to minimise the impact where possible and I would like to thank you for your ongoing cooperation as we work together to deliver the Cork Lower Harbour Main Drainage Project and end the discharge of raw sewage into the Cork Lower Harbour.

BUS ÉIREANN BUS SERVICE 23. What will happen with respect to the Bus service? The main Bus Éireann service through Passage West will be diverted from the Carrigmahon Hill to Rochestown Inn stop. For the duration of the works, arrangements have been made with Bus Éireann that a free shuttle bus system will operate from the Rochestown Inn and Carrigmahon Hill bus stops to each side of the works areas. The free shuttle bus service will operate to the same hours and timetable as the Bus Eireann Services: Main Bus will turn at Rochestown Inn from Douglas side (shuttle service will run from here to Passage West); Main Bus will turn at end of Carrigmahon (shuttle service will run from here to Passage West); See attached schedule of stops and map for more information. 24. There is a short walk past the works on the footpath to the next shuttle on the other side which will bring you to join the Bus Eireann route at Rochestown Inn and on to Cork. If you are heading in the opposite direction then the same process will operate in the opposite direction. Origin bus stop: Glenbrook (Lucia Tce) Destination bus stop: Ringaskiddy Shuttle bus will take you to Rochestown Rd (Carrigmahon Hill Jct) stop where you will change to join the Bus Eireann route onto Ringaskiddy. If you are heading in the opposite direction then the same process will operate in the opposite direction. 25. What about the Bus Éireann route that serves schools from ferry at Carrigmahon? This service will continue as before with the shuttle servicing stops within the area between Carrigmahon Hill and Rochestown Inn stops as per Bus Eireann timetable.

26. Will the shuttle service cater for wheelchair users? The shuttle bus driver or the wheelchair user should contact the shuttle bus coordinator Carol Harris at 086 144 9548, who will arrange for a wheelchair accessible taxi to collect the passenger and deliver to destination. This information will be contained on poster displayed at bus stops within the shuttle zone. 27. How will you make people aware of the bus changes? Posters will be erected at all the Bus stops within the shuttle zone with information on the service. Information will be provided at an information evening in Passage West Information will be available on the website www.water.ie/corklowerharbour Updates can be received by email if you register with corklowerharbour@water.ie There will be personnel available for the first week at the change points of the shuttle service to explain the service Bus Éireann drivers will also inform people of the service changes as they use the service

SCHOOLS AND OTHER BUS SERVICES 28. What about private bus services? The private bus service between the ferry and St. Peter s School will not be affected. The private bus operator for Rochestown College will also be contacted and provided with the details of the diversions, so that they can review their potential routes in advance of the road closure. 29. Have Schools been notified? Contact has been made with all schools in relation to the current proposals and we will continue to liaise with schools in order to provide them with information for the parents of their students in relation to school access in advance of each road closure. There will be a specific school shuttle system put in place to cater for parents and students coming from the Rochestown side of the works with pick up locations along the route. 30. Free School Buses during closures: St. Peters and Star of the Sea There will be 2 free school buses during the periods of road closure to bring parents and children to St. Peter s and the Star of the Sea schools from the Rochestown side of works for the period of the Passage West Road Closure. MORNING When: from 8am until 9.30am Where: Pick up points 1 Rochestown Inn 2 St. Gerards Terrace 3 Harbour Heights 4 Pembrook Rockenham 5 Maulbaun school The buses will run in line with Bus Eireann times for 1st pick up at 8am, in order to pick up any pupils that come from Douglas on the Bus Eireann bus. The bus will continue between St. Peter s and the Star of the Sea between 8am and 9.30am approximately to ensure all children are being picked up AFTERNOON When: From St. Peter s from 3.50pm Monday, Tuesday, Thursday, Friday From 1pm on Wednesday From Star of the Sea school at 2.25pm for 2.30 finish 31. How will I know the school bus There will be school bus signs displayed on these dedicated school buses 32. What about coming from the Glenbrook side? Glenbrook will be serviced by Bus Eireann as normal throughout the period of the road closure; 33. What about St. Francis College Rochestown? St. Francis College, Rochestown has contacted in relation to the proposals and we will confirm arrangements subject to the road closure applications being granted.

34. Next Steps It is expected that these temporary road closure applications will be advertised by Cork County Council in the Examiner on Saturday 9 September, and that they will invite submissions on this closure as part of the statutory road closure application process. It is expected that the period for receipt of submissions will be until Wednesday 12 September at 5pm. Cork County Council, being the relevant Roads Authority, will then consider the application and all relevant submissions and either seek further information from the applicant or grant the road closure. Should Cork County Council grant the application for a road closure, they will publish the dates of the road closure and we will inform you of the outcome via email.
