PROJECT: 1A HARP Expansion FUNDING 1A Ballot Issue Pueblo County : $3,000,000 for the Eastward Channel Extension $4,000,000 for the Gateway Center Boathouse COMPONENTS OF PROJECT: Gateway Center Boathouse and Channel Extension to Santa Fe Avenue STATUS: Schematic designs have been prepared by Matrix Design(eastward channel extension) and Applebaum Architects(Gateway Center Boathouse). 1A funds were advanced from Pueblo County to the HARP Authority to prepare the schematic plans. The Gateway Center Boathouse in Gateway Park and the Channel Extension to Santa Fe Avenue are part of a long range plan for the Riverwalk. The HARP Authority has studied the feasibility and prepared conceptual plans for both components. Both components are improvements included in the approved Regional Tourism(RTA) Project.
EASTWARD CHANNEL EXTENSION TO SANTA FE AVENUE
EASTWARD CHANNEL EXTENSION PROPERTY ACQUISITION
Expansion of the Riverwalk Channel to Santa Fe Avenue is a RTA Phase 3, Ineligible Improvement. The ineligible improvements were identified as projects to be completed by other private or public funding sources. Other ineligible projects were renovation of Memorial Hall and construction of Veteran s Bridge. CHANNEL EXTENSION FEATURES: The channel alignment is located to align with a potential future 30 channel extension further eastward under I-25 to provide a future connection to Runyon Lake. The Santa Fe Avenue channel extension will include construction of a concrete channel extension, a boat ramp for boat maintenance and channel maintenance activities. The extension will include landscaping, gardens and 10 pedestrian sidewalks consistent with the existing HARP Channel. The extension will increase visibility of the Riverwalk from I-25, potentially attracting more visitors to the area. Water quality features are included in the extension to improve the channel water visual appeal.

The Gateway Center Boathouse Facility is a RTA Phase 2, Eligible Improvement. The proposed Gateway Center Boathouse is located in the HARP Channel in Gateway Park. The building is envisioned as two stories with rooftop event space. This project element is a critical feature for engaging new visitors to downtown, providing safe storage of boats, maintenance space for boats, equipment storage and an administrative home for HARP Operations. (An additional funding source from a well known Pueblo foundation would enable the purchase of new excursion boats after the boathouse is completed.) BOATHOUSE FEATURES: Level 1: The plaza water level is to include 3 boat bays, public restrooms, ticket booth, concessions area and storage for boats. Secure boat storage is critical to ensure that our boats stay in peak condition season after season. Level 2: Includes administrative offices for HARP, and potential leased office/event space. Level 3: The rooftop level includes event space and mechanical equipment. Access to the upper floors is from a detached 3 stop elevator and stairs.
