Article 12 of the Statutes of the UNWTO stipulates the following in regard to the agreements concluded by the Organization: The Assembly may consider any question and make recommendations on any matter within the competence of the Organization. Its functions, other than those which have been conferred on it elsewhere in the present Statutes shall be:.. (l) to approve, or to delegate the power to approve, the conclusion of agreements with governments and international organizations; (m) to approve, or to delegate the power to approve, the conclusion of agreements with private organizations or private entities; 2. It is by virtue of these provisions that the following agreements and working arrangements concluded with governments and with intergovernmental organizations are submitted to the General Assembly. It should be noted that agreements and working arrangements concerning technical cooperation, Themis Foundation and MDGs projects are being reported to the General Assembly under each specific agenda item. All agreements concluded by the Organization are available for consultation at the Secretariat. I. AGREEMENTS CONCLUDED WITH GOVERNMENTS AND INTERGOVERNMENTAL ORGANIZATIONS - 28 January 2009: [English] Collaboration agreement between the International Monetary Fund and the World Tourism Organization for the drafting of the Balance of Payments and International Investment Position Compilation Guide (BMP6 Compilation Guide). - 6 March 2009: [Spanish] Memorandum of cooperation between the Iberoamerican General Secretariat (SEGIB) and the World Tourism Organization (UNWTO) for the preparation of a study on the supply and demand of human resources training in the tourism sector in Latin America.

- 22 July 2009: [French] Partnership agreement between the World Tourism Organization and the Ministry of Craft Industry, Tourism, & Relations With the Private Sector & Informal Sector of Senegal on the role and missions of the Partner in the implementation of the project "Promoting the Cultural Initiatives and Industries of Senegal" and on 27 August 2009, Memorandum of Understanding of execution between the UNESCO Office in Senegal, through the aforementioned project, and the World Tourism Organization. - 7 August 2009: [English] Agreement between the World Tourism Organization (UNWTO) and the Ministry of Culture and Information of the Kingdom of Bahrain for a hotel reclassification mission. - 15 October 2009: [French] Standard Letter of Agreement between the United Nations Development Programme "UNDP" and the World Tourism Organization "UNWTO" regarding the preparation of a national sustainable tourism development strategy ("Master Plan") for Burundi for 10 years and a programme of priority actions. - 15 November 2009: [Spanish] Memorandum of Understanding UNWTO World Tourism Organization / AECID Spanish Agency for International Development Cooperation for the establishment of a working relationship between the UNWTO and the AECID, with a view to carrying out activities aimed at developing sustainable tourism in developing countries. - 24 November 2009: [English] Agreement between the World Tourism Organization and the United Nations Environment Programme regarding the preparation of a chapter on tourism for the green economy report and associated background technical papers. - 1 December 2009: [English] Agreement between the World Tourism Organization and the International Labour Organization to contribute funds to the ILO towards the implementation of the joint ILO/UNWTO project on the measurement of employment and decent work in the tourism industries. - 11 December 2009: [English] Agreement between the United Nations World Tourism Organization and the Government of the Federal Republic of Germany, represented by the Federal Ministry for the Environment, Nature, Conservation and Nuclear Safety (BMU) to continue the successful cooperation in the framework of the UNWTO Consulting Unit on Biodiversity & Tourism for tsunami affected countries by establishing the UNWTO Unit on Tourism & Biodiversity located at the UN Premises in Bonn, Germany. - 17 May 2010: [French] Cooperation and partnership programme between the World Tourism Organization and the Government of the People's Democratic Republic of Algeria to carry out the following activities: development of Algeria as a destination, tourism quality and training plan. - 15 June 2010: [English and Georgian] Memorandum of Understanding between the Ministry of Economic Development of Georgia and the World Tourism Organization to cooperate closely in the development of a Tourism Initiative for the South Caucasus geographical space. - 21 June 2010: [English] Cooperation agreement between the Regional Tourism Organization of Southern Africa and the World Tourism Organization with the purpose of providing technical assistance to the member States of the RETOSA in the strengthening of the systems of collections and analysis of tourism statistics. 2

- 30 June 2010: [English and Portuguese] Memorandum of understanding between the Government of the Federative Republic of Brazil and the World Tourism Organization for the promotion of triangular technical cooperation in developing countries. - 13 July 2010: [French] Cooperation and partnership agreement between the World Tourism Organization (UNWTO) and the Government of the Republic of Guinea for the period 2010-2013 in the areas of education and training, promotion of partnerships, and development of specific actions for poverty reduction. - 23 July 2010: [Spanish] Administrative agreement between the World Tourism Organization and the State Secretariat of Tourism of the Ministry of Industry, Tourism and Trade of Spain, for the maintenance of the Permanent Secretariat of the Affiliate Members in the Headquarters of the Organization in 2010. - 2 September 2010: [English] Letter of agreement between the United Nations Industrial Development Organization (UNIDO) and the World Tourism Organization (UNWTO) with respect to the association of UNWTO as an associated agency in the implementation of United Nations Environment Programme (UNEP) assistance to project GP/RAF/08/004 Demonstrating and capturing best practices and technologies for the reduction of landsourced impacts resulting from coastal tourism in several African countries. - 6 September 2010: [English] Agreement between the World Tourism Organization (UNWTO) and National Company Uzbektourism (Uzbekistan) for the implementation of an evaluation mission to review the national system of tourism statistics. - 6 September 2010: [English] Cooperation agreement entered into by the Government of the Republic of Namibia through the Ministry of Environment and Tourism of Namibia and the World Tourism Organization on tourism training for the empowerment of rural women in Namibia. - 1 October 2010: [English] Memorandum of cooperation between the International Civil Aviation Organization and the World Tourism Organization to strengthen the collaboration between the parties and identify specific areas of mutual interest. - 30 November 2010: [French] Memorandum of understanding between the Government of the Kingdom of Morocco and the World Tourism Organization relative to the support and technical assistance of the World Tourism Organization for the implementation of a new system of classification of tourism accommodations. - 14 December 2010: [English and Tajik] Memorandum of understanding between the Committee for Youth Affairs, Sports and Tourism under the Government of the Republic of Tajikistan and the World Tourism Organization to cooperate closely in the development of a sustainable tourism industry in Tajikistan. - 11 January 2011: [English] Two Agreements signed between the World Tourism Organization (UNWTO) and the European Travel Commission (ETC), one regarding the preparation of a handbook on performance indicators for NTO tourism marketing evaluation and the other regarding the preparation of a study on the US outbound travel market. - 15 February 2011: [English] Memorandum of understanding between the Government of the Republic of Croatia, through its Ministry of Tourism, and the World Tourism Organization to cooperate in particular in the area of tourism policy and governance in A/19/10(g) 3

tourism as well as in other areas such as sustainability (including environmental and climate change issues) competitiveness and innovation or dissemination of UNWTO s know-how. - 13 May 2011: [Spanish] Cooperation agreement between the General Secretariat of the Organization of American States (OAS) and the World Tourism Organization to establish a regulatory framework with respect to mechanisms of cooperation between the parties. - 31 May 2011: [French] Cooperation and partnership agreement between the World Tourism Organization and the Government of the Tunisian Republic for the period 2011-2013 in the following areas: planning of policies and economic development, human resources development, product development, marketing and promotion, and product quality and support for innovative projects. - 6 June 2011: [French] Framework cooperation and partnership agreement between the West African Economic and Monetary Union (WAEMU) and the World Tourism Organization (UNWTO) with the aim of establishing between them close relations of cooperation and partnership, with a view to promoting the concertation, coordination and harmonization of their respective actions in the area of the promotion of tourism activities in the WAEMU zone. II. AGREEMENTS CONCLUDED WITH LOCAL AUTHORITIES - 21 September 2009: [English and Chinese] Agreement of cooperation between UNWTO and Hangzhou Municipal People s Government (China) to expand future cooperation on tourism; and on 20 March 2011: [English] Cooperation agreement between the World Tourism Organization and Hangzhou Tourism Commission (China) for the implementation of the research project MICE Industry: Global Trends and Development Strategy for Hangzhou. - 25 March 2010: [English] Cooperation agreement between the World Tourism Organization (UNWTO) and the City of Bonn (Germany) to achieve the Millennium development goals and undertake cooperative activities. - 10 September 2010: [Spanish] Memorandum of understanding between the World Tourism Organization (UNWTO), a specialized agency of the United Nations, and the City of Palma (Palma de Mallorca, Spain) to study the possibilities of joining global, regional and local initiatives and programmes that can enrich their respective training efforts, boost development and enable people to strengthen their capacity to export tourism services. - 29 October 2010: [Spanish] Cooperation agreement between the Madrid Tourist Board (Economy, Employment and Citizen Participation Area) and the World Tourism Organization to promote sustainable tourism and the achievement of the United Nations Millennium Development Goals. - 3 March 2011: [Spanish] Agreement between the Basque Tourism Agency Basquetour, the General Secretariat of Tourism and Domestic Trade of Spain, and the World Tourism Organization for the holding of a series of international conferences on the measurement and economic analysis of regional tourism. - 6 April 2011: [English] Memorandum of understanding between the World Tourism Organization and the Suzhou Municipal People s Government (China) to enhance cooperation between UNWTO and Suzhou and to identify areas of mutual interest. 4

AGREEMENTS CONCLUDED WITH LOCAL PUBLIC ENTERPRISES - 30 November 2009: [Spanish] Specific protocol between the World Tourism Organization, through the Secretariat of the Affiliate Members and the State Company for the Management of Tourism Innovation and Technologies (SEGITTUR) (Spain), for the development of a networked tourism intelligence and innovation technological platform of a public-private nature (PLATMA); and on 3 June 2010, [Spanish] Specific protocol for the design, creation and promotion of the content and services of the networked tourism intelligence and innovation technological platform of a public-private nature (PLATMA). IV. AGREEMENTS CONCLUDED WITH NON-GOVERNMENTAL ORGANIZATIONS - 2 February 2010: [English] Memorandum of cooperation between the Secretariat of the Convention on Wetlands (Ramsar, 1971) and the World Tourism Organization to reinforce the role of wetlands and their biodiversity ecosystems for sustainable tourism development through demonstration of integrated management approaches. - 28 June 2010: [English] Memorandum of understanding between the Tour Operators Initiative for sustainable tourism development (TOI) and the World Tourism Organization (UNWTO) so as to define the rules governing the relation between the TOI and UNWTO. - 19 January 2011: [English] Memorandum of understanding between the World Tourism Organization and the Millennium Foundation for Innovative Finance for Health regarding collaboration for advocacy and promotion of MASSIVEGOOD project in pursuit of the common goals of promoting sustainable development and health care in developing countries. AGREEMENTS CONCLUDED WITH UNIVERSITIES - 28 September 2010: [English] Collaboration agreement between the World Tourism Organization and Sun Yat-Sen University (China) to establish the Monitoring Centre for UNWTO Sustainable Tourism Observatories in Sysu under the auspices of UNWTO. VI. OTHER AGREEMENTS - 8 October 2009: [English] Memorandum of understanding signed with CNN International, TBSEL: Turner and UNWTO partnership for the strengthening of the global travel and tourism sector. - 21 January 2010: [English] Technical Cooperation Agreement between the United Nations World Tourism Organization and the Brazilian Confederation of Convention & Visitors Bureaux to provide technical assistance and support to the tasks and the projects for the Affiliate Members; and on 15 December 2010, [Spanish] Extension of the technical cooperation agreement for an additional period of twelve months. - 30 June 2010: [Spanish] Framework cooperation agreement between the World Tourism Organization (ST-EP Programme) and the Banesto Cultural Foundation for the establishment of general formulas of collaboration that may lead to operational arrangements; and on 29 December 2010, [Spanish] Specific agreement on the identification, technical support and financing of business projects in the tourism sector linked to the framework cooperation agreement. 5

- 7 July 2010: [English] Memorandum of understanding between Araldi, S.L. and Cictourgune (Spain) to collaborate with the World Tourism Organization in implementing the international network on regional economics, mobility and tourism (INRouTe) initiative to transform it into a joint project. - 21 June 2011: [English] Partnership agreement between the World Tourism Organization and VISA U.S.A. INC., its affiliates and parent for the sponsorship of the global tourism forum Andorra 2011 to promote the value of tourism as a driver of economic growth and development and promote the value of sports and mega events to tourism development. 6
