International Civil Aviation Organization SAM/AIM/7-WP/06 South American Regional Office 05/02/5 Seventh Multilateral Meeting of the SAM Región for the transition from to AIM (SAM/AIM/7) Lima, Peru, 23 to 27 March 205 Agenda Item 4: NOTAM Contingency Plan and AIM deficiencies Update of the NOTAM Contingency Plans and deficiencies in the AIM area (Presented by the Secretariat) SUMMARY This working paper presents information on the status of implementation of NOTAM Contingency Plans in the SAM Region and of the corresponding Catalogue, to allow States to update the information contained therein and, if deemed appropriate, to sign letters of agreement between Administrations that have so approved. It also presents the current deficiencies of the States in the AIM area. Referencias: Annex 5 to the Convention on International Civil Aviation GREPECAS/2, Conclusion 2/99 SAM/AIM Multilateral meetings ICAO Strategic Objectives: A Safety C Environmental Protection Antecedentes. The GREPECAS/2 meeting adopted Conclusion 2/99 - Agreement on NOTAM Contingency Plans, in which it requested States to develop their NOTAM contingency plans for Flight Information Regions (FIRs), and, to the extent possible, to enter into bilateral and/or multilateral agreements with the States/Territories and International Organisations responsible for neighbouring airspaces. Thus, they would be expected to be part of a regional NOTAM Contingency Plan, if necessary..2 The SAM/AIM meetings regularly update the Regional Catalogue of SAM NOTAM Contingency Plans, which appears as last updated in October 202 in Appendix A to this working paper. 2 Análisis 2. The requirements for the implementation of PBN and the autonomous navigation systems introduced the need for new requirements to ensure the quality and timely distribution of information, so as to reduce or eliminate the possible impact of labour conflicts and natural disasters on the continuous provision of the NOTAM service, providing the necessary technical and administrative

- 2 - measures and coordination and operational procedures to be adopted before, during, and after any contingency phase. 2.2 Some States of the SAM Region already have their respective NOTAM contingency plan, while others have not completed this task, as reflected in Appendix B to this working paper, which presents the updated status of implementation as of the latest SAM/AIM Meeting. 2.3 The NOTAM contingency plan is subject to periodic revision. Any modification required will be made in coordination among the parties, and it has been agreed that any modification made will be effective not earlier than 30 days as of the date of approval. 2.4 This Meeting is considered to be a good opportunity to make any modifications that may be required to the information on points of contact and their data, for the purpose of exchanging information, updating the status of implementation of the NOTAM contingency plans, and signing letters of agreement between the States that have so approved. 2.5 Regarding the deficiencies in the AIM area, it has been verified that they are still valid in some States for many years, which causes great concern to GREPECAS and Headquarters. 2.6 Considering their regional importance, States that have not yet updated their action plans should present them to this Meeting, with implementation dates to solve the deficiencies in the GANDD system. The update of the valid deficiencies in the AIM area for SAM States is presented in Appendix C. 3. Suggested action: 3. Based on the above, the Meeting is invited to: a) update the corresponding information of Appendices A and B to this working paper; b) sign letters of agreement between the States that have so approved; c) request States with AIM deficiencies in the GANDD of Appendix C, to present an action plan for their urgent correction. - - - - - -
