BARROW GURNEY PARISH COUNCIL Minutes of the meeting of the Parish Council held in the village hall, Barrow Gurney, on 9 January 2017. Present: Eric Gates (Chairman), Claire Arbery, Phil Carnell, Rob McKenzie and Joanna van Tonder (Clerk) 2 residents Absent: Distribution: Geoff Coombs The Parish Councillors plus Nick Wilton, Colin Russell and PC Martin Faithfull 1 Apologiesfor absence Apologies had been received from Andy Robbins and Steve King. 2 Declarationsof Interest and dispensations a) Declarationsof Interest No declarations of interest were made. b) Receiverequestsfor dispensations No new requests for dispensation were received. c) Grant requestsfor dispensations No new requests for dispensation were received. 3 Minutes of the previousmeeting - 14 November 2016 It was agreed the minutes of the last meeting having been circulated previously be taken as a true and accurate record. 4 Policereport The Clerk advised there had been one count of vehicle crime on or near School Lane during October 2016 and one count of anti-social behaviour on or near Barrow Court Lane during November 2016. 5 PublicQuestions Rick Radice of Springhead Barn raised concerns that the walkways works might have a detrimental impact on his wall abutting the road and asked if the Parish Council could assist in obtaining an assurance, in writing, from NSC that this would not be the case. Mr Radice outlined his concerns around potential drainage issues. Action: Eric Gates to take up concerns with NSC Richard Burlinson concurred and added that there would be significant risk of flooding to properties should the level of the road and pavement be raised as a result of these works. Mr Burlinson reminded the Council of the very fragile nature of the stretch of wall along Barrow Street that could easily be brought down through the use of vibrating rollers and other similar equipment. Mr Burlinson asked about, and members discussed, residents' access to their properties and car parks during the road closure. Eric Gates assured him that every effort would be made to limit inconvenience to residents during the works and that parking would be permitted at either end of the closure as well as at the Village Hall. 6 ActionsArising The following actions arising from the meeting of 14 November 2016 are still outstanding or addressed as follows: Telephone Box: To be considered at a later date. Village Noticeboard: Clerk collecting quotations for the replacement of the noticeboard. Action: Clerk to circulate pricing options for a noticeboard at the Hospital site Barrow Hospital: Clerk investigated why so few residents' comments appeared on the records of the two p applications and found that there had been a delay in uploading the submissions and that 23 were recorded since the amendments to the original planning applications. Wild Country Lane weight / width signage: Clerk was asked to obtain proof of consultation from neighbours which was duly provided however NSC are unable to fund these works in this current financial year. 7 Planning a) Planning applications, consents and refusals since the last meeting 1. The following planning applications have been received: - No new planning applications had been received. 2. The following planning applications have been granted consent: - Various works to TPO trees at Former Barrow Hospital Wild Country Lane (16/P/2415/TPO) - Erection of a two storey side extension at 3 Hillside Cottages, Barrow Street (16/P/2473/F) - Oak (T11) - reduce to red lines as shown with report at Daddon House, 10 Winstones Road, Oatley Park (16/P/2616/TPO) 3. The following enf'orcement cases are still p: - Unauthorised airport parking at Cross Paddocks, Bridgwater Road (case 2015/0548-30/11/2015) - Site cleared; continuing to monitor - Erection of extension at Rock Cottage, Bridgwater Road (case 2016/0094-14/03/2016) - Site visit to be arranged - Change of use of the land from agriculture to a mixed use of agriculture and the parking of vehicles unconnected with the agricultural use of the land at land north of Newditch Farm, Potters Hill, Felton (case 2016/0203 - /06/2016) - Awaiting outcome of appeal made to the Secretary of State against the Enforcement Notice. - Change of use of the land from agriculture to a mixed use of agriculture and the parking of vehicles unconnected with the agricultural use of the land at Barrow Fields, Dial Lane, Felton (case 2016/0301) - New case; Enforcement Notice issued; an appeal has been made to the Secretary of State against the Enforcement Notice. Action: Clerk to respond with a similar statement as was submitted for case 2016/0203, above - Airport parking on land to the east of Fox & Goose, Bridgwater Road (case 2016/0483) - New case; yet to fully assess Action: Ciaire Arbery to forward evidence collected for collation with Clerk's findings, to be given to NSC in support of enforcement action b) Barrow Hospital Eric Gates advised there were no further developments to report on. c) Ashton Vale I Taylor Wimpey development Members were reminded that NSC was considering a review of the Green Belt, the results of which may determine the future of the Ashton Vale site. There was pressure from Villages on the outer edge of the Green Belt to allow growth on the fringes of Bristol, with compensating additions to Green Belt on the outer edges. d) South Bristol Link Road (SBLR) While the exact date was unknown, members were advised that the SBLR would be opening within the first few days of the following week. Ciaire Arbery suggested the traffic lights at both the Three Kilns roundabout on the A38 and the Park and Ride roundabout on the A370 would likely increase the congestion along those two routes. e) Other Clerk's Note: The SBLR was opened to traffic on the morning of Monday, 16 January 2017. The Clerk advised that two new consultations were now open for comment: 1. NSC cancellation of Article 4 Direction - deadline for comment: 17 February 2017 2. NSC Planning Application Requirements - Parts 2 and 3 (Drawings) - deadline for comment: 15 February 2017 Action: Clerk to circulate details and links Action: Councillors to put forward comments for submission Bristol Airport: Members heard that the remaining outstanding planning applications submitted by Bristol Airport for various car park extensions and developments had all been granted consent. NSC Site Allocations Plan: The Council's response to the consultation was noted. W-o-E Joint Spatial Plan (JSP) I Joint Transport Strategy (JTS): The Council's responses to the two consultations were noted. 8 Village Walkways a) Village Walkways Committee report Eric Gates read from a report submitted by Andy Robbins wherein the following was explained and discussed between the members: Western Power had agreed to carry out the under-grounding of the electricity cables in the area of the Village Green and remove the pole once rendered redundant. BT / Open reach would need to be encouraged to lay their telephone lines that are currently piggy-backing on the electricity pole while the trenches are open. Action: Eric Gates to follow up with BT The Walkways Committee had been notified by NSC that, during the road closure, the gritting of Barrow Street would be suspended. It was agreed that additional supplies of grit would be made available at each end of the closure. Phil Carnell had obtained three quotations for the laying of the Vii/age Green hedge; one for l2.s0/m and two for lo.oo/m. Members discussed the merits of the quotations. On the basis that he had extensive knowledge of the walkways project with a good reputation throughout the community and was available at short notice, Phil Carnell proposed, Rob McKenzie seconded and it was agreed to award the contract to lay the Vii/age Green hedge to Martin Pitman (known as Hector) at a rate of f10.00/m. The Clerk advised that 75 plants of each of petunias, begonias, gazanias, french marigolds and geraniums were on order from the Free Annual Flowers Scheme 2017. Members discussed where the flowers might be planted. The Clerk offered to assist with the planting. b) "Parish of Barrow Gurney" sign at A370 end of Barrow Street To be considered at a later date. 9 Highways, pavements, verges and footpaths a) Action taken by North Somerset Councilsincethe previous meeting The following action has been taken: Verges and obstructed pavement along at A38: gangs are progressing with this work in periodic bursts Pothole on Barrow Court Lane: reported, not yet actioned Page 3 of 5

Upcoming works: 30mph temporary speed limit along Barrow Street in the vicinity of the site of Bristol Water's temporary pipeline compound, from Monday, 16 January 2017 b) Conditionof roads,pavements,vergesand footpaths The following reports were received: Pothole at the bottom of Vicarage Lane Pothole on the A370 off-ramp at Barrow Street Pothole on left hand side of Barrow Court Lane (heading up from Barrow Street) Deteriorating edge of carriageway along Barrow Street on the left hand side when approaching the A38 traffic lights Action: Clerk to report on Council Connect Gully maintenance: Blocked drains along the A38 Blocked drains on Barrow Street between Vicarage Lane and Barrow Court Lane Drain blocked outside New Cottages, Barrow Street Drain blocked on the corner of Barrow Street and School Lane Over flowing gullies in the area of the filtration beds on the left hand side of Barrow Street when approaching the A38 traffic lights Action: Clerk to report on Council Connect c) Footpaths- general Eric Gates read from the report submitted by Andy Robbins wherein he explained he had discussed the improvement of the School Lane - Barrow Court Lane footpath route with Adrian Woolacott (NSC) who had advised this could only take place in the next financial year. Adrian had also discussed with Andy the possibility of funding the strimming back of new growth along a short stretch of the recently reopened reservoir route. In his report, Andy offered to cut back the higher level growth but asked that the Council consider commissioning Chris Lane to strim the lower levels. Members discussed the possibility of approaching either Bristol Water as the footpath is on their land, or Stancombe Quarry with the suggestion that this could be considered as one of their Corporate Responsibility projects. d) BarrowStreet road closure It was confirmed the road would be closed from Tuesday, 17 January for eight weeks. 10 Finance a) Village GreenCommitteeBudget2017 / 2018 Rob McKenzie presented the Village Green Committee (VGC) Budget as previously circulated. Rob McKenzie proposed, Claire Arbery seconded and it was agreed that authority to spend within the confines of the VGC Budget (copy attached) be granted to the VGC chaired by Rob McKenzie, and subject to the Council's Financial Regulations. b) Budget2017 /2018 Members discussed the draft budget as previously circulated and agreed to make provision for village enhancements such as flower planters and an additional noticeboard to service the new homes at the Hospital site. Eric Gates proposed, Ciaire Arbery seconded and the Budget (copy attached) was agreed. c) Precept2017 I 2018 Eric Gates proposed, Phil carnell seconded and it was resolved that Barrow Gurney Parish Council would request a Precept of 7,700 for the financial year 31 March 2018. Action: Clerk to advise NSC of Precept requirement d) Receiptsand Payments The Clerk reported that no receiptshad been received since the last meeting. Page 4 of 5

Claire Arbery reported she had been in contact with Bath College who would be assessing the wall as a potential project for their stonemasonry students. 12 ConservationArea status Eric Gates had nothing to report. 13 Rural Broadband No report was received. 14 Open Forumfor the ParishCouncil There were no further 15 Future meetings matters to report. Clerk's Salary Clerk's Salary is based on 7.5 hours per week and on the salary scale recommended by the National Association of local Coundls and the Sodety of Local Coundl Clerks. A 1% increase has been applied from 1 April 2017 in aa:ordance with agreements reached in 2016. 2. Insurance Insurance cover has been budgeted according to an estimate provided by came & Co. that takes into account an increase in Insurance Premium Tax to 12% as announced in the Chancellor's Autumn Statement 3.
