IMPLEMENTATION OF COMPREHENSIVE DEVELOPMENT AGREEMENT (CDA) PROJECTS: SH 130 Project, Segments 5 & 6, Travis, Caldwell and Guadalupe counties; DFW Connector, Tarrant County; North Tarrant Express (NTE), Tarrant County; NTE Master Development Plan, Tarrant County; LBJ Express, Dallas County DESCRIPTION: OVERVIEW: The department has four CDA projects in construction. In addition, the NTE Master Development Plan is in the submittal review and facility implementation plan stage. Staff will update the commission on these efforts. The four projects are valued at almost $7 billion in Central and North Texas. The department has contributed approximately $2 billion toward those costs. The current program will result in almost 80 miles of highways and managed lanes opening from late 2012 to 2016. SH 130 Construction on the $1.38 billion project began in spring 2009 and is scheduled to be completed in late 2012. SH 130 Concession Company, the project developer, is approximately 67 percent complete. Work is spread throughout the 40-mile corridor, with intensive efforts located at the US 183/SH 130 and US 183/SH 45 interchanges. DFW Connector Construction on the $1.02 billion project began in February 2010 and is scheduled to be completed in 2014. NorthGate Constructors, the project developer, is approximately 29.5 percent complete on the project with 31.5 percent of the contract value earned through mid-february. Work is spread throughout the 8.4-mile project, with major efforts under way at the Main Street, William D. Tate and SH 26 bridges. A traffic switch to new permanent pavement occurred in January, and intensive work continues at the William D. Tate Avenue and SH 26 bridges, as well as on SH 121 north of DFW Airport and at Mustang Drive. NTE Construction on the $2.05 billion project began in November 2010 and is scheduled to be completed in late 2015. Two quarterly draw requests have been paid by TxDOT to date, totaling $19.1 million. North Tarrant Express Mobility Partners (NTEMP), the project developer, continues work on final design. Initial construction in the 13.3-mile corridor has been focused in existing right of way at the I-35W/I-820 interchange and will expand to the SH 121/183 split area in coming weeks. NTE Master Development Plan NTEMP 2-4 presented a Ready for Development submittal in May 2010 for development of segments 3A and 3B of the North Tarrant Express. The submittal addresses development potential of 10 miles of I-35W from near downtown Fort Worth to U.S. 287, including the interchange at I-35W and I-820. A facility implementation plan is being developed by TxDOT and NTEMP 2-4 and is anticipated to be completed this spring. A project agreement could be complete in the summer of 2011 if the necessary legal approvals are received. LBJ Express Construction on the $2.7 billion project began in January 2011 and is scheduled to be completed in 2016. LBJ Infrastructure Group, the project developer, continues final design work. Initial work in the 16.5-mile project is expected to focus on the elevated I-35E managed lanes, utility relocations and sound wall construction.
