October 1987 to October 1997 - Comptroller for the Commowealth of Puerto Rico Appointed by the Governor of Puerto Rico and confirmed by the Senate and House of Representatives as Comptroller for the Commonwealth of Puerto Rico. The appointment is for 10 years, according to the Constitution. As Comptroller I was responsible for overseeing the proper use of revenues and expenses of all public accounts. Public accounts include those of municipalities, agencies, public corporations and instrumentalities of the Executive, the Legislative and the Judicial branches.
