Minutes of the Meeting of Blawith and Subberthwaite Parish Council held in the Water Yeat Village Hall on Monday 11 th May, 2015. Present: Councillors Ian Jones (Chair), Richard Sanderson, (Vice Chairman) Eileen Bower, and Bill Fox; the clerk, Beth Moon; and 2 members of the public ; Diana Rutherford and Duncan Peake (on behalf of Holker Estate) 1.Apologies for Absence: District Councillor Hall (other commitment). 2. Representations from Members of the Public: 2.b. Duncan Peake from Holker Estate attended to present information and preliminary plans for the proposed planning extension to Kirkby Quarry by Burlington Slate. He advised that the current quarry will have worked out in 2 years time and they are looking to extend and widen the south east side which would give another 40/50 years slate supply. The planning application is likely to be in mid-summer. There will be an open day for consultation on 17 th June and Mr Peake will send details of this to the Clerk to pass on. They are also in dialogue with the Commoners and Natural England. 3. The Minutes of the last Meeting (13 th April, 2015): 3.a. Item 2.g. was amended to read Sue Thompson. 3.b. Coniston & Crake Catchment Partnership next meeting 9 th June 9.b. Illegal Off-Roading Group: no updates or further meetings. 9.c. SL District Association Meeting last meeting was in November. 9.d.. The next LAP meeting is scheduled for 2/6/2015 in Satterthwaite Parish Room. Cllr Fox to attend. 9.e. Coniston Water Association; meet once a year. 10. Updates for Ongoing Issues, actions from the previous meeting not covered elsewhere on the Agenda and items for the agenda of the next meeting: 10.a. X12 & No.11 Bus Service no updates. 10.b. Superfast Broadband Reports have been received from Victor Middleton and Diana Rutherford who both attended a recent demonstration by WMY Systems Ltd of potential broadband speed via WIFI radio link across Morecambe Bay. The report from Victor Middleton said that: Part of B&S may be able to access an existing mast North of Barrow and that could be done now. Of more direct interest in B&S is a mast shortly (for this Summer) to be installed just a few hundred yards from our Village Hall on the fell to the West of the bottom end of Coniston Water. It is designed for and paid for by the Caravan Park but we could access it if we have a suitable line of radio connection (rather like satellite TV the connector has to be able to 'see' it to achieve a connection). Costs to join for 10mb would be 25 per month and 35 for 25mb. With an additional 9 a month admin charge this cost would provide both internet access and all phone calls so, it is said, effectively making it possible to replace existing BT line rental and telephone bills as all would be done via the internet link. The current situation is that 7 cabinets have been built in Cumbria by BT. Phase 1 has finished and Phase 2 of a consultation of all parties is ongoing with government money for the next phase expected in July. Blawith to Water Yeat have exchange lines only and there are no current plans to install a green box. Ted Walsh of WMY systems would be prepared to come and talk to the Parish Council later in the year. This was considered and no decision made at the moment until the updates are heard in July. 10.c. Community Plan To be looked at when the time becomes available. 10.d Kirkby Moor Wind Farm see item 6.c. 10.e. Duddon Crossing Proposal email received from Mary Jardine for information purposes. No further updates. 10.f. Blea Brows Martin Curry of LDNPA had sent the further information as discussed at the previous meeting. RESOLVED: to continue application to nominate Blea Brows as community asset and clerk to advise Martin Curry of Councils intention. Page 3
10.g. North west Coast Connections Project A report was received from Diana Rutherford the route will be announced in June/July of this year. There will then be a series of drop in events. National Grid would be prepared to come and talk to the Parish Councils if they are invited. This could potentially be done in conjunction with Lowick PC. The schedule ahead will be the formal stage in 2016 consulting with land owners, affected people etc and in 2017, submission to the planning inspectorate when there will be 18 months to agree route alignment etc etc. 10.h. Highways no developments or progress. Councillor Jones passed on the invoice from the lengthsman to be paid at the next meeting. 10.i. Parish Website Councillor Jones to arrange meeting with Andy Brockbank. 10.j. Caravan Park see item 6.a. & 6.b. 10.k. Councillor Vacancy No requests had been received within the statutory 14 day period for the vacancy to be filled by election and so can be filled by co-option. Councillor Jones proposed that Diana Rutherford be co-opted and this was seconded by Councillor Bower. Diana Rutherford was pleased to accept and given the necessary forms. Cumberland Building Society forms also completed and signed to remove Christopher Belshaw as signatory and to add Diana Rutherford as signatory. The Parish Council would also like to formally note their thanks to Christopher Belshaw for all his service over the last 3 years.
