Location Serbia within the Danube Basin

Origin Serbia covers an area of 88,361 km² Vojvodina is the northern province and covers 21 506 km 2 92% of the country lies within the Danube Basin (accounting for 10% of the Basin). Of this land, 30% is forested. Serbia is dependent on sources outside its national territory for its water resources(transit water are 100 times larger than the own ones) Serbia s predominantly upland terrain can be divided into a northern region (part of the Pannonian Plain intersected by the Danube, Sava, Tisza, Tamiš and Begej rivers, the Danube- Tisza-Danube canal system (DTD) and several lakes) and a more hilly/mountainous region to the south of the Danube (comprising the Rhodope, Carpathian, Balkan, Dinaric and Skardo-Pind mountains).

Origin. The waterway network extends over 1700 km of the Danube, Sava and Tisza rivers as well as the 600km navigable part of the DTD system. All are directly or indirectly connected with the European inland network. The Danube flows through Serbia for 588 km. The Tisza is navigable over 164 km and the Sava over 207 km (part of an international Sava waterway connecting Croatia, Bosnia & Herzegovina and Serbia with the Danube). Flood control is provided by levees on the major rivers

Origin.

Organization and management PWMC SRBIJAVODE has been established with the purpose of executing the activities related to the water resources of the Republic of Serbia and, according to the Water Law, it runs state-owned waterworks as goods for general utilization (article 81). In 2002, based on the Law on the Establishment of Specific Competencies of the Autonomous Province, PWMC VODE VOJVODINE was founded by The Assembly of the Autonomous Province of Vojvodina with the purpose of executing the activities of water management on the territory of the province of Vojvodina. After reaching the decision to separate parts of the water management centers that operate on the territory of the province, PWMC SRBIJAVODE continues to perform its activity on the territory of the Republic of Serbia with the exception of the territory of the Autonomous Province of Vojvodina.

Organization and management According to the Water Law: The Government of the Republic of Serbia, on the proposal of the Ministry, gives its consent to a Business program of a PWMC Srbijavode The Government of Autonomous Province of Vojvodina gives its consent to a Business program of a PWMC Vode Vojvodine, with obtained approval of Ministry The Government of the Republic of Serbia gives its consent to price tariff, handling of property, capital investment and status changes for both companies The territory of the Republic of Serbia is a single water management area. Water management is the responsibility of the Republic of Serbia.

Organization and management According to the Law on Navigation and Ports on Inland Waterways: Plans relating to the development of Danube and Sava river as international waterways, and Tisa river as and interstate waterways brings Directorate for inland waterways with the approval of the Ministry of Infrastructure. Technical maintenance of these waterways is done by the Directorate of the waterways. This organization is set up by the Government of the Republic of Serbia. Plans relating to the development of DTD Canal as national waterways on the territory of AP Vojvodina approves Secretariat for the Economy in Government of AP Vojvodine with the consent of the Ministry of Infrastructure. Technical maintenance and improvement of these waterways is done by the PWMC Vode Vojvodine.

Activities Basic activities of PWMC SRBIJAVODE and PWMC Vode Vojvodine as activities of public interest (as defined by the Water Law and the Law on Classification of Activities and Registry of Classification Units), are: Managing the water resources Water utilization Protection from harmful effect of water Protection of water against pollution PWMC Vode Vojvodine performs its activities on the terrritory of Autonomous Province of Vojvodina and PWMC Serbijavode operates on the all territory of Serbia with the exception of Vojvodina.

Activities PVMC Vode Vojvodine also performs other activities that do not interfere with the execution of water management: omanagement of fishing waters omanagement a protected natural park of nature Jegricka oraising and care of the forests beside the rivers and canals

Activities PWMC Vode Vojvodine executes its activities together with 21 water management companies The PWMC Vode Vojvodine concludes contracts on business-technical co-operation with these companies. Water management companies are in charge of maintenance and provision of functionality of systems of flood and ice protection and control and drainage systems, implementation of protection against floods from external and internal waters in their territories and they also carry out the investment maintenance and emergency interventions. The PWMC "Vode Vojvodine" employs 460 people working in 5 sectors with departments. About 1.600 people in total are involved in water management tasks in Vojvodina (with 21 water management companies)

Evaluation STRENGHTS: By establishing PWMC Vode Vojvodine in 2002 water management decentralization was introduced in Vojvodina. PWMC Vode Vojvodine preserved management system by which every water management organization conducts management plans within its own area of melioration. The abovementioned plans are made and supervised by PWMC Vode Vojvodine. Functional and efficient flood defence management system under the authority of Republic of Serbia and Vojvodina.

Evaluation WEAKNESSES: The issue of the property models of 21 water management organizations (individual companies or the ones belonging to PWMC Vode Vojvodine or other). The obligation to future water management activities could be a setback for privatization model. The requirement for organizations which would protect the interests of stakeholders and participate in the annual water management planning. The requirement for organizations which would encourage the development of tourism on waterways.
