Introduction This booklet is designed to provide the names, addresses, telephone numbers, and fax numbers of those actively involved in combating gangs in South Carolina. The list includes law enforcement officers and officials, prosecutors, victim advocates, private organizations, and others actively working to eliminate gang activity in our state. In compiling this directory, members of my staff talked to hundreds of South Carolinians from the Low Country to the Piedmont. Many were aware of the growing threat that gangs posed to the peace and order of our communities. However, some said, Fortunately we don t have that problem in our part of the state. Yet the Gang Prevention Study Committee -- appointed by the Legislature and comprised of constitutional officers, representatives from the House and Senate, and relevant state and local agencies -- reported the following: It is the finding of the committee that criminal gangs have spread throughout our state and now pose a significant threat to the community at large. That threat is at least two-fold. First, full-fledged gangs engage in criminal activity. Typically they deal in drugs and extortion, smuggle illegal goods into the U.S., commit robbery and murder, and intimidate and brutalize each other and their innocent victims. Second, the average age of a criminal gang member is 15. Thus members frequently come under state supervision while they are juveniles and -- through probation, parole, and incarceration -- remain under supervision well into adulthood. Such supervision costs taxpayers. It s difficult to put a price tag on these services, but the cost to South Carolina taxpayers is substantial. To combat the devastating effects of gang activity, state and local governments are adopting three approaches (1) prevention, (2) strict enforcement of the law, and (3) rehabilitation. We believe this directory will prove useful in all three. 3

First, it will provide parents, clergy, and other responsible adults with the names and addresses of organizations that can assist schools and families in preventing young people from joining gangs in the first place. Studies suggest that this is the most practical approach, since it spares families the emotional stress of exposure to gang life and saves taxpayers the expense of local and state supervision. Second, the directory will provide law enforcement officers with contacts throughout the state, enabling them to exchange information on gang activities, track suspects into other jurisdictions, and make use of statewide expertise. And third, the directory will help those who supervise gang members already in the system to monitor their behavior in the community and to work with organizations and individuals dedicated to the rehabilitation of young people. The usefulness of this directory will depend on how diligently and accurately it is maintained. For this reason we intend to post it on the Attorney General s website: scattorney@ag.state.us. We hope that those of you who use it will inform us of any updates in your section of the volume e.g., changes of personnel, addresses, or phone numbers. As chairman of the Gang Prevention Study Committee I hope this project will help South Carolinians as they confront this problem in our state. Program Descriptions The following organizations have provided a summary of their prevention/intervention services. Additional groups will be listed as information such as program descriptions, parenting body, contact persons, etc. is received. 9

Multi-County YOUTH MENTOR PROGRAM Office of the Attorney General P.O. Box 11549 Columbia, SC 29211 As a commitment to making a difference in the lives of young people, the Office of the Attorney General has instituted and broadened the YOUTH MENTOR PROGRAM. A voluntary program, the mentor approach links the offending juvenile to a church or community organization where an individual mentor will be assigned to him/her. The mentor will monitor the personal and academic development of the juvenile for six months to one year as ordered by the court. The goal of the YOUTH MENTOR PROGRAM is to provide the youth with the necessary values, motivation and sense of selfresponsibility to guide him/her towards productive and positive citizenship. The YOUTH MENTOR PROGRAM focuses primarily on the repeat offender, and on occasion, the circumstantial offender. Voluntary assignments to the program are also allowed through parental recommendations and consent. Religious institutions provide mentors. Participating youths attend weekly sessions at sponsoring sites where they receive instruction, life skills training, tutoring assistance, etc. The expansion of the program will also include recruiting the services of community organizations and schools. Currently the YOUTH MENTOR PROGRAM is active in Dorchester County (1 st circuit), Florence and Marion Counties (12 th circuit), Beaufort County (14 th circuit), and Horry County (15 th circuit). (864) 224-2833 fax (864) 224-2121 www.fusionexplosion.com Located in the heart of Anderson, SC, Fusion Warehouse Student Center has registered over 6,000 (33%) of the youth of Anderson County. Mission: To provide youth programs and activities, in a safe environment, that will teach moral and ethical character development, and to help all students reach their full potential. Managed strictly by volunteers from the community, Fusion Warehouse is open on Friday and Saturday evening, providing a safe haven and a large selection of activities for young people to participate in. Although there is no charge to participate, all young people are required to register. OVERVIEW Fusion Warehouse provides programs and activities in a safe environment that will teach moral and ethical character development. We believe it is our responsibility as leaders in this community to provide a safe place for students to learn and play. ADMISSION/REGISTRATION Upon arrival for the first time, students will register with a parent/legal guardian or have the necessary signatures on the student application/medical consent form. At this time, students will be required to show a picture ID (student or drivers license). Each student will be entered into our database and we will scan his/her thumbprint. This will allow the student access into the facility without an ID at the appropriate times available for that student. This will also allow our staff to know upon arrival if a student has been suspended from the facility or barred. There is no registration fee or any admission fee for the student center. EXIT Each student must exit the center via the thumbprint reader. No student will be allowed to exit without this procedure. If a student leaves the center without this step, they will not be allowed back in the facility upon their next arrival. Students will be required to go through the Police Explorers unit in order to obtain this re-entry pass. 11

Lexington County KEYS PROGRAM In early 2003, the West Lexington community, along with the Lexington Police Department and the Lexington Improvement League recognized the need to provide quality after school activities to youth who may be coming home from school alone or have limited supervision between the hours of 3:00-6:00 p.m. These groups, along with representatives of approximately fifteen other public and non-profit organizations came together to create the Lexington Latchkey Collaborative, which was instrumental in the design of the program and hiring of the first staff. Entering its fourth year of operations, the Lexington Keeping Every Youth Safe (KEYS) after school program, lives up to that saying by actively improving the quality of life for Lexington youth. The KEYS program is housed at the Community Center at 104 Allen Street in West Lexington and focuses on improving academic and life skills of its participants. The program meets three times a week on Monday, Tuesday, and Thursday from 2:30 p.m. to 6:00 p.m. and regularly serves approximately 35 children from throughout the greater Lexington area. Each youth receives individual tutoring and mentoring, based on their needs provided by program staff and a cadre of volunteers from local churches and high schools. Additionally, Lexington Community Oriented Policing and School Resource Officers provide life skills training and the opportunity to positively react with law enforcement officials. Contact Ebony F. Richland County POLICE ATHLETIC LEAGUE (Columbia Police Department) PALS is the latest effort by the department to reach out to the citizens of our community. The national organization focuses on building a partnership among youth, police and citizens with recreational, athletic and educational programs. These will encourage and develop good citizenship and improve the quality of life for our youth. The Columbia organization is the first chartered member of the National PAL in Richland County. PALS is based on promoting trust and understanding between youth and police. PALS aims to bring youth under the direct supervision and constructive influences of responsible law enforcement officers and concerned citizens throughout the community. Executive Director Sgt. Vandell McCary Sr. (803)545-3500 ofc (803) 463-3992 cell GANG TASK FORCE (Columbia Police Department) The mission of the Columbia Police Department Gang Unit is to provide the safest environment possible for the citizens of Columbia, by attacking the gang problem on many different levels. This specialized unit will strive to achieve its objectives by identifying gangs, gang members, and their associates, deterring crimes when possible, and educating the public. The unit is charged with investigating gang related crimes, identifying those responsible, and aggressively seeking the prosecution of those individuals. These opportunities include field trips, motivational speeches, group sessions, etc. The goal is to provide activity as an alternative to crime. Although it operates under the authority of the Columbia Department, the program is administered through the volunteer efforts of police officers, with the assistance of private financial donations. Richland County Sheriff s Department Gang & Youth Violence Prevention/Intervention Organizations CROSSROADS The "Crossroads Tour is designed to give our youth a "reality check" by having deputies and deputy coroners meet with the kids and talk with them about their future. The kids will also tour the Alvin S. Glenn Detention Center and visit the morgue and have a Real Talk Session and round table discussions about where their lives are headed jail or the morgue. The Crossroads Tour comes on the heels of the training that School Resource Officers teach (Law Related Education) during the school year about issues that could lead a person to jail and shows them the harsh reality of jail life and where bad decisions can lead them. The name "Crossroads" was chosen because it seemed most appropriate for those students heading down the wrong path. Meaning that it is up to them to choose which road they follow -- will they proceed on the right side of the law or chose the bad? Parents are urged to take advantage of the opportunity that this tour offers, because it could assist in the decisions our youth make in the future. Investigator Gerald F. Its philosophy is that when five (5) important groups come together, they can reduce crime, clean up communities, and make them the communities they once were. Specific projects include: Meet Me Where I Am Staff members go into communities between the hours of 1:00 am and 4:00 am and speak with the youth and young adults who are on the street. Reach Back encourages youth from the high school to go to their feeder school and serve as a tutor. Unity Fest is an annual event where people are encouraged to meet new friends. Everyone is invited to share the experience of various types of music and food, with games for the kids. Program is a school-based substance abuse prevention and early intervention program that prevents and reduces substance use and abuse among high risk, multi-problem adolescents placed in alternative schools. This yearround program operates at Richland School District One s Olympia Learning Center, and in Lexington District Five Students are taught the dangers of experimenting with alcohol, tobacco, and other drugs. In addition, students are taught leadership skills, decision making skills, stress and anger management, problem solving, and resistance to peer pressure. YOUTH ARBITRATION PROGRAM The School-Based Youth Arbitration Program is an intervention option for first time, non-violent student offenders. The overall intent of the program is to change the way schools handle student crime. The purpose is to restore safety within the school, and at the same time, prevent at-risk students from entering the justice system. The program is based upon the principles of restorative justice and provides an effective means of addressing student safety, reducing reliance on suspension, expulsion and police charges, while reintegrating offending students back into the school community.
