The regular meeting of the Town Board was held September 11, 2018 at the Hermon Town Hall. Present were Supervisor Nicole Bacon Ward. Councilmen Kathy Carpenter, Bernard Reed Jr., John Reed, and Lee Carvel Also present were Larry Denesha, Ed Carpenter, John Davis, Chris Stransky, Shain Brunet, Ward Bacon, Lanore and Roger Zaunere, Brian Brunet, Calvin and Tracey Perrigo, Robert Jennings, John Stransky. The meeting was called to order at 6:00 p.m. Minutes of the previous meeting as submitted were approved on motion by Lee Carvel. Seconded by Bernard Reed Jr. All in favor and carried. Moment of Silence in Honor of 9/11 SLC Legislator Larry Denesha Workers Comp for 2019 decrease of $2000.00 SLC Treasurer report-completed audit for 2017, good news there were no findings SLC Tax sale-(now done by Auctions International) on September 8, estimated preliminary had $ 1.9 million in Bids, of that was $1.5 million in back taxes sales. In 2018, 185 parcels sold and (2) were not sold; and in 2017 167 parcels were sold, and (15) not sold. County Administrator held employee appreciation day in August on Court Street lawn. Enjoyed ice cream sundaes and service pins were given. SLC Vacancy Committee had 159 requests from September 2017- present to fill positions in County Departments. 143 approved, 16 denied SLC Correctional Facility are housing 152 Inmates-(28) are female. SLC inmates are housed outside SLC. J&L Phase 2 going well, you will not see any buildings when driving by. Bridge in Russell coming along well, anticipated to open in November around Thanksgiving. Tom Hall Assessor Letter from SLC Real Property total assessed value of properties in the town has increased to $361,107.00 Robert Reed Code Enforcement Officer 25 permits for the year Letter drafted for mailing of Site Address Identification. This is a NYS Building Code requirement Bernard Reed Jr. made motion to do the mailing to all Hermon residents. Seconded by Kathy Carpenter. All in favor and motion carried. Received a letter from NYS Ag & Markets for an unsatisfactory report for other municipalities due to record keeping ; then received a follow-up letter, a satisfactory report Historian Lenore Zaunere Been to the County Courthouse to research some old maps of Hermon and digitized them, also Trout Lake area Took pictures at the Library Ice Cream Social and posted them on the Facebook page Thank You to Kathy Carpenter for photo and box Thank you to Jane & Dave Doiron for reupholstering the old chair from Library that was given to the Historian Center Open on Alumni Day-thank you to Lee Carvel Recently had Dorothy Hanulec and Agnes Woodrow come in and talked about Life in Hermon-recorded and took pictures Sarah (Sally) Perrin brought a picture of her father all in pieces, to see if we could help her put it together. She was able to pick him out, and has taken it to Commercial Press to have it professionally printed and get it framed to hang in her home. Chris Stransky Water/Sewer Report DEC Inspection completed Disinfection discussed 4 manhole issues have been made a priority, needs to be replaced will get pricing for next month meeting Stouts have promised sand this year for sewer beds Fire hydrant on the corner was hit last winter, it was taken at time of incident. The price quote is $2000. The Board authorized Chris to order the parts. Solar powered speed sign will cost about $ 3200., this would record data. The Board agreed to purchase the sign. Budget work session is set for September 18 @ 5:30 New Business Discussed building maintenance that is needed on Library. Grant monies may be available. Will talk to some contractors for quotes. Budget Modifications RESOLUTION FOR 2018 BUDGET MODIFICATIONS A motion was made by Lee Carvel and seconded by John Reed to authorize the following budget modifications: Transfer $18.65 from A1990.40 (Contingent Fund) to A9050.80 (Unemployment) Transfer $540.37 from DA5130.40 to DA5110.40 (Maintenance of Streets Contractual). Ayes-4 Nays-0 Motion carried. Kelvin and Tracey Perrigo who live on the Gates Road informed the Town Board that 3 accidents have occurred this summer in the intersection of the Small Flats Road and CR 13/ Chub Lake Road, visibility issue. The Board has agreed to look into this and contact property owner to inform them of work that needs to be done by the Highway Department. Discussion was had by all. Shain Brunet asked a question about the Deputy Highway Superintendent. Why was the position eliminated and then given to someone else a week later? The Town Board stated that it is up to Brian, who he appoints as Deputy. John Stransky asked about bringing in a new member to the Fire Department. He is currently an EMT. Davis Carpenter (EMT & Fireman) from Dekalb. He has all his training and wants to join the Hermon Volunteer Fire Department. Background check has been done. Bernard Reed Jr. makes motion for Hermon Volunteer Fire Department to allow David Carpenter into membership. Seconded by Lee Carvel. All in favor. Karen Wayering has found a company that will not cost the Town anything to be able to accept debit/credit cards. Karen will also order a new Town Seal to replace the worn out seal. Audit of Water/Sewer Bills Audit of General Bills. Audit of Highway Bills. The Town Clerk and Supervisor submitted their bank statements. The Supervisor s and Town Clerks monthly report were examined and approved on motion by Kathy Carpenter. Seconded by Lee Carvel. All in favor and carried. General( #173- #188), Water/Sewer (# 53- # 62 ) and Highway (# 138- # 153) bills were audited and approved for payment on motion by John Reed. Seconded by Lee Carvel. All in favor and carried.
