AUF TECHNICAL MANUAL SECTION 4.3-1 SECTION 4.3 DEFECT REPORTING AND AIRWORTHINESS NOTICES INTRODUCTION 1. Defects develop in aircraft and these need to be corrected to ensure continued safe operation. Repair of the defective item, even to new standards, may not prevent recurrence of the defect. Advice of defects found and action taken can assist fellow ultralight pilots. This Section will define a defect, seek reports on defects found, describe Airworthiness Notices and outline the administrative procedures that relate to defects and Airworthiness Notices. DEFINITIONS 2. A Defect is any fault in the design, function or qualitative characteristic of an item fitted to an ultralight aircraft which differs from the specification, the drawing or recognised standard of good workmanship for that item other than that classified as fair wear and tear within manufacturer's limits. When a defect is found or where a maintenance schedule or flight manual is considered to be deficient, then a defect report is to be prepared. 3. An Airworthiness Notice is a notice issued by the AUF Technical Manager to ultralight owners and operators and other interested persons advising them of a known defect or deficiency and proposing rectification action. WHEN TO SUBMIT DEFECT REPORTS 4. All items fitted to or associated with ultralight aircraft operation that exhibit faults which meet the definition in Para 2 are to have defect reports prepared. Any AUF member can submit a defect report. Details of defects should be forwarded to the AUF Office, preferably on an Ultralight Aircraft Defect Report Form [Annex A]. 5. If the defect was found as a result of an incident or accident, then a copy of the Incident or Accident Report Form (See AUF Operations Manual Section 4.10) is to be included with the defect report. CONTENT OF DEFECT REPORTS 6. Ultralight Aircraft Defect Reports are raised to help other AUF members identify the fault found and to repair it to reduce the chance of recurrence. The following information is to be included in the report. a. Aircraft registration, type, model and serial number to which the defective item was fitted. The location of the item on the aircraft is to be specified. b. Name and description of the defective item c. Description of the defect (include sketches and photographs) d. History of use of the item including age, hours operated, conditions of use and of storage.

SECTION 4.3-2 AUF TECHNICAL MANUAL e. Item manufacturer. f. What corrective action was taken. g. Recommended inspection, replacement or repair actions for other operators. DEFECT REPORT AND AIRWORTHINESS NOTICE ADMINISTRATIVE PROCEDURES 7. Completed Ultralight Aircraft Defect Report forms are to be forwarded to the AUF Office. Reports which affect flight safety are to be sent by Facsimile to the same Office. Defect reports will be registered and a copy passed to the AUF Technical Manager. Where the aeroplane is an Australian type, the manufacturer is to be sent a copy of the defect report and his mandatory advice sought on action to be taken by users of his product. Where the type has been certificated/qualified by CAA/CASA and is a type to which CAO 95.55 applies, then the Canberra Office of CASA is to advised of details of the defect. Every defect report will be reviewed by the AUF Technical Manager and one or more of the following actions taken: a. Details of the defect will be published in Australian Ultralights if deemed appropriate. The originator will be sent a confirmation of receipt advice. b. An Airworthiness Notice similar to Annex B to this Section will be prepared. All Airworthiness Notices will be published in Australian Ultralights magazine. Depending on the significance of the defect, copies of Airworthiness Notices may also be forwarded by the AUF to all AUF registered owners of the aircraft type by mail to their AUF registered address. The rectification action specified in the Airworthiness Notice is to be undertaken by aircraft owners in the period specified in the Notice. c. Aircraft/Component manufacturers will be advised of the defect or deficiency and requested to undertake rectification action and advise all known owners of the affected aircraft or component.
