6 3. Airport Manager s Report The report was taken as read. Moved: B Adams Seconded: Cr Glen That the information be received. 4. General Discussion Mike Hibbert reported that activity had decreased and no complaints have been received. A User Group has been put together so that noise issues can be discussed. This group is available to receive complaints. Flight frequency is reducing as a consequence of the recession. Paul Quigg asked what is happening to the helicopter training area. Mike Hibbert responded that the alternative training area had been signed off. Even though helicopter flights are up, no complaints have been received. Bob Adams commented that helicopters had been noisy and it appeared this was due to helicopter training, in particular, the NEST was noticeable. Bob Adams will be absent at the next meeting. Next Meeting to be held on 19 May 2010 The meeting closed at 7.20pm Confirmed this 24 th day of March 2010 C Barber (Chairman) Whangarei District Council 24 March 2010 10/13052

7 3. Airport Manager's Report Reporting Officer: Date: 3 May 2010 Mike Hibbert (Manager Property & Community Services) The April 2010 Airport Manager s Report including traffic movements is attached. Recommendation That the information be received. Attachment: Airport Manager s Report Airport Noise Management Consultative Committee 19 May 2010 C:\Documents and Settings\zhifeiw\Desktop\agendas\Airport Noise Management Consultative Committee\3 Airport Manager's Report.docx

8 Airport Noise Committee 19 May 2010 Airport Manager s Report Since our last meeting, I have received no noise complaints. Activity by airline operators has remained relatively static, that is - at a declined level due to a continuation of recession and associated business and government cut backs. Per my last report we have also seen a general reduction in other general aviation activity. The airline decline in number of flights looks set to continue with periods of further reductions already announced between June through end of October. This decline is not only in Northland. Businesses elsewhere in the New Zealand Aviation industry are reducing staff and tightening their belts. One significant change is that Quantum Aviation has begun helicopter training activities. As usual with a new operator there has been a sudden influx of that activity and time will tell if that is sustained. I have supplied them with a copy of the noise management plan (again) with a focus on the helicopter provisions and also have bought them into the loop regarding the alternative site at Mata. We have had a user group meeting recently and no issues were raised regarding noise issues. Landing numbers Below are figures for the January to end of April periods for both last year and this year. Also the end 2009 and YTD totals. You will note that an averaging out of movements is well down on last year and last year also was flat on the year prior. From the airport as a business, this is not very good. From a noise perspective, we can t have helped but reduced our foot print significantly. However I am confident these trends will turn around as business confidence builds and drought effects wear off, recreational flying will again pick up. Rugby Charters this year will bring the usual run of Q-300 charters. Michelle has already provided me with the time tables for these flights which of course coincide with every home NPC game where the visiting team is from beyond Auckland. We can only dream that they will continue into the semi-final period but I won t hold my breath. General helicopter training activity on the airport has been well down on say, two years ago. However there does seem to be a larger number of transient helicopters visiting and operating in the area and I don t really know why this is as they don t actually base here. I do know one was an American registered one from a Super Yacht that was being serviced in Whangarei. The others may also be associated with the boat building industry. We must note that these helicopters are not doing the long term hover training that has been the main focus of helicopter related complaints. More just coming and going after refuelling I suspect. NEST always has done a small sample of their training here but no one is more aware of the noise issues then NEST. They are usually apologetic to me when they train here but it just has to happen from time to time. They try and spread training around the various airports in the North. The activity Bob commented on was a brief period of activity from them that now seems to have stopped. Mike Chubb Airport Manager
