Main Pints The key pints in this reprt fr 2005-2007 are: At Birth: Life expectancy at birth fr Sctland was 74.8 years fr men and 79.7 years fr wmen. This varied cnsiderably amngst areas in Sctland; The cuncil area with the highest male life expectancy was East Dunbartnshire (78.0 years), 7.2 years mre than Glasgw City, the lwest at 70.8 years; The cuncil area with the highest female life expectancy was Shetland (82.6 years), 5.5 years mre than Glasgw City (lwest at 77.1 years); The NHS bard area with the lwest life expectancy figure fr bth men and wmen was Greater Glasgw & Clyde (72.7 and 78.5 years respectively); The NHS bard area with the highest male life expectancy was Brders (76.6 years) and the highest female life expectancy was Shetland (82.6 years). At age 65: Life expectancy at age 65 fr Sctland was 16.1 years fr men and 18.8 years fr wmen; The cuncil area with the highest life expectancy at age 65 fr bth men and wman was Shetland (18.4 years and 21.0 years respectively), 4.6 years fr men and 3.6 years fr wmen mre than Glasgw City, which had the lwest life expectancy; Greater Glasgw & Clyde was the NHS bard with the lwest life expectancy at age 65 fr bth men and wmen (14.9 years and 18.0 years respectively); Shetland was the NHS bard with the highest life expectancy at age 65 fr bth men and wmen (18.4 years and 21.0 years respectively). Cmpared with 10 years ag in 1995-1997: Life expectancy at birth fr Sctland has imprved frm 72.3 years t 74.8 years fr men and 77.9 years t 79.7 years fr wmen; The gap between men and wmen cntinues t clse, drpping frm 5.6 years t 4.9 years ver the perid; Althugh sme areas had nly very small increases in life expectancy ver the 10 year perid, there were n areas (cuncil r NHS bard area) that experienced a decrease; The gap between highest and lwest life expectancy in cuncil areas fr men decreased by 0.3 years frm 7.5 years in 1995-1997 t 7.2 years in 2005-2007. Whereas, fr wmen, the gap increased by 0.7 years frm 4.8 years t 5.5 years. A similar pattern was fund fr NHS bard areas; Amngst Cuncil areas, the biggest rise in life expectancy fr men was in Shetland (4.0 years) and fr wmen was in East Dunbartnshire (3.4 years); The smallest rise in life expectancy fr men was in Clackmannanshire (1.4 years) and East Ayrshire (0.5 years) fr wmen; Amngst NHS bard areas, the biggest rise in life expectancy fr men was in Shetland (4.0 years) and the smallest was in Orkney (1.4 years); Fr wmen the biggest rise in life expectancy amngst NHS bard areas was in Shetland (2.5 years) and the smallest was in Dumfries & Gallway (1.2 years). - 1 -

1. Backgrund 1.1 This paper summarises the Registrar General fr Sctland s life expectancy figures fr the perid 2005-2007 fr administrative areas within Sctland and cmpares these with results fr 1995-1997. Life expectancy at birth fr all peple is presented in this reprt, althugh the analysis cncentrates n male and female as in previus reprts. It reprts n 14 NHS bard areas nly, and, unlike previus reprts, des nt include analysis f the frmer Argyll and Clyde NHS bard area. Figures fr the ld NHS bard areas are available n request fr cmparisn purpses. 1.2 The results fr 2005-2007, given in Table 1, Table 2 and Table 3, have been ranked fr ease f presentatin. Fr cuncil areas, this means that 1 is the area with the highest life expectancy and 32 the lwest. Similarly, NHS bard areas are ranked 1 t 14. 1.3 The figures quted in this publicatin are all perid life expectancies. Perid life expectancies are calculated using age specific mrtality rates fr a given perid with n allwance fr any later actual r prjected future changes in mrtality after that perid. 2. Life Expectancy at Birth 2.1 The figures fr 2005-2007 are a three year average. They are prduced by aggregating deaths and ppulatin data fr the three year perid. Three years f data are needed t prvide large enugh numbers t ensure that the figures published in this reprt are sufficiently rbust. 2.2 Perid life expectancy at birth fr a given time perid and area is an estimate f the average number f years a new brn baby wuld survive if he/she experienced the particular area s age specific mrtality rates fr that time perid thrughut his/her life. The figure reflects mrtality amng thse living in the area in each perid, rather than mrtality amng thse brn in each area. It is nt the number f years a baby brn in the area during the three year perid is expected t live, bth because death rates are likely t change in the future and because many f the new brns may live elsewhere fr at least sme part f their lives. 2.3 Life expectancy at birth is als nt a guide t the remaining expectancy f life at any given age. It reflects the fact that survival frm a particular age depends nly n mrtality rates beynd that age, whereas survival frm birth is based n mrtality rates at every age. Table 4 and Table 5 shw life expectancy at an exact age. Life expectancy at birth prvides a useful summary measure f mrtality rates actually experienced ver a given perid and, fr past years, prvides an bjective means f cmparisn f the trends in mrtality ver time, between areas f a cuntry and with ther cuntries. Mre infrmatin n the methdlgy is given in Sectin 4. 3. Discussin f Results 3.1 The Scttish Picture 3.1.1 Figure 1 shws that the expectatin f life at birth in Sctland has imprved ver the last 20 years r s. It has increased frm 69.3 years fr males and 75.5 years fr - 2 -

females brn in the perid 1981-1983 t 74.8 years and 79.7 years respectively fr thse brn in 2005-2007, an increase f 5.5 years and 4.2 years respectively. Figure 1 Life expectancy at birth, Sctland, 1981-1983 t 2005-2007 85 80 75 Age 70 65 60 1981-1983 1983-1985 1985-1987 1987-1989 1989-1991 1991-1993 1993-1995 1995-1997 1997-1999 1999-2001 2001-2003 2003-2005 2005-2007 Year Male Female 3.1.2 Figure 1 als shws that the gap between males and females is slwly clsing, drpping frm 6.2 years in 1981-1983 t 4.9 years in 2005-2007. 3.1.3 Alternative, but very similar, results fr Sctland are als prduced by the Office fr Natinal Statistics (ONS) using single years f age rather than gruped years. Fr mre details see Sectin 4.1. 3.1.4 Figure 2 shws that Scttish men and wmen have amng the lwest expectatin f life at birth in the EU-27 1. The cuntries with lwer life expectancy than Sctland were mst f the Eastern Eurpean states which jined the EU n 1 May 2004 and 1 January 2007. Fr Scttish males, expectatin f life is 0.4 years lwer than the EU average. Fr females, life expectancy is almst 2 years lwer. Fr bth sexes, the expectatin f life is between 4 t 5 years lwer than the cuntries with the highest expectatin f life. 3.1.5 The average life expectancy at birth fr the whle f the UK is 77.1 years fr men and 81.1 years fr wmen. Only 3 Scttish cuncil areas have higher male life expectancy than the UK average - East Renfrewshire, Aberdeenshire and East Dunbartnshire. Fr females, the same 3 cuncil areas plus Perth & Kinrss, Orkney Islands and Shetland Islands have higher life expectancy than the UK average. 1 EU-27 is an abbreviatin fr the Eurpean Unin with 27 Member States: Austria, Belgium, Cyprus, Czech Republic, Denmark, Estnia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxemburg, Malta, Netherlands, Pland, Prtugal, Slvenia, Slvakia, Spain, Sweden and United Kingdm. In January 2007 Bulgaria and Rmania als became Member States f the Eurpean Unin. - 3 -

3.2 Life Expectancy at Birth, 2005-2007 3.2.1 Table 1, Table 2 and Table 3 shw life expectancy at birth in Sctland fr 2005-2007 fr cuncil and NHS bard areas. 3.2.2 Fr males, the cuncil area with the lwest figure was Glasgw City (70.8 years). The cuncil area with the highest life expectancy was East Dunbartnshire (78.0 years), 7.2 years mre than Glasgw City. 3.2.3 Shetland has the highest life expectancy fr females (82.6 years), 5.5 years mre than Glasgw City, the area with the lwest figure (77.1 years). 3.2.4 Of the NHS bard areas, the lwest figure fr bth males and females was fr Greater Glasgw & Clyde (72.7 and 78.5 years respectively). The NHS bard area with the highest male life expectancy was Brders (76.6 years) and the highest female life expectancy was Shetland (82.6 years). 3.2.5 Table 4 and Table 5 shw expectatin f life at an exact age. This is the average number f years that thse at this age will live thereafter. These extracts frm perid life tables are cnstructed frm the estimated ppulatin in 2005, 2006 and 2007 and the ttal number f deaths registered in these years. The clumn headed shws the numbers wh wuld survive t the exact age f x, ut f 100,000 persns wh, frm birth, were subject t the mrtality prbabilities indicated by the death recrds fr 2005-2007. The clumn headed shws the expectatin f life, that is, the average number f years f life left t persns aged exactly x wh are subject t the 2005-2007 mrtality prbabilities frm ag nwards. Fr example, n this basis a male aged 80 living in Glasgw City culd expect t live n average anther 6.9 years, whereas a female aged 80 culd expect t live n average anther 8.4 years. 3.3 Life Expectancy at age 65, 2005-2007 3.3.1 Table 6 shws life expectancy at age 65 fr Sctland and its administrative areas and has been ranked fr ease f presentatin. This shws that males aged 65 culd expect t live a further 16.1 years and females a further 18.8 years if mrtality rates remain the same as they were in the perid 2005-2007. 3.3.2 Fr males and females the cuncil area with the lwest figure was Glasgw City (13.8 years and 17.4 years respectively). The cuncil area with the highest life expectancy at age 65 fr bth males and females was Shetland (18.4 years and 21.0 years respectively), 4.6 years fr males and 3.6 fr females years mre than Glasgw City. 3.3.3 Fr males and females the NHS bard area with the lwest figure was Greater Glasgw & Clyde (14.9 years and 18.0 years respectively). The NHS bard area with the highest life expectancy at age 65 fr males and females was Shetland (18.4 years and 21.0 years respectively), 3.5 years fr males and 3.0 years fr females mre than Greater Glasgw & Clyde. - 5 -

3.4 Accuracy f Results 3.4.1 Life expectancy at birth, like mst statistics, is an estimate which is subject t a margin f errr. The accuracy f the results can be indicated by calculating a cnfidence interval which prvides a range f values within which the true underlying life expectancy wuld lie (with 95% prbability). 3.4.2 The 95% cnfidence intervals fr life expectancy at birth and at age 65 are given in Table 7 and Table 8, and are illustrated in Figure 3, Figure 4, Figure 5 and Figure 6 fr cuncil and NHS bard areas within Sctland. 3.4.3 There is n simple rule f thumb fr the size f cnfidence intervals, althugh it largely depends upn the size f the ppulatin, and s cnfidence intervals fr areas with small ppulatins tend t be wider. It is als wrth nting that life expectancy results in these areas can be affected by the randm variatin in the annual number f deaths. This means that the results can be erratic and vary frm perid t perid. Fr example, in table 1, table 2 and table 3, changes in rank may be due t randm variatin frm year t year in the ppulatin and number f deaths (particularly in the smaller areas such as Orkney and Shetland) as ppsed t a real change in the number f years ne can expect t live. 3.4.4 Mre infrmatin abut the methds used t calculate the standard errrs and cnfidence intervals used in this reprt can be fund in the ONS methdlgy paper Life expectancy at birth: methdlgical ptins fr small ppulatins. The latter is available fr 1980-1982 t 2004-2006 frm the Natinal Statistics website: http://www.statistics.gv.uk/statbase/prduct.asp?vlnk=14459&ps=&clrank=1&rank= 422 4.1.3 Because f the differences between cmplete (single year f age) and abridged (gruped years) life tables, the abridged Sctland level figures presented in this reprt may differ slightly frm thse published by ONS, which are cmplete. A detailed descriptin f the standard methds and ntatin assciated with the calculatin f life expectancy by ONS can be fund within the Interim Life Table files n the Natinal Statistics website. 4.1.4 Perid life expectancies are wrked ut using the age-specific mrtality rates fr a given perid (either a single year, r a run f years), with n allwance fr any later actual r prjected changes in mrtality. Chrt life expectancies are wrked ut using agespecific mrtality rates which allw fr knwn r prjected changes in mrtality in later years. Perid and chrt life expectancies using the 2006-based ppulatin prjectins mrtality assumptins can be accessed frm the ONS website at: http://www.statistics.gv.uk/statbase/prduct.asp?vlnk=15098 4.1.5 ONS intends t publish Sctland-level ungraduated interim life tables fr 2005-2007 in Octber 2008.
