Notes from the ARGYLL & BUTE PUBLIC PARTNERSHIP FORUM (PPF) Meeting Held on Tuesday 16 th February 2010 in the Mid Argyll Community Hospital & Integrated Care Centre, Lochgilphead. Present Evelyn Hide (Chair), Lasta King, Ken Barr, Margaret Turner, Katy Murray, Mairi Harvey, Viv Shelley, Jennifer MacIntyre, Ellen Cromack, Fiona Brown, Lotta Leahy, Tina Jordan, Jane Hewitt, Robin Dodman, Duncan Martin, Susan Paterson, Irene Edwards, Lorna Ahlquist, Stephen Whiston, Viv Smith, Margaret Cameron, Stephanie Davy, Mary Wilson, Jane Williams, Tom Dolan, Rowena Dennis (minute taker) 1 Welcome & Introductions Evelyn welcomed everyone to the meeting. 2 Podiatry Service in Argyll & Bute Jane Williams, Head Podiatrist, A&B CHP gave a presentation (attached for info), and then held a questions and answers session. (attached for info) 2 Notes of the last meeting: 17 th November 2009 The notes from the previous meeting were agreed as an accurate record with the following amendment: 4 Matters Arising Ken Barr enquired as to the possibility of having a GPS location system for Alzheimer s patients, general discussion took place and it was recommended by the members of the PPF that NHS Highland research this possibility. Action: Stephen Whiston and Viv Smith to make enquiries and report back to the PPF. 4.1 Local Authority Representation update Action SW/VS It was agreed that at the next CHP Committee the issue of Local Authority representation at the A&B PPF should be raised. A letter should also be sent to Cllr Elaine Robertson, Argyll & Bute Council inviting a representative to attend the PPF. 1
Action: Evelyn Hide and Robin Creelman to write to Cllr Elaine Robertson 5 Feedback from Locality PPF s Action EH/RC Evelyn Hide asked that each locality update their section of the website regularly. 5.1 Bute Locality PPF There was discussion surrounding the issue of lunch time cover for ambulance services in Bute. It was noted that in Bute if an ambulance is called during the lunch period then a driver attends on their own, as such the driver cannot move a patient. It was decided that Ellen Cromack should address this situation with the Scottish Ambulance Service, and report back to the A&B PPF. Action: Ellen Cromack to make enquiries with the Scottish Ambulance Service regarding ongoing situation on Bute, RE lunch time cover, for ambulance services and report back to the PPF. 5.2 Cowal Locality PPF Action EC Viv outlined the main points of her paper (attached for info) on Cowal Hospice status and the reason for its temporary closure. Members discussed the issues raised re Media and political misinterpretation and the importance of communication and the role of the Locality PPF and its members. There was also an acknowledgement that speed of rumours/misinterpretation was an issue here. Members thanked Viv for her briefing and clarification The Cowal Locality PPF last met in October 2009, and in response to popular demand a session regarding Cowl Hospice was held and well attended by NHS representatives. The minutes of this are available on the Cowal Locality PPF Webpage, and copies can be made available through email or post by Viv Smith. David Ritchie is liaising with Viv Smith regarding improving communication routes for Cowal Locality PPF and improving the website. Viv advised that operational service review and redesign is ongoing regarding staff flexibility to support needs of the inpatient service with a view to a long term plan regarding the Hospice. 2
5.3 Helensburgh/Lochside Locality Margaret Cameron advised that HART (Helensburgh Addictions & Rehabilitation Team) has agreed to host the locality PPF, this is being worked on at this time with input from Anne Helstrip, Locality Manager, and Caroline Champion. 5.4 Kintyre Locality Susan Paterson updated the members on the turf cutting ceremony that took place in January for the new Dental Access Centre. Work has begun on a new Sun Room for palliative care in the hospital. The next meeting is in April and an update on mental health will be given. The Locality PPF is trying to arrange for Garry Fraser to attend to talk about the Scottish Ambulance Service and Inter Hospital Transfers. 5.5 Mid Argyll Locality PPF Katy Murray reported that the next meeting for the locality PPF is on 17 th February 2010, a full update will be available at the next meeting. 5.6 Islay Locality PPF No update was available at this time. 5.7 Oban, Lorn & Islands Locality PPF Action RF/KM Lasta King advised that the last meeting was in December 2009, a talk on Parkinsons Disease was delivered at this meeting. The next meeting was in March 2010. 6 Mental Health Implementation Project Josephine Bown, Head of Integrated Care, Argyll & Bute CHP, gave a presentation (attached for info), and then held a questions and answers session. 7 NHS Highland and PPF s Working Agreement Update Stephen Whiston reported that once the agreement has been finalised it will be distributed. 8 A&B PPF Action Plan Stephen Whiston made apologies to the members of the PPF that he had not brought the Plan with him, but would circulate to members as soon as possible. Action: Caroline Champipon to circulate Action Plan to A&B PPF membership. 9 Hospital Cleanliness Monitoring Action: SW/CC 9.1 December Visits feedback from members Duncan Martin reported that he had carried out inspection and all was in order, he found everything to be clean. Kate Murray carried out inspections in Mid Argyll at the beginning of December. She advised that on the Elderly Dementia ward the team were met with a very laid back attitude, no member of staff would accept responsibility for cleaning or showing them round the ward. Once the inspection was carried out the ward was found to be generally clean apart from an armchair from a patients home which was very dirty and needs to be deep-cleaned. The staff fridge was extremely dirty. Stephen Whiston advised that he will feedback to John Dreghorn, Locality Manager. Action: Stephen Whiston to feedback results of inspection to John Dreghorn. Action SW Margaret Turner carried out the inspection in Campbeltown and found everything was very clean but that there was work to be carried out by the Estates Department. 9.2 Training It was noted that Katy Murray and Duncan Martin are doing the training at the nurses training centre, Argyll & Bute Hospital on Friday 19 th February at 12noon. 10 Do You Know Information Sharing 4
11 AOCB 10.1 Designing Health Care Services for Rural Communities, with Rural Communities: Engaging with Communities Stephen Whiston brought to members attention the final report of this project, which had been established to develop a tool kit for patient involvement in very remote and rural communities. He advised that further information can be found on the website: http://www.abdn.ac.uk/crh/research/completed/remote-servicefutures/ He also advised that UHI will be conducting a training event will take place on 27 th April and that 2 or 3 members of the A&B PPF will be invited to attend. Further information will be issued in due course. 10.2 Vale Monitoring Group Feedback See attached update by Mairi Harvey, Helensburgh / Lomond Locality PPF representative. 11.1 Lasta King advised that 2 Radiologists have been recruited for Argyll & Bute and will be based in Oban. Stephen Whiston reported that the radiologist would be providing as part of the wider NHS Highland Radiology department a Teleradiology reporting service for all Argyll and Bute X- Rays, taken in Argyll and Bute. 11.2 Stephen Whiston reported to members that the terms for the existing Chair and Vice Chair of the A&B PPF would come to an end in July 2010. As such elections were required to be held. The existing chair and vice chair are eligible to stand for one more time. Letters inviting self nomination will be sent to eligible members of the A&B PPF in May with the ballot papers distributed mid-june. The ballot will run for 4 weeks. Further information will be available at the next meeting. Evelyn reported that she did not intend to stand again. 5
