The Calgary Airport Authority is a not-for-profit non-share capital corporation, incorporated under the Alberta Regional Airports Authorities Act, responsible for the management, maintenance, operation and development of Calgary International Airport and Springbank Airport under long-term lease from the Government of Canada. 4

What does the Project consist of? A 14 000 foot by 200 foot runway (4270 m by 60 m) and associated taxiways Visual and electronic navigation aids A maintenance facility, a field electrical centre, changes to airfield roads Closure of Barlow Trail between Airport Road and 48 Avenue NE An airfield tunnel to allow airport cargo and similar vehicles to pass under one of the taxiways 17

Historical Construction of the new runway has been planned since the 1970 s when the Federal government acquired the land. Federal and Provincial Regulations and Municipal Land Use Bylaws were developed assuming the runway was in place and operating. The land use pattern around the airport has been regulated by the Province and the municipalities since this time to control residential development in the vicinity of the airport. 18 There is more information about this on the boards.

Why Do We Need a New Runway? A new runway is needed to accommodate the increasing demand and to satisfy the related economic needs of Calgary and the region. After years of City and regional growth, and related increases in air travel through YYC, the airport s runways have reached their capacity. Many improvements have been made in the last ten years, successfully deferring the need to build the new runway until now. 19

Current Runway Demands Currently when the airport is at peak capacity, flights are delayed. Flight delays : Cause disruption to the travelling public; Impose extra costs on the airlines and the airport; Generate more greenhouse gases; and If too onerous, limits airport activity with consequent economic losses. 20

What is the first step in the development of the Parallel Runway Project? Large infrastructure projects require a long preparation time. Even if we start now, the runway will not be operational until 2014. One of the first steps is an environmental assessment, which has just begun. 22

Environmental Assessment The airport is located on Federal land. Normally this would require an assessment under the Canadian Environmental Assessment Act (CEAA). At the moment the Act does not apply to airport authorities, however the government has stated that it may apply within two years. 23

Comprehensive Study A comprehensive study is a very detailed type of environmental assessment. The runway would be subject to a Comprehensive Study under CEAA, the Authority is undertaking a Comprehensive Study that would meet CEAA requirements if it applied. Consultation with interested stakeholders and the public is central to an assessment under CEAA. It is important to obtain their input as early as possible in project planning. 24

Project Description and Scoping Document (PD and SD) The PD and SD describes our initial approach to conducting the assessment. This includes an outline of: What we are going to assess; and How we are going to assess it. I am going to give you a quick summary of what is in the document. There is more information on the boards around the room. 26

Project Description and Scoping Document Section 1 Introduction Section 2 The Calgary International Airport (YYC): Describes the development at the airport since 1939. Section 3 Sustainability: Describes the sustainability principles embraced by the Airport Authority but the final Scoping Document will contain more detail. That detail will be influenced by your response to the draft document. 27

Project Description and Scoping Document Section 4 Airport Authority Governance and Regulatory Framework: Describes the laws and regulations under which the airport operates. Some of these affect what happens in the communities around the airport. Section 5 Environmental Assessment: Describes environmental assessment requirements for Canadian airports in general. 28

Project Description and Scoping Document Section 6 Self-Directed Environmental Assessment Process: Describes the environmental assessment process that will be followed for the project by the Airport Authority. Section 7 Communications and Consultation: Describes how we will conduct public consultation. Public consultation is of paramount importance in the CEAA process. Section 8 Need and Purpose of the Parallel Runway Project (PRP). 29

Project Description and Scoping Document Section 9 Project Description: Provides a detailed description of the components of the project. It also outlines how we will assess alternatives to the project. Section 10 General Scope of the Assessment: Provides a general description of the methods proposed to carry out the assessment. As an example of public input, we have already received requests to consider what will happen if the runway is not built and we will be incorporating this into our assessment. 30

This Meeting So now you know what the Scoping Document is The purpose of this meeting was to introduce it and, more significantly, for you to tell us what you think we should consider in our assessment. Issues and concerns raised will be the focus of the Comprehensive Study so please talk to our staff at the boards about your issues. Every issue you raise will be addressed in the Comprehensive Study. 33
