Safety Enhancement SE 221.1 RE Airports Policies and Procedures to Mitigate Runway Excursion Consequences & Severity Safety Enhancement Action: Implementers: Statement of Work: Airport operators and the Federal Aviation Administration (FAA) Office of Airport Safety and Standards (ARP) modify policies and procedures to mitigate the consequences of runway excursions. Commercial Aviation Safety Team (CAST) Manufacturer Other (specify): To reduce the consequence of runway excursion events, airport operators and the FAA Office of Airport Safety and Standards should modify policies and procedures in regards to the following: 1) Improvement of runway safety areas, including but not limited to implementation of Engineered Materials Arresting System (EMAS), as appropriate. 2) Improved communication between air traffic control, flight crews, and aircraft rescue and fire-fighting (ARFF) personnel after occurrence of a runway excursion (RE) event. Performance Goal Indicators: Estimated Risk Reduction 2018-27% 2025-27% 2035-27% Key Milestones: The estimated risk reduction scores assumes the following implementation levels for the U.S. commercial air carrier system: Implementation Implementation will be assessed through reporting of actions to CAST by lead organizations. Implementers: Actions: Commercial Aviation Safety Team (CAST) Manufacturer Other (specify) 1) FAA ARP will implement a prioritized risk mitigation plan for runways that do not meet the guidance for Runway Safety Areas contained in Advisory Circular (AC) 150/5300-13A, Airport Design. Mitigation plans will include, but not be limited to, implementation of EMAS at runway ends where existing geographic restrictions do not allow for an overrun/undershoot area that meets the standards in the AC. 2) FAA ARP will track implementation and report progress to JIMDAT and CAST. Financial Resources: Total: N/A Itemized Resources: No additional cost for CAST SE action. Funding has been committed through FAA Airport Improvements Program and from the Facilities & Equipment (F&E) budgets and funding levels through FY18 are listed here for CAST s awareness. Output Notes: Time Line: FAA ARP: FAA ATO: Notes: ~$500M in obligated funds for FY14 and FY15 in the Airports Improvement Program for Runway Safety Areas, including EMAS ~$135M in obligated funds for FY14 FY18 from the F&E budget for the RSA Improvement Program for NAVAID Mitigation FAA ARP has already developed and is currently executing a prioritized risk mitigation plan for runways that do not meet the RSA standards in AC 150/5300 13A. 54 months to complete RSA program Target Completion Date: December 2018. Completed and closed 2/1/2018 based on FAA ARP reporting all 14 CFR part 139 airports meet RSA standards or have been improved to the extent practical. Lead Organization: Federal Aviation Administration (FAA) Air Traffic Organization (ATO) Supporting Organizations: FAA Office of Airport Safety and Standards (ARP) Implementers: Actions: Financial Resources: Itemized Resources: Commercial Aviation Safety Team (CAST) Manufacturer Other (specify) 1) FAA ATO Air Traffic Services (AJT) will direct all tower facility managers to review their letters of agreement (LOA) that involve Airport Emergency Plans, as required by FAA Order 7210.3, Facility Operation and Administration, to consider the following to aid in airport emergency response: a. Include possible use of a local dedicated radio frequency, specifically assigned for communication between air traffic controllers, Aircraft Rescue and Fire Fighting (ARFF) response personnel, and flight crews involved in an accident, as recommended by Advisory Circular (AC) 150/5210-7D, ARFF Communications b. Effective communication of an accident location on the airport property - including recommended use of airport grid maps as described in AC 150/5200-31C, Airport Emergency Plan - to minimize time needed for ARFF to reach the scene. 2) FAA ATO will track implementation and report to JIMDAT and CAST. Total: $0 Notes: Output Notes: Time Line: 18 months to complete Per FAA Order 7210.3, Facility Administration and Operation, paragraph 4-3-6, it is required to review LOAs annually and update as necessary. This Output can be done during this review, and therefore there is no cost associated. All subsequent actions would be normal responsibilities, and therefore there is no cost to revise the LOA if necessary. The estimated costs and schedule do not include hardware/software installation that may be needed to add a local dedicated radio frequency at all airports 2018 02 01 SE 221.1 Page 4 of 5

Target Completion Date: December 2015 Reference Material Supporting CAST Intervention Strategies NOTE: This section lists applicable Commercial Aviation Safety Team (CAST) Intervention Strategies (IS) used to develop the actions in this safety enhancement (SE). These ISs are listed to provide traceability and supporting rationale for the recommended actions. IS recommendations may be wholly or only partly represented in the SE, based on a final determination of feasible actions during SE development. 1385 - Airport operators (for airports where part 121 operations take place) should add runway safety areas (per International Civil Aviation Organization (ICAO) Annex 14). Consider Engineered Materials Arresting System (EMAS) to mitigate the severity of overruns. 1388 - Aircraft rescue and fire-fighting (ARFF) personnel should be trained, suitably equipped, and available at all times during flight operations at airports where part 121 operations take place. 2018 02 01 SE 221.1 Page 5 of 5
