--------(THE OFFICIAL GAZETTE)-------- We, Abdullah the Second Ibn Al-Hussein, King of The Hashemite Kingdom of Jordan, according to Article (31) of the Constitution and on the basis of the Cabinet Resolution of 10/04/2007, we put into effect the following regulation: Regulation No. (45) of the year 2007 Civil Aviation Charges Regulation Issued According to Article (86) of Civil Aviation Law No. (50) of the year 1985 Article 1: This regulation called (Civil Aviation Charges Regulation of the year 2007) and shall enter into force from the date it is published in the Official Gazette. Article 2: The following words and expressions, anywhere it comes in this regulation, shall have the specified meanings as listed bellow, unless the context specifies otherwise: The Authority The Director General : The Civil Aviation Authority. : The Director General of the Authority. Article 3: A- Subject to what is mentioned in paragraph (B) of this Article, fees, charges and costs specified in this regulation are collected against carrying out any actions and services provided by the Authority as indicated in the following: 1- The use of Jordanian Civil Airports. 2- Services and Air Navigation Facilities. 3- Licenses, Authorizations, permits, certificates, adoptions, approvals and publications issued by the Authority, pursuant to the Authority Law, or any other applicable legislation, regulations or instructions. B- The Authority shall not collect the fees, any charges and costs, mentioned in paragraph (A) above of this Article, if any party is authorized to utilize or operate any aviation facility, where the concluded agreement with that party stipulates that, and in that case the agreement provisions shall be applied after the Cabinet approval on it.

Article 4: Charges against the use of civil airports are set herein as the following: A- Aircrafts Landing Charges 1- Subject to what is mentioned in paragraphs (2), (3), (4) and (5) of this clause, landing charges are collected as per maximum take off weight for the aircraft, according to the certificate of its airworthiness, provided the collected minimum charges in any case not be less than JD 30 where it shall be per each Ton or part thereof as the following: Description JD Fils First 25 Tons of Aircraft weight 1 500 Following 75 Tons 2 250 Exceeding 100 Tons 2 550 2- A surcharge of (35%) prescribed in item (1) of this clause, shall be collected against every landing or takeoff during the night. Night is defined as the period between 30 minutes after sunset and 30 minutes before sunrise. 3- A surcharge of (10%) of charges prescribed in item (1) of this clause, shall be collected against Air traffic Control Services. 4- (50%) of the landing charges prescribed in item (1) of this clause, shall be collected on the following: - Helicopter Aircraft engaged in commercial flights. - Aircraft engaged in charter flights carrying tourist groups to the Kingdom. 5- (30%) of landing charges prescribed in item (1) of this clause shall be collected on the following: - Aircrafts engaged in non-commercial flights. - Foreign Aircraft used for training or crew test flight for the purpose of acquiring licenses or qualifications or testing of the aircraft and its equipment, subject to the prior written approval of airport director. - Aircrafts engaged in aerial activities for the service of the state. B- Parking charges outside Hangers: 1- Subject to item (2) of this clause, parking charges shall be collected according to the maximum takeoff

weight of the aircraft as indicated in the certificate of its airworthiness. 2- The first two hours of parking charges shall be exempted, and this charge will be collected on every following hour, provided that the minimum parking charges shall not be less than JD 15 and as indicated below per each ton or part thereof per hour or part thereof as follows: Description JD Fils First 25 Tons of Aircraft weight - 150 Following 75 Tons - 105 Exceeding 100 Tons - 060 3- In any case of submitting a request for parking for a period exceeding 72 hours, and approving it, the parking charges shall be collected according to the maximum take off weight of any aircraft, as indicated in the certificate of airworthiness for period of 24 hours or part thereof as follows: Description JD Fils For Aircraft weight 5700 Kg or less 25 000 For Aircraft weight 5701 Kg and more 50 000 4- The prescribed charges in items (4) and (5) of clause (A) of this Article are applicable against Aircraft parking pursuant to item (2) of this clause. C- Parking charges inside the hangers: 1- Parking charges inside hangers shall be collected according to the maximum take off weight of any Aircraft as indicated in the certificate of its air worthiness for each (24) hours period or part thereof for each ton or part thereof as follows: Description JD Fils First 25 tons of Aircraft weight 2 550 Following 75 Tons 1 500 Exceeding 100 tons - 750

2- The mentioned rules in items 4 and 5 of clause (A) of this Article are applied for aircraft parking inside hangers. 3- The maximum collected parking charges inside the hanger must not be less than JD 30, in any case according to item (1) of this clause. D- Air bridge (Jet Ways) charges: 1- A charge for the use of air bridge for embarkation and disembarkation of passengers to and from Aircraft shall be collected on every two hours period or part thereof as follows: Description JD Fils For Aircraft of 90 tons weight or more 60 000 For Aircraft of less than 90 Tons weight. 40 000 2- The Director General of Civil Aviation Authority is authorized to extend the specified period in item (1) of this clause for (30) minutes without any surcharges. E- 50% of the due charges are collected according to clauses (A), (B), (C) and (D) of this Article, except what is stipulated in items (4) and (5) of clause (A) and item (3) of clause (B) of this Article for aircrafts operating to King Hussein International Airport. F- Fees or any charges for using civil airports by aviation academies, institutions and aviation schools are determined by the instructions issued by the Minister of Transport according to recommendations of the Director General. Article 5: A-Passenger transit services fee of 3.5 against each passenger are collected. B-The specified fee of clause (A) of this Article is paid directly by airline companies, according to the instructions, issued by the Director General of Civil Aviation.

Article 6: A fuel fee of (1%) of the total claimed amount of money, issued by the supplying company inside the airport, where this fee is collected directly from the company, in accordance with instructions issued by the Director General. Article 7: Air- Navigation Service Charges: A- Air-Navigation Service Charges of Aircrafts flying over Jordan Airspace shall be collected according to maximum takeoff weight, as indicated in the certificate of airworthiness for each ton or part thereof as follows: Description JD Fils First 25 Tons of Aircraft weight - 720 Following 75 Tons - 840 Exceeding 100 tons - 960 B- According to clause (A) of this Article, the collected charges, in any case are no less than 30. Article 8: Air navigation service collected charges according to this regulation are as the following: A- Charges against Aeronautical information publication, its amendments and supplements, are according to the following: No. Aeronautical information publication Price inside the HKJ Price outside the HKJ 1 Aeronautical information directory, including all its segments and its cover. 30 42 2 The directory cover 12 17 3 Aeronautical information 18 25 directory, including all its segments without the cover. 4 Aeronautical information directory yearly subscription in its amendments and supplements. 15 28

B- Prices of statistical reports are as the following: Description Monthly statistical report 15 Semiannual statistical report 50 Annual statistical report 75 C- The following are exempted from paying the mentioned charges in clauses (A) and (B) of this Article: 1- International Civil Aviation Organization and its related bodies. 2- Countries who are contracted with the International Civil Aviation Organization, on the basis of reciprocity. 3- Any official body, the Director General decides to exempt. Article 10: A- The entire set up fee or charge against issuing any of the authorization, license permit, certificate, confirmation and approval shall be collect and specified as a temporary license, if the temporary period for the license is equal or more than (50%) of the period specified for the permanent license. B- (50%) of the fee or charge, mentioned in paragraph (A) of this Article is collected if the temporary license period is less than 50% of the permanent license. Article 11: Costs and expenses of accident investigations and delegates on carryout official tasks shall be according to the following: A- The related party or parties bear the entire expenses and costs of investigating any accident or semi-accident, pursuant to the instructions issued by the Director General. B- The related party in the case of delegating any employee for carrying out any official task, not mentioned in paragraph (A) of this Article, shall bear the entire costs of the delegating, travel and the daily realized costs, (per die..) according to the instructions issued by the Director General. Article 12: A- The following shall be exempted from the fees stipulated in this regulation:- 1- United Nation Aircrafts, its specialized agencies and aircrafts of international & regional organizations. 2- Aircrafts which participate free of charge in rescue and search operations, relief, salvage or other humanitarian services. 3- Aircrafts of official delegates. 4- The Aircrafts of the officially approved clubs and institutes, subject to reciprocity. 5- Government Aircrafts which carryout public services. 6- National Aircrafts which perform non-commercial flights for the purpose of technical testing for local navigational aids, or testing the aircraft or its equipment, provided acquiring the approval of the Director General or a person

he authorizes thereof in writing at least 24 hours before departure. 7- The forced landing of an Aircraft after takeoff, due to technical, or weather conditions or according to a request or instructions of the Authority. 8- License fees of the Authority employees during the time period of their employment. 9- The authority work units, its departments and directorates. 10- Any other Aircraft the Minister of Transport decides to exempt partially or totally, due to certain considerations recommended by the Director General. B- The Aircraft parking for maintenance purposes are exempted only from hanger parking charges, provided that the parking period shall not exceed three months. Article 13: When implementing the articles of this regulation, the specific items of exemptions, mentioned in the concluded agreements between the Kingdom Government and other parties, are to be put into consideration for exemption. Article 14: Minister of Transport shall issue the adequate instructions to implement the articles of this regulation after they are recommended by the Director General.
