For December 217, domestic commercial passenger activity decreased 1.2% compared to December 216. December significant activity by carrier is as follows: Airline Comments American 2.2% increase in passenger activity primarily due to increased capacity New service to Pensacola in March 217 as well as Grand Rapids and Fayetteville in April 217 Alaska 1.% increase primarily due to higher load factors Southwest 5.2% decrease mainly as a result of lower load factors Increased service to Chicago-Midway and Dallas-Love beginning November 217 Discontinued service to Indianapolis in December 217 New service to Fort Myers starting from January 217 United 6.7% decrease primarily due to lower load factors and service changes Reduced service to Newark beginning in April 217 and Chicago-O Hare in November 217 Increased service to Houston beginning December 216 JetBlue 5.2% decrease due to reduced capacity Reduced capacity to West Palm Beach, Orlando, Fort Lauderdale, Fort Myers, Jacksonville and Boston Sun Country 47.8% decrease due to reduced service to Minneapolis in January 217 passenger traffic increased 32.5% as a result of increases by Air Canada and American American, including its regional affiliates, had the largest commercial passenger market share of 49.2%, an increase from 47.6% in December 216 2

Washington Dulles Airport For calendar year 217, Dulles registered the highest level of growth since 27 with an overall increase of 4.1% or 889k commercial passengers. Dulles served a total of 22.7 million commercial passengers. Passenger Activity For December 217, domestic commercial passenger activity increased 4.9% from December 216. Significant activity by carrier is as follows: Airline Comments United Frontier Delta American 5.4% increase primarily due to increased overall capacity Increased capacity to 31 destinations including: Fort Lauderdale, Newark, Austin, San Antonio, Dallas- Fort Worth and New York La Guardia New service to Clarksburg in November 217 Reduced service to 35 destinations including: Atlanta, Raleigh/Durham, Norfolk and Hartford 581.2% increase primarily as a result of new service New service to Austin in April 217 as well as Colorado Springs and Las Vegas in July 217 Increased service to Orlando beginning in January 217 8.3% decrease primarily due to lower load factors Reduced capacity to all destinations except Salt Lake City, a new service since April 217 7.4% decrease due to reduced capacity Reduced service to Charlotte and Los Angeles beginning September 217 Increased service to Dallas Fort Worth and Miami beginning January and April 217, respectively Passenger Activity commercial passenger traffic decreased 2.9% compared to December 216. Significant activity by carrier is as follows: Airline Comments United 8.6% decrease in passenger activity primarily due to reduced service Reduced service to Dublin, Cancun, Ottawa, San Jose, Montreal, Montego Bay and St. Maarten. Increased service to Zurich, Geneva, London, Sao Paolo and Toronto. Aer Lingus 92.2% increase primarily due to increased service to Dublin beginning April 217 Ethiopian 12.5% increase due to improved load factors Air China 38.9% increase due to increased service to Beijing beginning in May 217 Air Canada 34.3% decrease as a result of lower load factors British 17.3% decrease because of reduced capacity Air India New service began in July 217 United Airlines, including its regional affiliates, had the largest commercial passenger market share of 63.9%, which is the same as a year ago Cargo Activity (all numbers in metric tonnes) Total cargo increased 2.6% or 641 from a year earlier to 25.7k cargo declined 4.6% (464) primarily due to a decrease by FedEx (7.2%, or 476) and United (5.7%, or 11). UPS rose 7.5% (11) to offset the decreases. cargo increased 7.4% or 1,15 primarily due to increases by United (13.7%, or 73) and Air China (82.7% or 33) Baltimore-Washington Airport Commercial passenger activity increased 4.7% (99k passengers) to 2.2 million passengers Southwest (+39k passengers), Spirit (+36k passengers) and United (+16k passengers) provided the growth Cargo increased 65.% primarily due to new carrier LGSTX which added 6,33 metric tonnes 3
