Air Traffic Control Services Provide Separation to prevent collisions Flight Information Services Provide advice and information useful for safety Alerting Services Provide notification and assistance for search & rescue Is a function established with the objective of contributing to a safe, orderly, and expeditious flow of traffic while minimizing delays. ATFM cannot be restricted to the area of one State because of its far-reaching effects on the flow of air traffic elsewhere ATFM should be implemented within a Region, or within a defined area, as a regional ATFM centre
ACAC & MID Homogeneous Areas Who is involved A homogeneous ATM area: is an airspace with a common ATM interest. based on similar characteristics of traffic density, complexity, air navigation system infrastructure requirements or other specified considerations. They are considered areas of shared interest and requirements. ICAO Doc (9750) GANP In such an ATM area a common plan will: foster the implementation of interoperable ATM systems and resolve issues: ACAC CNS/ATM Study conducted by Sofréavia in 2005 has pointed the following : Middle East (MID) Region Homogeneous ATM areas and major traffic flows/routing areas FIRs involved Amman, Baghdad, Bahrain, Beirut, Cairo, Damascus, Emirates, Jeddah, Kuwait, Muscat. Global upper airspace congestion Rapid development of capacity bottlenecks. in the MID area of ACAC Namely in the following FIRs: (Bahrain, Cairo, Emirates, Amman, Muscat, Damascus and Jeddah)

ICAO MID OFFICE AIR TRAFFIC FLOW MANAGEMENT (ATFM) SEMINAR (CAIRO, EGYPT 20-21 JULY 2009) The Seminar outcomes : Noted the variety of ATFM resources available in the other ICAO regions; Flow Management Unit (CFMU) should be considered in future and the Eurocontrol model be adopted after modifications to meet local and regional requirements; Agreed that the political well and cooperation between MID States is key to successful implementation of any ATFM system; Agreed that ATFM based on the ICAO Centralized Development Traffic Organization (CTMO) concept should be considered in the MID region when all other alternative measures such have been implemented; Urged MID States to accord high priority to measures aiming at reducing congestion. Recognized that MID and European Regions need to work together to improve ATM.
