ACAC Air Traffic Flow Management & IFPS Where we are?

CONTENTS Background ACAC & MID Homogeneous Areas ATFM & IFPS Activities Challenges

Air Traffic Management Air Space Management Air Traffic Services Air Traffic Follow Management ASM ATC FIS ALR ATFM Is a function that ensures the safe and efficient organization and use of the national airspace resource. Air Traffic Control Services Provide Separation to prevent collisions Flight Information Services Provide advice and information useful for safety Alerting Services Provide notification and assistance for search & rescue Is a function established with the objective of contributing to a safe, orderly, and expeditious flow of traffic while minimizing delays. ATFM cannot be restricted to the area of one State because of its far-reaching effects on the flow of air traffic elsewhere ATFM should be implemented within a Region, or within a defined area, as a regional ATFM centre

ACAC & MID Homogeneous Areas Who is involved A homogeneous ATM area: is an airspace with a common ATM interest. based on similar characteristics of traffic density, complexity, air navigation system infrastructure requirements or other specified considerations. They are considered areas of shared interest and requirements. ICAO Doc (9750) GANP In such an ATM area a common plan will: foster the implementation of interoperable ATM systems and resolve issues: ACAC CNS/ATM Study conducted by Sofréavia in 2005 has pointed the following : Middle East (MID) Region Homogeneous ATM areas and major traffic flows/routing areas FIRs involved Amman, Baghdad, Bahrain, Beirut, Cairo, Damascus, Emirates, Jeddah, Kuwait, Muscat. Global upper airspace congestion Rapid development of capacity bottlenecks. in the MID area of ACAC Namely in the following FIRs: (Bahrain, Cairo, Emirates, Amman, Muscat, Damascus and Jeddah)

ACAC & MID Homogeneous Areas Mediterranean Area MID Area Sahara Desert Area ACAC took a decision to establish an ATFM Unit in Riyadh-SA and an IFPS in Bahrain to support the ATFM Unit

ICAO MID OFFICE AIR TRAFFIC FLOW MANAGEMENT (ATFM) SEMINAR (CAIRO, EGYPT 20-21 JULY 2009) The Seminar outcomes : Noted the variety of ATFM resources available in the other ICAO regions; Flow Management Unit (CFMU) should be considered in future and the Eurocontrol model be adopted after modifications to meet local and regional requirements; Agreed that the political well and cooperation between MID States is key to successful implementation of any ATFM system; Agreed that ATFM based on the ICAO Centralized Development Traffic Organization (CTMO) concept should be considered in the MID region when all other alternative measures such have been implemented; Urged MID States to accord high priority to measures aiming at reducing congestion. Recognized that MID and European Regions need to work together to improve ATM.

ACAC & MID IFPS Activities (Operation Capabilities) A-State Obligation Doc 4444 Page 4.5 4.4.3 Acceptance of a flight plan The first ATS unit receiving a flight plan, or change thereto, shall: a) check it for compliance with the format and data conventions; b) check it for completeness and, to the extent possible, for accuracy; c) take action, if necessary, to make it acceptable to the air traffic services; and d) indicate acceptance of the flight plan or change thereto, to the originator. B- Regional Level Increasing number of aircraft of the MID carriers Increasing number of DEP/ARR in MID area airports Hajj /Seasonal Traffic /Contigency Route Current NOTAMs /AIP restrictions World Cup 2022, EXPO UAE 2020 Make flight information identical by means of regional IFPS Stetting up an ATFM according to ICAO Manual on Collaborative ATFM (Doc 9971-AN/485) Introduction of the 1 years strategic scheduling activity according to FF-ICE

Common Problems Flights not follow required route Flights not follow State guidelines Flight plans not filed Flight plans not received Flight plans received late Flight plans mis-addressed Flight plan duplication
