1 Definitions 1.1 Base. The point at which a permanent resident crew member, and which is mainly initiated and completed the flight or series of flights the operator. 1.2 Time for rest. Without prejudice to the definition of "rest time" in Chapter 1 of this Regulation, for the purpose of this Annex means the time during which a crew member is relieved of duty, and is designed to recover from fatigue. 1.3 Time break. The time allowed a crew member during the flight, and designed for relaxation. 1.4 Time reserve. The time during which a crew member is on schedule or special order operator in rest mode and constant readiness for the flight. 1.5 Time relay. The time during which a crew member is apart from the base in anticipation of the continuation or completion of the flight. 1.6 Short-term fatigue. Fatigue, which can be characterized as fatigue, which is usually experienced healthy person after a period of operation, or driving voltage, and it usually disappears after a sufficient period of sleep. 1.7 Cumulative fatigue. Fatigue, which can occur as a result of delayed or incomplete recovery after the transient fatigue or as a result of overwork, stress or excitement without sufficient opportunity for recuperation. 1.8 Night. The time interval from 22:00 to 06:00, the local time of the next day. Note: The definition of "night" in this interpretation applies only to limit flight time and flight duty time. 1.9 Difference in time. The difference between the local time of the place of departure and destination local time, excluding summer or winter time. 1.10 Reinforced crew. The crew, which included an additional crew members for the purpose of temporary replacement of members of the main crew during flight time. 2 Purpose and scope 2.1 The sole purpose of the valuation of flight time, flight duty time is to reduce the likelihood that the fatigue of the crew may adversely affect the safety of flight. 3 General requirements 3.1 Rules limiting the flight time and flight duty time of the crew provide sufficient rest and provide a position that fatigue occurring either in a flight or successive flights or accumulated over a period of time due to these and other problems, does not threaten flight safety. 3.2 When evaluating the flight time and flight duty time of the crew to consider the following: (A) the need to limit flight time and time associated with the performance of official duties on the ground immediately prior to a flight or at intermediate points during a series of flights in such a way as to prevent transient fatigue; (B) The need to provide adequate opportunity for crew members to rest and recover from fatigue, to avoid accumulating fatigue; as well as (C) The intensity of air traffic; (D) Equipment of aircraft navigation and communication; (E) The cyclical periods of work and sleep; (F) The number of landings and takeoffs; (G) Handling characteristics and flight performance of the aircraft; (H) Weather conditions; and (I) Other similar factors that should be considered to establish adequate standards of flight time and duty time to ensure maintenance of normal health of the crew and flight safety. 3.3 The operator of the flight schedule and appoints the members of the crew on the flight so as to ensure compliance with established standards of flight time, flight duty periods and rest periods. This schedule includes the departure and arrival time, departure and arrival points, respectively, and no later than 24:00 before the scheduled flight operator shall be notified to the crew members of the flight. 3.4 The operator shall ensure the performance of their services and staff servicing operations so that the crew spent on preflight and post-flight work of a minimum amount of time. Under normal conditions, the flight time: (A) Pre-flight training at the base airport or the commencement of the flight is 30 to 60 minutes; (B) Pre-flight training at an intermediate airport is 20 to 30 minutes; (C) Post-flight work time is not more than 30 minutes. 3.5 At international flights, flight duty periods beginning crew calculated from the date of arrival and the beginning of the passage of the established procedures for monitoring and clearance at the airport of departure and the end time of a flight duty period is the end time of the passage of the established procedures for monitoring and clearance at the airport on arrival. 3.6 In the case where the time required for the pre-training of flight crew and cabin crew, differs by more than 1:00, the operator can assign different times appear to depart. 3.7 The operator shall keep records of the flight time and flight duty time of the crew and provides storage for each of these records or forms, which are recorded on the number of flight time and flight duty time of at least 1 year. 3.8 An operator shall not appoint a member of the crew on the flight if he does not have an official accounting document that contains information on the number of flight time and flight duty time of the crew member for at least 28 days preceding the date of appointment to the flight. 3.9 The operator shall provide crew members properly trained and equipped for rest and sleep a separate room on the ground at points where available leisure time. 3.10 Each member of the crew responsible for the manner in which he is seeking refreshment during the holidays. 3.11 A crew member is entitled to refuse to perform their duties when he is so tired that it could adversely affect the safety of flight. 4 Official time 4.1 All the time spent on duty can induce fatigue of members of the flight and cabin crews, and in this regard should be taken into account when planning the rest periods for recuperation. Being in the reserve may be included in the duties, if it is believed that the presence in the reserve will cause fatigue. Page 5
5 Flight duty time 5.1 Definition of "flight duty time" is intended to cover the period of continuous operation, which includes a flight or series of flights for a flight or cabin crew member. This means the inclusion of all obligations, the implementation of which may be required by the crew from the moment the member when he or she comes to the performance of official duties, and as long as he or she completes a flight or series of flights and aircraft to a complete stop and it engines are turned off. Normalization of a flight duty period is considered necessary due to the fact that the crew members work for long periods of time may eventually lead to fatigue - or short-term savings, - which may adversely affect the safety of flight. 5.2 The time spent on the movement on the order of the operator to the place of performance of official duties, is a flight duty period when this time immediately precedes (ie. E. Without an intervening rest period) flight duty periods, during which the person acting as flight member or cabin crew. 5.3 Flight duty time includes: (A) time of the control and registration procedures at the airport; (B) during preflight and post-flight operations; (C) the flight time; (D) the time scheduled for parking at the airport; (E) the waiting time at the departure without delay of rest; (F) when moving from one location to another for the flight of this other point; (G) during ground training and courses; (H) the time during which a crew member in accordance with the instructions of the operator performs other duties related to the preparation for the flight. 5.4 Flight time and flight duty time, flight crew members and flight attendants are limited to the following standards. Flight time limitations does not apply to flight attendants. 5.5 Taking the time a crew member to move from your home or place of residence to the departure airport is not included in the flight duty time if it does not exceed 1 hour. Note. Guidance for flight time limitations in the performance of aerial work, depending on the type of work is contained in Appendix A to this Regulation. Page 6
5.6 In those cases when on board an aircraft crew member of the vessel provided with the necessary conditions for rest, flight duty time may be extended, but in such a way as to avoid exceeding the standards of the actual flight duty time as a replaceable, and is replaced as crew member. Thus for each a removable or replaceable on board crew member of the aircraft and has a separate shut off or isolated from the passenger cabin: (A) a chair with tiltable backrest back - when the duration of the total flight duty time to 16 hours; (B) bed - if the duration of the total flight time of service for more than 16 hours. 5.7 When the flight crew as part of the strengthened rules flight duty time does not exceed: (A) 16 hours - if replaced by a crew member is given rest on board the aircraft 2 to 4 hours; (B) 20 hours - if replaced by a crew member is given rest in the aircraft for more than 4 hours. 5.8 In case of unforeseen delays and the impossibility of solving the transfer flight aircraft commander and with the knowledge of the operator: (A) flight duty time may be extended, but not more than 2 chasa; (B) relaxing time can be shortened, but not less than 8 hours, followed by increasing the rest time after such an amount Acronym flight time. 5.9 When the strong cabin crew manning the number should be increased by at least 50% of the minimum number of flight attendants of the RLE the aircraft. 6 Activities 6.1 After each member of the crew of a flight provided recreation equal duration prior flight duty time, but not less than: (A) 10 hours - when flight duty time not exceeding 6 hours, with the proviso that a rest is not provided more than 2 times for 7 consecutive days and not more than 3 times for 28 consecutive days; (B) 12 hours - in all cases, when a service flight time exceeds 6 hours. Note. Guidance for the standardization of rest periods depending on the difference contained in Appendix A to this Regulation in time. 6.2 Crew member is given a place to rest on the ground at a parking lot or a delay in the airport of destination or transit airport more than: (A) 6 hours - day; (B) 3 hours - night. 6.3 Crew member is given a place to relax on board the aircraft during flight time more than: (A) 8 hours - day; (B) 6 hours - night. 6.4 Change of flight crew members in flight is carried out at a cruising level on the orders of the aircraft commander. 7 Nutrition 7.1 Nutrition for crew members provided in flight is carried out at a cruising level. The order of meals to be served for flight crew and cabin crew set the aircraft commander and flight attendants, respectively. 8 Reserve 8.1 The reserve crew member duty time does not exceed 12:00. Note. The residence time of a crew member in the standby duty is not considered as a flight duty period. This time is considered by the operator as a service or working time in accordance with applicable legislation of the Kyrgyz Republic. 8.2 While in the reserve crew member is given food and a special place to relax, to find if the crew members at home during this time is unacceptable for the operator in terms of ensuring compliance with rest and is not stipulated in the PSC. 9 Days off 9.1 Each member of the crew provided 8 days off in each calendar month. Such days are planned and communicated to the crew members in advance, at least 7 days prior to the date of delivery. 9.2 The operator shall provide the crew the time required for the passage of medical examination and inspection. 9.3 Days off can be given to crew members during their stay outside the base when performing a relay flight at the end of the time provided for rest after the flight, provided that the day IPT days will be a full day. 10 Aerial work 10.1 Flight duty time for the crew members who perform aerial work does not exceed 10:00. 10.2 The provisions of this Annex concerning the strengthening of the crew in the performance of aerial work are not applicable. 10.3 The aircraft used to perform aerial work using highly hazardous and extremely hazardous pesticides is the system or equipment that provides a safe environment in the cabin crew member and, if available, other premises where there is or has access to other operating personnel. 11 Record Keeping 11.1 In respect of each flight crew member in the prescribed manner keep records of the following: (A) The flight time; (B) Flight duty periods; (C) Rest periods; (D) The days off; (E) Cases of increased standards of flight time or flight duty period or reduction of rest time. 11.2 For each flight attendant in the prescribed manner keep records of: (A) Flight duty periods; (B) Rest periods; (C) The days off; (D) The increase of the cases of a flight duty period or reduction of rest time. 12 Exceptions 12.1 Deviations from the provisions of this Annex may be allowed in the following cases: (A) Comply flights for search and rescue; (B) The execution of urgent operations to provide urgent medical and other emergency aid to the population in an emergency; (C) The performance of other urgent or emergency missions by order of the Government of the Kyrgyz Republic.
