Email: info@fletchernc.org Visit our web site at: www.fletchernc.org At the July Town Council meeting: Council members approved the year end Tax Collector s report for the 2016-2017 fiscal year. Members then approved the reappointment of Tax Collector, Cynthia Broome, and Deputy Tax Collector, Janet Merrill, and charged them with the collection of 2017-2018 property taxes. A Public Hearing was set for August 14, 2017, to consider text amendments to the Land Development Code. An update on the Parks & Recreation Maintenance building was presented by Mitchel Sorin and John Legerton of Legerton Architecture. Council members viewed updated building sketches and discussed cost estimates for the revised construction plans. Several options for the bid documents were also discussed then. Kim Williams, of Equinox Environmental, presented a draft of the master plan for park development on the property near the Meritor plant and led discussions on recommendations for the use of this property. Council members discussed updating to LED lighting in the Fletcher Community Park. Jabbo Pressley, Public Works Director, reported that he had spoken with Duke Energy about cost for upgrades and the potential operational cost savings for the Town. Council approved moving forward with an upgrade to LED street lighting at the park. Schools will be starting in the Fletcher area soon! The first day of school for Veritas Academy on Cane Creek Road is Monday, August 21st. Wednesday, August 16th is the first day for Fernleaf Charter School located on Howard Gap Rd, across from the Fletcher Community Park. Henderson County schools return on Monday, August 28th. Watch for increased traffic, inexperienced drivers, and school buses on the roads! Pay attention and put your phone down! Obey posted speed limits! Watch for children who may dart across streets and roads to catch a school bus. And always stop for school buses with flashing red lights!

Page 2 From the Tax Collector Town of Fletcher property tax bills will be in the mail soon. The Town receives its tax information from Henderson County Assessor s office and as soon as the data is received, our Tax office processes and mails the bills. The Tax lien actually attaches to the property legally on January 1st of the taxing year, but because the tax rate is determined by the Town Council at the end of June when the new fiscal year budget is approved, bills can not be sent until late summer. The official due date is September 1st, and taxes may be paid any time up to the delinquency date without penalty. The last day to pay 2017 taxes without penalties and interest is January 5, 2018. Interest will be posted on January 8, 2018. At that time, all unpaid taxes become delinquent and interest charges will begin to accrue and possible enforced collection procedures may begin. Partial payments are accepted for taxes during the time of receipt of tax notices and the date of delinquency, but all taxes must be paid by the date of delinquency. Taxing governments in North Carolina are not legally obligated to furnish property owners with a tax notice! It is the responsibility of the property owner to know that they owe taxes in that jurisdiction -just as you know that you are responsible for state and federal income taxes! Our information, such as mailing addresses and listed names, is received from Henderson County and we try to get notices to the correct place, but the tax obligation still exists even if the taxpayer does not receive a notice. If you have sold the real property assessed to you, please forward the tax notice to the new owner. The property towner is responsible for ensuring full payment of the obligation. If funds are held in escrow to the pay the notice, forward the tax bill to the appropriate mortgage holder. Town taxpayers may pay their bills on line at www.fletchernc.org using their checking account information. Click on the link at the top of the website How do I?, and follow the instructions to make the payment. Payments may also be made via mail, in person at Town Hall at 300 Old Cane Creek Rd., or using the convenient drop-box located in the parking lot on the south side of Town Hall. It is monitored by surveillance cameras 24 hours a day. TRASH TALK PUBLIC WORKS DEPARTMENT 654-9208 Jabbo Pressley - Director Please follow the guidelines for trash disposal using the roll-out cans! All trash must be bagged within the roll-out trash receptacle! This is to prevent trash from blowing out when the can is lifted into the truck. If Public Works employees discover the contents are not bagged, they will tag the can and not pick up the contents! Do not leave bags of trash outside of the rolling carts or leave the carts in the roadway. Public Works employees have encountered a continuing problem with residents leaving loose trash or additional bags or boxes of trash placed beside the rolling trash cans. Due to recent high winds, employees have been physically laying the trash cans down to keep the wind from blowing them into the road. We ask that you write your address on the lid of your trash cart with an indelible marker to help you identify your cart. You may now request a brush pickup online! Go to the Town website -www.fletchernc.org and you may access the link either from the How do I link at the top or through the Public Works department link. Brush pick up does start on Monday mornings (unless it is a holiday) and pick up requests must be in before Monday morning. We cannot chip lumber, railroad ties, building materials, telephone poles, or fence posts. Any brush piles containing these materials will be not be picked up. Please remember, brush pick-up is provided as a free service to our residents who are cleaning up the yard around their house. It is not to remove bushes, stumps, trees, and other debris resulting from plant removal, lot clearing, pool installation, construction, addition, new decks, etc. Removal of debris resulting from these activities should be arranged by the homeowner or the contractor at their expense. Please be considerate of our employees and do not place any poison ivy or oak vines or briars in the brush piles. Severe allergic reactions are possible. The Town does not pick up grass clippings or yard waste such as pampas grass. These materials can not be put into a wood chipper and are not allowed in the landfills with household waste. If you must dispose of materials such as this, you may take them to the Henderson County Convenience Center. There is a charge for disposal of these materials. The brush chipped into mulch by the Public Works Department is available to residents. There is no charge for it and residents may take what they need. It is stored on Parrish Municipal Drive near the Public Works building. You must bring your own containers and shovels to load it. The area is not locked and is available every day. Thursdays, 12:30-2:30pm (August 3, 10, 17, 24, and 31) Mahjong Experienced players are welcome. Beginners may observe and will be coached if possible. Registration is required. First Thursdays, 3:30-4:30pm (August 3) Lego Club All ages are welcome to come out to the Fletcher Library on the 1st Thursday of the month for Lego Club. We will provide Legos to use while you are here- please do not bring your own. We have Duplo blocks for younger children as well. We can't wait to see what you will create! Please be aware that all children under 9 must have an adult stay with them. Legos to spare? We accept donated Legos in all shapes and sizes in good condition. First Mondays, 1-2pm (August 7) The Avid Reader Book Club: August s book title: The Book Thief by Markus Zusak. Please read the book and come prepared to discuss. Note: This group meets the first Monday of the month most months. Second Thursdays (August 10) 10:30-11:30am, Fletcher Book Club Read what you want and bring it to the table for discussion. To provide instruction with occasional classes and guest teachers. Meets monthly. Wednesday, August 23 (1:30-3:30pm) Goodwill Career Connections Drop in and meet one-on-one with an advisor who can connect you to great opportunities for work, training and education. Fourth Wednesdays (August 23) 4:30-6:30pm: Asheville Open Mic Local acoustic musicians play for and get to know each other, teaching and learning from each other, and enjoying their art. Open to the public. Players and listeners welcome. This group meets on the fourth Wednesday of each month. Saturday, August 26 (10:15 am-12:45 pm) Highland Smocking Guild The purpose of the Smocking Arts Guild of America is to preserve and foster the art of smocking and related needlework for future generations through education, service, communication and quality workmanship. Saturday, August 26 (10:30 am 1:30pm) Needle Felting This class will be an introduction to Needle Felting and its history. We will start with some basic techniques and then create an apple just in time for the Apple Festival. No prior experience necessary. All supplies will be provided. TOWN OF FLETCHER 300 OLD CANE CREEK ROAD FLETCHER, NC 28732 Curbside Management has asked that residents keep plastic bags out of the recycling material! The bags clog up their equipment and can cause a lot of wasted time and even equipment damage. At least twice a day, they have had to shut the entire sorting facility down and send in people with boxcutters to cut the plastic bags out by hand. If the customers use bags to collect recycling, please empty the items into the bins, but do not include the bag!! Better yet, use the bins to collect recycling. No Plastic Shopping Bags No plastic Garbage Bags No Plastic Film No Cereal Liner Bags No Ziplock or Sandwich Bags No Dry Cleaning Bags No Shrink Wrap No Plastic Bubble Wrap No Chip Bags No Plastic Six-Pack Beverage Rings NO plastic bags or film of any kind! The good news is that most grocery stores offer plastic bag recycling. It is a growing problem and costs us all money, time, and loss of productivity!
