Page 5 of 19 North Coast Flight School Inc. Training Course Outline North Coast Flight School Inc. is located at Erie International Airport (KERI), in Erie, Pennsylvania. It is owned and operated by Gregory S. Hayes. The flight school is operated as: North Coast Flight School Inc. 1605 Asbury Road Erie, PA 16505 1. Course Title: Commercial - Airplane Single Engine Land This Training Course Outline (TCO) meets all the curriculum requirements for the Commercial Certificate Course with a Single Engine Land rating contained in Appendix C of 14 CFR 141, the Jeppesen Commercial Syllabus 2012. 2. Course Objective: The Commercial Course objective is to provide the student with the knowledge, skill, and aeronautical experience necessary to meet all requirements for a Commercial Certificate with an Airplane Category and a Single Engine Land Class rating. 3. Course Prerequisites: A prospective student for a Commercial rating must hold at least a Private Pilot certificate, except that the Commercial ground school may be conducted prior to Private Pilot certification. They must also possess at least a 3 rd class medical. The applicant must be able to read, speak, and understand the English language. 4. Approved Training Course Syllabus: North Coast Flight School will be using the Jeppesen 14 CFR 141 Commercial Syllabus; as well as the Jeppesen Commercial Student Record to document each lesson. Each lesson is fully described within the syllabus, including the objectives, standards, and measurable units of accomplishment and learning. The stage objectives and standards are described at the beginning of each stage within the syllabus. See Appendix A to see the breakdown of flight and ground school times for the Jeppesen Training Syllabus. Please note that Appendix A gives only guidance in achieving regulatory compliance. This training course meets all of the curriculum requirements for the Commercial Certificate course contained in Appendix C 14 CFR 141.
Page 6 of 19 5. Grading: All flight maneuvers performed will be assigned numeric grades as described below in the Student Record: 1 = Excellent. Student demonstrates procedural, manipulative, and perceptual skills at least equal to the instructor. 2 = Above Average. Student demonstrates procedural, manipulative, and perceptual skills approaching that of the instructor. 3 = Average. Student demonstrates procedural, manipulative, and perceptual skills exceeding the minimum standards of acceptability. 4 = Below Average. Student demonstrates procedural, manipulative, and perceptual skills marginally equal to the minimum standards of acceptability. 5 = Below Acceptable Standards. Student demonstrates procedural, manipulative, and perceptual skills which do not equal the minimum standards of acceptability. 6. Completion Standards: The student must demonstrate, through written tests, flight tests, and appropriate ground and flight records, that he/she meets the knowledge, skill, and experience requirements to acquire a Private Pilot Certificate. The student must also show that they will continue to exercise those privileges in a safe manner within FAA Regulations. North Coast Flight School Inc. will be utilizing the Jeppesen training syllabus which provides the expected standards and accomplishments. The Jeppesen syllabus includes a description of the completion standards and checks and tests to be used to measure the student s accomplishments during training. All written stage tests must be passed with a minimum score of 80% before continuing to the next stages. All maneuvers on flight stage checks must be graded at a minimum of 3 before continuing to the next stage. 7. Knowledge Tests and Practical Tests: The FAA will be administrating all Practical tests through FAA designated pilot examiner (DPE) or FAA Inspector. The Written Tests will be conducted at FAA certified knowledge testing centers. 8. Ground School: The ground school portion of training will be completed by North Coast Flight School Inc. approved 14 CFR 141 flight instructor. The students must log all of their ground school training. To supplement ground school class, North Coast Flight School Inc. will use Jeppesen Text books and reference materials to supplement training. Airport: Erie International Airport (KERI) will be our main training base for operations. Erie International is a controlled airport that has (2) Hard surface runways that meet 14 CFR 141.38 for day and night operations. Dimensions are: Runway 6/24 8420 x150, Runway 02/20 3508 x150. Fuel will be provided by North Coast Air. d. Airport Facilities: The airport and office are equipped with a briefing room that has computers with WI-FI access for pilot resources. There is an additional telephone located in the briefing room to contact flight service or for any other pilot needs. All areas are open to use for students as well as transient pilots. Also, the briefing room allows space to conduct proper flight planning. The briefing area has a large wall map depicting mileage and a visual indication of the practice area. It will also have a set of local charts and a copy of a current FAR/AIM. e. Aircraft: North Coast Flight School will be operating a fleet of aircraft consisting of (1) Piper Arrow IV, (2) Piper Archer II, and (1) Cessna 172N Skyhawk that are all certified for IFR/VFR flight. All aircraft meet the requirements of 14 CFR 141.39. All aircraft have 2 working radio communication units, as well as a functioning Mode C transponder.
Page 9 of 19 Additionally, they have at least (1) VOR receiver and are equipped and maintained to operate per 14 CFR 91.205 for day and night operations. See Appendix B to view Checklists and emergency checklists. f. Simulator: North Coast Flight School also operates a Cessna 172S Basic Aviation Training Device (BATD) that has been qualified and approved by the FAA in accordance with 14 CFR 61.4(c). This BATD may be used to satisfy limited portions of the syllabus as specified in the FAA Letter of Approval. See Appendix B to view Checklists. g. Chief Flight Instructor: The Chief Flight Instructor for the Commercial Course meets the requirements of 14 CFR 141.35. Lester Zook (814)460-3408 Lestor.zook@gmail.com The Chief Flight Instructor is responsible for certifying that each students training record, graduation certificate, stage check, end of course test report, and recommendation for course completion. The Chief Flight Instructor will also be responsible for ensuring that each flight instructor passes an initial proficiency check prior to starting with North Coast Flight School Inc. A proficiency check will be conducted every 12 calendar months after the month in which the initial check was conducted. The Chief Flight Instructor will always be available by phone, email, or text message. h. Check Instructors: The instructors that are designated to conduct stage checks, End of Course checks and Instructor Proficiency checks must meet the requirements of 14 CFR 141.37 (a) and (b). Each Check instructor must be designated in writing from the Chief Flight Instructor to conduct student stage checks, end-of- course tests, and the instructor proficiency checks; and be approved by the FAA Flight Standards District Office having jurisdiction over the school. A check instructor may not conduct a stage check or an end-of-curse test of any student for whom the check instructor has: (1.) Served as the principal instructor; or (2.) Recommended for a stage check or end-of-course test. All of the instructors for the Commercial Rating Course meet the requirements of 14 CFR 141.31 i. Minimum instructor standards: Each flight instructor assigned to the Commercial Course must hold at least: a Commercial Pilot certificate with a Certified Flight Instructor rating in category and class. In addition, each instructor must hold a Class 2 FAA approved medical certificate.
