Branch Bulletin Special Post-Blackpool Edition Issue 9, May 2016 AGM BLACKPOOL 2016 The Annual Conference this year was attended by 445 delegates. Leeds Branch Secretary and Former NEC Member Martin Smith passed away in March Martin Smith was a strong supporter of the CIU and worked for many years at Club, Branch and National Level. He contributed a great deal and will be missed by many. There were two motions proposed by the National Executive. MOTION 1 Reference to name change from Working Men s Club and Institute Union Limited to CIU Limited. 206 delegates voted for the change of name and 187 against. There were 52 abstentions. MOTION 2 - Reference to the minimum Annual Fee to be increased from 75 per Club to 100 per Club. 187 votes were for and 190 against this motion, with 68 abstentions. His funeral took place on 13 April at Cottingley Hall Crematorium, Leeds and floral tributes were organised by Head Office. DATES FOR BLACKPOOL 2017 National Executive Committee 5 April Executive Dinner 6 April Standing Orders Committee and Trade Show- 7 April AGM and Quiz 8 April All Branch Secretaries are encouraged to suggest Motions for next year s AGM. Both motions were defeated as the two-thirds majority was not reached. 1

LEGISLATION UPDATE NATIONAL LIVING WAGE PENSIONS AUTO ENROLMENT Automatic enrolment is a new legislation which makes it a legal requirement for all employers to automatically enroll their employees into a workplace pension and make contributions to that pension. All employers have a date by which they have to have a scheme in place and be ready to enroll employees. This is referred to as your staging date and is based on how many employees were on your largest payroll on 1 April 2012. More information can be obtained on the Pensions Regulator s website: www.thepensionsregulator.gov.uk PPL AND PRS FOR MUSIC PPL and PRS for Music have been collaborating on a programme of joint licensing solutions and other joint working initiatives over the last few years. As part of this programme they have been evaluating the potential for jointly investing in and creating a new joint public performance licensing system. Peter Leathem, CEO, PPL, has reported that PPL and PRS for Music are planning to form a joint venture and this new company will focus on serving all PPL and PRS UK public performance licensing customers. It is anticipated that the new company will start licensing in 2017. Until then, at both PPL and PRS for Music it will be business as usual. We will keep you informed when further information is available. In April 2016, the Government introduced a new mandatory National Living Wage (NLW) for workers aged 25 and above, initially set at 7.20 a rise of 50p relative to the current National Minimum Wage (NMW) rate. The NMW will continue to apply for those aged 21 to 24, with the premium added on top for those aged 25 and over, taking their total hourly rate to the NLW. There is one rate for the whole country with no allowance for the higher costs of living in London. There is also a Living Wage which is not to be confused with the above. This is independently calculated, based on the costs of living, and it is a voluntary rate of pay. There are two rates to recognise the higher costs of living in London. The London Living Wage rate is 9.40 per hour and the rate for the rest of the UK is 8.25 per hour. More information is available at: https://www.livingwage.gov.uk/. CLUBS HOURS EXTENSION 10/11 JUNE David Cameron has announced that opening hours will be extended in England and Wales on 10 and 11 June to mark the Queen s 90 th Birthday. Pubs and also Clubs with a CPC will be able to stay open an extra two hours (until 01:00) on both days. LATEST NEWS FROM HEAD OFFCE EDUCATION The Education Working Group continues to develop a new qualification in Club Management. Workbook and Module 1 will cover Law & Regulations, with Workbook and Module 2 looking at Management, Finance & Administration. A pilot will take place in Coventry in July to test-run the revised course. NEW EDITION OF CLUB SECRETARY HANDBOOK The Head Office Manager and Union s Legal Consultant are currently working on a new version of the Club Secretary's handbook. This will be updated to include the most recent changes relating to employment law, including redundancy payments and the new living wage etc. Once drafted, it will be referred to the NEC in preparation for the final version. DISSOLUTION OF A CLUB PROCEDURES The NEC is currently reviewing the Union s guidance on Procedures for the Dissolution of a Club. This is being revised to give those reading it fully comprehensive guidance in a style that is as easy to read and understand with fewer pages.
