Federal Investment Programs FIP RF ATM System Modernization (2009-2015) (1) Main goal: Increasing of flight safety and effectiveness of airspace utilization. Main activities: Creation of united ATM control centers; Improving of air navigation services in aerodrome and en-route areas ; Modernization of aviation communication networks and data links implementation; Modernization of SSR means at radar sites; Implementation of a unified system of airspace utilization planning; Transition to the modern technologies of ATM, based on implementation of CNS/ATM aids and systems; Implementation of integrated military civilian automated ATC systems; Technical upgrade and automation of systems of meteorological support for the air navigation; Improving of airspace search and rescue system. 9
Federal Investment Programs FIP RF ATM System Modernization (2009-2015) (1) Planned results of the Program implementation: 1,5 times increase of air traffic safety level by 2015; 1,8 times increase of airspace capacity; More than 2,5 billion USD decrease of operation costs during the Program implementation period; Increasing of predictability of aviation weather forecasts for Russian Federation aerodromes up to the level of 91%; Increasing of state territory coverage with the aviation search and rescue capabilities up to 100%; Integration of air navigation system of Russia into the unified regional European air navigation system basing on the transition to the advanced CNS/ATM systems, technologies and procedures of ICAO. 10
Federal Investment Programs FIP GLONASS 2012-2020 (2) Main FIP activities playing major role for the development of ANS of Russia: Support, control and management of GNSS orbital group ; Development of ICAO international standards for GNSS system including GBAS and SBAS; Establishment of a center for collecting and dynamically informing Russian Federation airspace users about the monitoring of GNSS and GPS orbital groups data; Creation and installation of GBAS and ADS-B stations; Creation and implementation of integrated airborne and ground systems for navigation and approach, including GNSS-based ICAO CAT II/III approach capabilities; Creation and implementation of integrated multichannel navigation facility for aircraft GNSS consumers with a capability of operating in international systems SBAS и GBAS; Creation of a data base of air navigation information (ANI) and its implementation in electronic format. 11
