This seminar is organized by the Latin American Civil Aviation Commission (LACAC) and the Singapore Aviation Academy (SAA), within the framework of the Understanding Memorandum subscribed between the Latin American Civil Aviation Commission (LACAC) and the Civil Aviation Authority of Singapore (CAAS), specifically to expand cooperation including special onsite training programs to be conducted by the Singapore Aviation Academy (SAA) in the Region. Place and date of event The 3 rd CAAS-LACAC on site Civil Aviation Management Programme will be held from 30 November to 3 December 2009, at Círculo de la Fuerza Aérea Argentina (40 meters near Sheraton Libertador Hotel), in Buenos Aires, Argentina. 2. Objectives This Programme focuses on the effects of long haul flights, human factors, airport economics and pandemics on airports and regulators. The programme is highly interactive and encourages individual as well as small group participation. International best practices and Singapore Changi Airport s experience will be shared through a structure combination of lectures, group discussions and site visits. 3. Instructors Dr Jarnail Singh is the ICAO Aviation Medicine Expert and Project Coordinator for the Cooperative Arrangement for the Prevention of Spread of Communicable Diseases through Air Travel (CAPSCA). He chaired the CAAS Ultra Long Range (ULR) Task Force which enabled the world s first non-stop ULR flights from Singapore to LA and New York and is currently the Chairman of the Flight Time Limitations Committee in CAAS. He is also on the ICAO Fatigue Risk Management Task Force (FRSMTF). Dr Singh also chairs the ICAO Medical Provisions Study Group and in the area of Pandemic Preparedness Planning for the aviation sector. Within the Fraternity of Aviation Medicine, he is a Director of the International Academy of Aviation and Space Medicine and Vice President (International) of the Aerospace Medical Association, US. Dr Singh is a Fellow of the Academy of Medicine, Singapore and Fellow of the Aerospace Medical Association, US. Ms Ng Cher Keng is Director (Airport Economic and Service Regulation at the Civil Aviation Authority of Singapore. Her Division is responsible for formulating and implementing a sustainable and robust airport economic regulatory regime that ensures competitive pricing and high service standards while encouraging the airport operator to be innovative and efficient in its operations. 4. Vaccines and medical services There is no obligation to be vaccinated before; Buenos Aires is a safe city from health point of view. The water is potable. Commercial hours Activity in Buenos Aires starts in the early hours of the morning and runs until late at night. The shops are open from Monday to Friday from 0900 to 2000 hours and, on Saturdays, from 0900 to 1300 hours, although the shops of the great avenues are open all afternoon. In shopping centers ("Alto Palermo", "Paseo Alcorta", "Patio Bullrich," Abasto Buenos Aires, Galería Pacífico and the newly opened "Dot"), the schedule is extended until 2200 hours, including weekends and holidays. 18. Travel documents Citizens of some countries require a passport with or without visa to enter Argentina. The maximum stay is 90 days. Those from neighboring countries may enter with national document or identity card, belonging to Mercosur will be required to document national identity card or passport of the Mercosur. 19. International Airport Fee Generally, the international airport fee is included in the cost of tickets; in case of not being included, the cost of international airport fee is $ 29. 20. Tips There is not a strict policy to implement. Usually, it depends of the guest. In the hotel case, could be around between about $ 3 (approx. $ 11) and $ 7 (approx. $ 25), according to the service provided. In bar or restaurants, is usually to give 10% of the value consumed. In the transport sector (taxis or other) is not usual to tip drivers, it s depend of passengers.

General information of Buenos Aires Buenos Aires is the capital of Argentina, extending over a plain and covers an area of 202 Km. and live there for approximately 3 million people. Adding the metropolitan area's population, the total population exceeds 10 million. The Rio de la Plata and the Riachuelo are the natural limits to the east and south. General Paz Avenue borders the city from north to west city. This avenue quickly joins the city with Buenos Aires. Habitants In the nineteenth century the Port of Buenos Aires was the culmination of a great migratory wave promoted by the Argentine State to populate the nation. Spanish, Italian, Syrian-Lebanese, Polish and Russian immigrants provided Buenos Aires with the cultural eclecticism that sets it apart. Throughout the twentieth century, successive immigrations from Latin American countries and the Middle made Buenos Aires as a cosmopolitan city where people live in different cultures and religions. Costumes Buenos Aires has always been a city open, friendly and hospitable. Language The official language of Argentina is Spanish, and Portuguese and English are spoken by most people involved in tourism activities. Religion In Argentina recognizes the freedom of religion, being the official religion of the Roman Catholic Church. Tourist Attractions The Entity of Tourism of Buenos Aires has its own Tourist Information Centers (ILC).
