Part 302, Subpart B, the Department's Notice dated February 13, 2009 in Docket DOT-OST-2005-22228, and Order 2012-1-30 establishing the Mexico Procedural Docket, Frontier Airlines, Inc. ("Frontier" hereby applies for a consolidated certificate of public convenience and necessity authorizing it to engage in scheduled foreign air transportation of persons, property and mail between: 1 Chicago, Illinois; Lansing, Michigan; Milwaukee, Wisconsin; and Rockford, Illinois; on the one hand, and Puerto Vallarta, Mexico; 2 Cincinnati, Ohio; Cleveland, Ohio; Lansing, Michigan; Philadelphia, Pennsylvania; Pittsburgh, Pennsylvania; Rockford, Illinois; and Washington, D.C., on the one hand, and Cancun, Mexico; 3 Chicago, Illinois and St. Louis, Missouri, on the one hand, and San Jose del Cabo, Mexico; and 4 Chicago,

Mexico. 1 Frontier also requests a designation to operate in the Milwaukee-Puerto Vallarta market. 2 Frontier requests that the certificate be granted for a period of five years consistent with DOT precedent. 3 In support of its application, Frontier respectfully states as follows: 1. Frontier is a corporation organized under the laws of Colorado. The company's address is Frontier Center One, 7001 Tower Road, Denver, Colorado 80249. 2. Frontier is a citizen of the United States within the meaning of 49 U.S.C. 40102(a(15, in that over 75 percent of its voting stock is owned by citizens of the United States, and its president and over two thirds of its directors and officers are U.S. citizens. 3. Currently in its 20th year of operations, Frontier employs more than 3,900 aviation professionals and operates more than 350 daily flights. Its primary hub is at the Denver International Airport. Frontier offers service to more than 75 destinations in the United States, Costa Rica, the Dominican Republic, Jamaica, and Mexico. Frontier currently operates a fleet of 18 Airbus A320s and 35 Airbus A319s. Each aircraft owned by Frontier has been certificated by the FAA and currently complies with all FAA safety standards. 1 Frontier has concurrently filed an application for an exemption authorizing it to engage in scheduled foreign air transportation of persons. property and mam between Milwaukee, Wisconsin and Puerto Vallarta, Mexico Frontier hereby requests that once that exemption is granted, the Department consolidate it with the authority requested in this certificate application_ 2 Frontier currently holds designations for the other routes that are the subject of this application. l See In the Matter of U. Frontier is fit, willing, and able to provide the scheduled foreign air transportation covered by this application and to conform to the provisions of the statute and the rules, regulations and requirements issued by the Department. Frontier's fitness has been established and confirmed several times in recent years. 4 Furthermore. updated fitness information has been provided to the Department in support of the carrier's recent change of ownership. Nothing has occurred to impair the carrier's fitness or to change the underlying information on which the Department has based its fitness determinations. Pursuant to 14 C.F.R. 302.24, Frontier requests that the Department take official notice of all information previously filed to establish its fitness. 5. Page 4 exemption authorizing Milwaukee-Puerto Vallarta service, pursuant to the procedures described in the Department's Notice dated February 13, 2009 in Docket DOT-OST-2005-22228 and Order 2012-1-30 establishing the Mexico Procedural Docket (DOT-OST-2011-0076. As required by the Department's Notice, Frontier holds a blanket open skies certificate, making it eligible for the consolidated certificate it is requesting herein. 7 Under the consolidated certificate, Frontier would be authorized to engage in scheduled foreign air transportation of persons, property and mail between: 1 Chicago, Illinois; Lansing, Michigan; Milwaukee, Wisconsin; and Rockford, Illinois; on the one hand, and Puerto Vallarta, Mexico; 2 Cincinnati, Ohio: Cleveland, Ohio; Lansing, Michigan; Philadelphia, Pennsylvania; Pittsburgh, Pennsylvania; Rockford, Illinois: and Washington, D.C., on the one hand, and Cancun, Mexico; 3 Chicago, Illinois and St. Louis, Missouri, on the one hand, and San Jose del Cabo, Mexico; and 4 Chicago, Illinois and St. Louis. On or about December 26, 2014, Frontier plans to expand its U.S.- Mexico service by introducing new scheduled non-stop service between Milwaukee, Wisconsin and Puerto Vallarta, Mexico, initially with up to two weekly flights.
