LITTLE WALTHAM PARISH COUNCIL Minutes of the Meeting held on 6 July 2011 at 7:30pm in the Memorial Hall Present: Councillors Also in attendance: Gill Aston Peter Brown - Chairman Tony Campen Jackie Ketley Edith Robertson John Smith Malcolm Taylor Joanna Willsher Clerk County Cllr John Aldridge PCSO Ian Hilton 2 members of the public 11/42 To receive any apologies for absence Apologies were received from Cllr Austin Weir, Cllr Lorraine Vel and Borough Cllr Delmas Ashford. 11/43 Consideration of Minutes of 7 June 2011 The minutes were accepted as a true record and signed by the Chairman. 11/44 Declarations of Interest None 11/45 Public Forum- to receive any representations from the public County Cllr John Aldridge reported that a local resident s complaint about insufficient verge cutting by Woodhouse Lane had been dealt with and that the verge had been re-cut. County Cllr John Aldridge reported that Essex County Council will be gradually ceasing night time street lighting from August following the success of a recent successful pilot study. A consultation period will follow. 11/46 Neighbourhood Policing Team Report PCSO Ian Hilton gave the crime report which showed an increase in crime over recent months and advised that they are trying to increase patrols. Following comments from local residents regarding errant cricket balls PCSO confirmed he will be chairing a public meeting at Little Waltham Cricket Club at 6.30pm on 12 July 2011 to discuss resident s concerns. 11/47 Planning 11/47.1 11/00981/FUL - 148 The Street- Single storey rear conservatory No observations 11/47.2 11/00983/FUL - Well House Main Road - Two storey rear extension. The Council RESOLVED to comment that it is concerned that the proposed extension will adversely affect the amenity of the adjoining property by depriving it substantially of light. 11/47.3 11/00911/FUL - Blenheim Cottage Back Lane - Demolition of existing dwelling, relocation of domestic curtilage & construction of replacement 2-bed dwelling with private garage. The Council RESOLVED to comment that if permission is granted, it be subject to a condition that the basement area cannot be used as domestic accommodation and that Permitted Rights be withdrawn from the building. Clerk instructed to respond to the resident in line with the update provided by County Cllr John Aldridge during the Public Forum. 11/51.2 St Martins Church, Little Waltham invitation to participate in the Flower Festival 10 11 September 2011. The Council RESOLVED to participate subject to Cllr Austin s Weir s wife being in agreement to enter an arrangement on behalf of the Council. 11/51.3 Essex Parishes Broadband Implementation Conference Invitation - Monday 18 July 2011 7.15pm - Coggeshall Village Hall 11/51.4 Rural Community Council of Essex annual membership renewal invitation 55 The Council RESOLVED to renew the membership. 11/51.5 Kart-A-Way Waste Management Services Ltd Response to Parish Council s complaint of non-netted lorries. The Council instructed the Clerk to write back requesting a copy of their operating licence. 11/52 Amenities Working Party Report Cllr John Smith requested that the Council purchase and install a pin board for the new bus shelter by the White Hart. The Clerk said the proposal would have to go on the next agenda and would obtain costings for the next meeting. It was reported that some bolts remain loose in the playing field goal posts and it was agreed that Cllr Tony Campen would clarify what repairs had recently carried out by the handyman and organise further repairs as necessary. It was agreed that Cllr John Smith aided by Mr Seymour would anchor the newest goal posts with the equipment they were supplied with to satisfy health and safety recommendations. The Council agreed to
monitor the situation before anchoring the remaining older goalpost, amid concerns expressed by some Councillors that anchoring the posts could impede their usability. It was reported that the paddock style fencing at the rear of the playground was in a poor state. The Council instructed the Clerk to ask the handyman to do a temporary repair and asked the Clerk to obtain quotes for replacing the damaged section of fencing and general quotes to replace the entire playground fencing. Arm of the roundabout was unstable Clerk instructed to ask the handyman to repair it. Brambles overhanging the entrance to the play area need cutting back Clerk instructed to ask the Parish Council s gardening contractor to cut back the area as necessary. Clerk instructed to ask ROSPA to include the Multi-Play Area in their health and safety report next year. 11/53 Planning for Traveller Sites Consultation Parish, Village, Community and Town Councils are requested to make a response to this consultation document directly to Department of Communities and Local Government no later than the 6th July 2011. No comment to be lodged due to insufficient notice of the Consultation. 11/54 Cranham Road Travellers Site General discussion. Concern was expressed over the potential for vulnerable sites in the parish to be invaded by travellers seeking new areas of land to settle on once the Dale Farm, Basildon site is finally closed. However, the Council felt it was not economically viable to block off potentially vulnerable green spaces but expressed the need for local people to remain vigilant. 11/55 Queen s Diamond Jubilee Proposal by Cllr John Smith for the Parish Council to organise a jubilee celebratory village event. Cllr John Smith announced that the representatives of village groups and organisations had been invited to a meeting next week at the Sports and Social Club to establish what level of support there would be for a Parish Council led jubilee celebration. 11/56 Councillor nomination for an additional Poole & Aleyn representative Cllr Jackie Ketley was duly nominated and accepted the position. 11/57 Village Design Statement Discussion Cllr Edith Robertson argued for developing a Village Design Statement saying that it would help the village maintain its identity and character and that it would be a valuable aid to fending off any future unwanted development in the area. It was agreed that Cllr Edith Robertson would continue looking into the project and to establish what financial and practical help may be provided by the Essex Association of Local Councils. 11/58 Memorial Car Park To discuss introducing a coded gate to the entrance of the car park to improve security of the car park and playing fields. The Council agreed that a coded gate could be beneficial and instructed the Clerk to write to the landowner Chelmsford Borough Council to ask for their consideration of the matter. 11/59 Proposal from Cllr Tony Campen for the Council to consider declaring Little Waltham a 'No Door Step Selling Zone' Cllr Tony Campen gave an outline of the scheme and the Council RESOLVED to pilot the scheme in Kirks Green.
11/60 Recruitment procedure for Parish Clerk The Council appointed Peter Brown, Edith Robertson and Malcolm Taylor to form the interview panel and agreed that the panel would have the power to appoint their chosen candidate. 11/61 Clerk s Report 11/62 Finance 11/62.1 Payments of 2593.10 listed below were approved. 11/62.2 Current account balance of 20,584.59 at 31 May 2011. Estimated current account balance of 19,665.70 at 30 June 2011.. 11/62.3 Coop Guaranteed Investment Account deposit of 10,031 at 30 June 2011.. 11/63 Matters to be raised by members for the next agenda. Please note that no decisions can be lawfully made under this item. LGA 1972 Schedule 12 10(2)(b) states that business must be specified, therefore the Council cannot lawfully raise matters for decision.
