PERRANARWORTHAL PARISH COUNCIL MINUTES OF MEETING HELD IN THE VILLAGE HALL ON WEDNESDAY 27 MARCH 2013 Present: In attendance: H Kneebone (Chairman) Mrs J King G Dyer P Fox Mrs H McCombie M Cowley M Pryor A Goodman (Clerk), C Ridgers & 4 parishioners Apologies: PUBLIC COMMENTS K Winterson, G Brown Mr Richards advised the meeting that he has identified 7 names that have been missed off the war memorial and whether the council could consider arranging for these names to be added before the centenary of the outbreak of war in 2014. He will provide clerk with details of the names. The seat at Trewinnard Cross was welcomed but needed further fixings and plaque. A parishioner wished to make the point that the proposed further development of Perran Foundry will result in the village becoming a rat run as was seen by the diverted traffic after the accident recently. Highways and the Police should be congratulated that the 20mph signs were replaced on School Hill within 14 days. 26.03.13 The Road Traffic Accident on the A39 was noted that it caused traffic chaos in the area. 1. MINUTES OF PREVIOUS MEETING A J Goodman Discussion: The Minutes of the Parish Council held on 27 February 2013, having been circulated, were accepted as a true and correct record and that they should be signed as accurate. PERRAN FOUNDRY A Goodman The clerk presented a draft Residential Travel Plan originally prepared in 2007 which meant very little but he also presented a detailed road layout that supposedly has been agreed by Highways. It was agreed that this plan would have detrimental effects on traffic using that bit of road and doesn t prevent the sort of accident that happened this week with somebody trying to turn right from Mylor to Truro. It was agreed that the clerks action, of objecting to the planning application for an amendment to the number of properties on site on the grounds of traffic congestion and potential accidents and requesting that any further traffic plan should be subject to public consultation as a condition, should be approved. JK reported that at the last meeting it was agreed that the legacy would not be able to help the village hall development and C Bridges will be presenting a draft plan to the next meeting for discussion based on the fact that any development of the hall itself will be a secondary development. 2. AGM of Village Hall Committee to be held 22.05.13 1. It was noted that an assumption had been made that the building required by Age Concern would be built on the village hall land however this has not been agreed by the council. 2. Footpath 11 still missing a footpath sign 2. Footpath 1 towards the church needs trimming from top stile to gateway 3. Footpath 23 has a low branch hanging down which needs clearing 4. Footpath 7 Ranger has agreed to install vertical posts to aid getting over the stile at no cost to the council. 5. Trewinnard Cross Seat has been installed but it was agreed to fix all 4 feet to the concrete and plaque to be arranged with the words In celebration of the Diamond Jubilee of Her Majesty Queen Elizabeth II 1962 2012. 6. Clerk has 10 Nomination Packs for people who wanted them 2. Nominations should be delivered to CC by 5 April at noon 3. Election day is 2 May 2013 4. Outgoing Councillors will retire on Monday 6 May 2013 and New council will come into office on the same day. 5.
