Cllr Vickers raised concerns about councillors who have repeatedly missed meetings. Clerk to discuss further with the Chairman who will report back at the next 18.002 Members declarations of interest None 18.003 Members request for dispensation None received. 18.004 To approve the Minutes of the Meeting 4 th December 2017. It was resolved to accept the minutes as a true and accurate record of the 18.005 To discuss Matters arising from these minutes only. None which will not be covered by following agenda items. 18.006 Speeding Update: Cllr Vickers commented that there have been numerous communications since the last meeting from one resident and, in response, from Sarah Barnwell. Cllr Vickers stated that we should be more involved with what is happening regarding the developers and their obligations regarding section 106 and how that impacts our scheme. Cllr Watt stated that CBC are involved on a planning level and she will attempt to find out more details for us. Cllr Vickers suggested that we need to speak directly to the developers and that perhaps we can come to some
agreement between us. Cllr Vickers confirmed that he has asked for costings on the original designs and expects to receive them within the week. The resident, Simon, is also able to provide a costing for the design he believes will be a better fit so we will have all the information we require. Cllrs Walker and Preim voiced concerns that the developers original plans for roads already put in did not go according to plan. Cllr Vickers asked the clerk to arrange a meeting with Persimmon Homes. Clerk to take forward. 18.007 Public Time (15 mins): Simon stated that the drawings presented by Sarah at the last meeting had been put together in haste before the He states that the build out blocks 3 drives and the entrance to the cricket club and that there is a much better location for it in front of green space. He stated that the raised table was not required and that he could provide documented evidence of the effectiveness of build outs in similar locations / situations. He stated that speed humps / raised tables caused noise pollution and have a negative environmental impact. There was further comments about maintaining whatever we pay for going forward and the need to ensure that it is adopted. Another gentleman pointed out that whatever we do it does need to be approved by highways and we need their permission. If you don t follow the advice of highways and whatever is installed leads to injury to persons or damage to vehicles / traffic accidents then we will be liable to prosecution. Cllr Preim stated that the original diagram shows the chicane is clear of the new houses at Deene End however if we moved the chicanes closer together there might not be a need for the raised table. Simon stated there will be a need to close the road for a minimum of 3 weeks, the lead time is approx. 10 weeks. Due to the low number of councillors in attendance and key members of the Speed Working Party being amongst those missing it was decided to organise a Speed Working Party meeting to discuss the plans in light of suggestions and comments from the public. Meeting to be arranged with the Clerk. Angela, PHPNA, raised concerns about the disconnect between Weldon village and Priors Hall Park and the need to work towards a more joined community. We have common issues and we don t want the divide.
She raised concerns about the lack of grit bins in Priors Hall Park and asked why there are no Parish Council bins. The clerk advised that we would not be able to place bins on private land and as the highways had not been adopted they were still private property. The clerk suggested that they need to speak directly to the management company and offered to do that on behalf of the residents. Angela confirmed that they were in direct dialogue with Urban & Civic and she would follow this up. The Clerk will attend the next PNPNA meeting on Thursday 11 th January 2018 at 19:30. Cllr Watt commented that PHP residents are entitled to come to Weldon and remove grit from Parish Council grit bins for use on Priors Hall Park. Urban & Civic will also be invited to the next Parish Council 18.008 Police / Neighbourhood warden (a) Police update and monthly statistics: An email has been received to confirm that police presence will be provided for Parish Council meetings. All clerks have been provided with the ability to access crime reporting. The figures for December were not available ahead of the meeting but it was agreed that they would be recorded within the minutes for public information. If available when the minutes are being produce. As of this time December figures are still not available online. (b) Neighbourhood warden update: No update available, no one in attendance. It has been confirmed that the Wardens will continue to try and attend meetings but cannot guarantee attendance. An email update will usually be sent prior to the meetings where attendance is not taking place. 18.009 Borough / County councillor update: No update. 18.010 Planning: The following planning application was reviewed: 17/00654/DPA Proposed single storey side and rear extensions 5 Kings Road Weldon: No objection. Weldon Landfill Site: 17/00058/WASVOC, 17/00059/WASVOC & 17/00059/WASVOC. A decision was made to postpone comment on these application until we have more understanding of the future plans. Planning meeting to be organised for 12 th January. Clerk to request an extension to the period to comment.
18.011 Finance: To approve monthly Receipts & Payments: J Lewis Salary & Expenses 1,015.47 LGPS Pension Payment 335.39 NALC Councillor training 42.00 Mr D Preim Chairman expenses 50.00 1,442.86 It was Resolved that the payments be made in accordance with the Local Government Act 1972 and subsequent amendments. 18.012 Neighbourhood Development Plan: Manual input of the data from the survey forms has begun. Completion is estimated to be end of January after which analysis will then take place. Next NDP meeting will take place in February to plan the next steps. 18.013 Grit bins: (Please see public time regarding Grit Bins On Priors Hall Park). Weldon Parish Council Grit bins have a solid mass of grit in them which needs to be removed and refreshed with new grit. Clerk to arrange. Thank you to Councillor Preim for his work investigating the state of the bins. 18.014 Parish Councillor Vacancy: Required notice will be displayed within the next few days, a notice will also go into the newsletter and on the website. Anyone interested should contact the clerk for further information. Closing date will be set for 12 th February 2018 18.015 Trees in the pocket park obscuring the Church: Six companies have been out to view the job but we have only received 2 quotes. It was resolved to go with the quote which was the cheapest but also that we have personal knowledge of the standard of their work. Awaiting confirmation from Cllr Taylor regarding permissions required. Cllr Walker to take forward. Cllr Watt to forward Tree surgeon details. 18.016 Village Planters: Initial meeting has taken place with some very positive ideas including planting on the village green and the triangle of land in the centre of the village. Further meeting within the next month and a further will be given at the next 18.017 Community Garden: Planned activities The first activity will the big clear up where residents will be asked to come along and give a hand clearing and preparing the site. There will be a BBQ lunch for those participating and Tea and Coffee / squash available.
Going forward an activity will take place on the 2 nd Saturday of the month. It is proposed that the garden will be open to anyone who wishes to have a go at planting / growing. Everyone will be welcome. Flyers have been designed and will be going out shortly to all houses and then will be placed in school bags nearer the date. The sub group will meet 24 th January to finalise details. 18.018 Woodlands Park Outdoor Gym: Cllr Walker has not been able to obtain confirmation of support from CBC for this project but will continue to push for a response. Chris Stevenson confirmed why the original equipment was decommissioned so that might be a path of communication should he continue to get no response from Rachel Richardson. Cllr Vickers has spoken to Tesco and we are not on the list for consideration for the next round of funding. Cllr Walker has also spoken to Grantscape. We need to look at putting in a application to the National lottery. A meeting will be arranged with Suzanne Preston to discuss further as she was a significant help with the Rose Avenue play area. 18.019 Correspondence received by the clerk not covered above: None.
