BACKGROUND AND STRATEGIC STUDIES Entrusted to PROINVERSION At the beginning of 2010, the Ministry of Transport and Communications commissioned PROINVERSION to start the private investment promotion process to transfer to the private sector, through a Public - Private Partnership (PPP) the construction and operation to the New International Airport of Chinchero Cusco(AICC). Project Feasibility PROINVERSION hired the services of an international company specialist in airport matters: Initial strategic studies of the project were prepares articulating and validating existing reports from the 1980s. Studies concluded that the construction and operation of the AICC are completely feasible from a technical and operational point of view and that some operational improvements could be achieved compare to the airport currently operated. Due to the change in the funding scheme to a co-financing by the State concession, in 2013, the consulting firm has developed the feasibility studies according to the Peruvian legislation, which were approved by the Ministry of TransportandCommunicationsatSeptember 30 th,2013. 2
CURRENT SITUATION The International Airport Alejandro Velasco Astete (AIVA) is the second major airport in Peru. It served 2.1 million passengers from January to November 2013. CURRENT SITUATION Orographic and meteorological restrictions of the AIVA airport limit its technical capacity. Operations(landings and departures) are performed by a single threshold. The AIVA airport is surrounded by commercial and residential buildings. Residents constantly complain about airport noise. 4
CURRENT SITUATION Therefore, with the official announcement, the State seeks to address: Sustainted growth expectation of traffic in Peru and in Cusco. Thetourismpotential to bedevelop, which is at risk of not being addressed by the limitations of the AIVA airport The difficult inclusion of the AIVA airport in the urban zone of Cusco, which involves operational, safety complications and compatibility with the citizens demandas.
