Lake to Lake Route 2 Lake to Lake Route In 2008, the York Region Pedestrian and Cycling Master Plan was adopted by Council. The cycling route and walking trail will extend from Lake Simcoe at the northern edge of the York Region through the City of Toronto to Lake Ontario. In Markham, the main N-S spine will extend from Highway 7 to Steeles Avenue and will provide access to Richmond Hill and Toronto MUP networks.

MUP Program in Markham - Completing main spine of Rouge Valley Trail (Toogood Pond to 14 th Avenue) - Since 2013, City Council has approved approximately $5.5M for the Rouge Valley Trail (for about 5.4km of MUP) - Various MUP constructions with Regional & City road projects, (e.g. Woodbine By-Pass, Markham Road, Warden Avenue, Main Street Markham) 3 Last 5 Years Next 5 Years - Need to focus on N-S routes & feeder trails - Need to advance trail system in Thornhill & Milliken - Identify other routes to fill gaps or to meet demands - Provide Auxiliary facilities (e.g. bike parking, signage) - Offer education and promotion on Markham s MUPs and trail system

Lake to Lake CPAC Endorsement - York Region staff made a presentation to CPAC on the Lake to Lake Route - The presentation discussed details of the route in Markham, time schedule of implementation, and the potential cost-sharing - CPAC recommended that the City support the Lake to Lake Route implementation through Markham - CPAC requested Council to include funding of the Lake to Lake Route in the 2017 capital budget 4 February 18, 2016 March 24, 2016

Benefits of Lake to Lake Route in Markham 5 - Main N-S MUP spine through Thornhill - Serves as a commuting and recreational route for cyclists and pedestrians - Provides access into Richmond Hill and Toronto MUP networks - Permits further MUP connection to serve Thornhill community - Funding partnership with York Region to expand Markham s MUP system Source: York Region

Lake to Lake Implementation Cost Estimates Estimated City of Markham Annual Maintenance Costs MUP along Leslie St. & John St. 2.1km $ 12,000 $ 7,000 TOTAL 4.2km $ 72,000 $ 16,000 The estimated annual maintenance cost of the Lake to Lake MUP (Markham Section) is approximately $ 88,000. York Region is considering assumption of all MUP within arterial roads. If approved, the Region would assume ± $50,000 of the above estimated annual Operations & Maintenance costs. 7 MUP Distance Winter Maintenance (Plowing Only) Summer Maintenance MUP over bridge crossings (may require loading and hauling) MUP within German Mills Settlers Park 1.1km 1.0km $ 60,000 $ 5,000 Off-road trails are not maintained in winter $ 4,000

Staff has included the Markham s share ($1,415,690.21) for the 2017 Capital Budget request. Council consideration of funding in the 2017 Capital Budget process. Region and City execute agreement(s) for the cost sharing and implementation of the project. 8 Next Steps Region completes design in early 2017. Region tenders March/April 2017. Construction: starts late spring 2017 Completion summer 2018

2. That the presentation provided by Brian Lee, Deputy Director of Engineering, entitled York Region Lake to Lake Implementation City of Markham Staff Presentation be received; 3. That the Lake to Lake Route implementation for the Markham section be endorsed in principle subject to funding; 4. That Markham s funding share of the construction of Lake to Lake Route through Markham ($1,415,690.21) be considered under the 2017 Capital Budget process; 5. That Markham s funding share of $1,415,690.21 be funded 35% from Development Charges and 65% from non-dc Growth Reserve; 9 Draft Resolution 1. That the presentation provided by Stephen Collins, Acting Commissioner, Transportation Services, York Region entitled Lake to Lake Route Implementation in Markham be received;

6. That the Operations Department s operating budget include the funds in the maximum amount of $88,000 in the 2018 Operating Budget to cover annual operations and maintenance requirement for the Lake to Lake MUP Route through City of Markham upon completion of construction; 7. That the Region of York be authorized to design and tender the Lake to Lake MUP route in Markham; 8. That the Mayor and Clerk be authorized to execute further agreement(s) with York Region for the cost sharing and implementation of the project; 9. That the Regional Municipality of York be advised accordingly; 10. That staff be authorized and directed to do all things necessary to give effect to this resolution. 10 Draft Resolution (Continued)
