1. Summary of 2014 Community Park Survey The Park Committee believes that its role is to continue to manage the park for the benefit of the community, to insure that continuous investment is made to preserve the park infrastructure and natural areas, and to insure that park use is consistent with the themes of historical, cultural, family, and artistic use. In 2014, a comprehensive park survey was completed. Kelley Market Research assisted in the data analysis. Over half of the village property owners responded. The Park Committee will use the park survey data for future planning and prioritization of projects. A summary of the survey follows. The full survey can be reviewed by contacting the Park Committee chair. As in past years, the park is viewed as a centerpiece of Stockholm. Operating Plan 2015 Accomplishments - Negotiated agreement with BNSF with park funding of $250K - Constructed wildlife viewing area partially matched by the Recreational Trail Grant - Improved several campsites with crushed rock - Purchased newer, lighter picnic tables for testing Events: Stockholm Art Fair Ragnar Relay Tour de Pepin Key Areas for Current Year Improvements Priority projects for 2016 include: - Completing work as part of the Quiet Zone Project (road widening, sidewalk, median barrier) - Plant a natural noise barrier of conifers along the railroad tracks - Restoring the pier surface (fill and level) - Drafting a new Master Park Plan which supports 2014 park survey findings - Consideration of removing camp sites nearest the beach and pond (10, 11, 24, 25) Longer-term Improvements The following ideas are on the list for consideration in 2016 and 2017. These will be considered in the context of the new Master Park Plan and future capital plans: - Taking actions recommended by the Master Park Plan - Closing and/or relocating tent camping - Closing and/or relocating camp sites (numbers 13-16) - Consideration of adding 4 new camp sites across the street from number 1 - Replace/remove camping area perimeter posts - Adding a removable dock - Boat ramp improvements - Build a storage rack for canoes and kayaks owned by residents 7
Park Policies and Rules 1.1 Authority This ordinance is adopted by the Village of Stockholm under the authority granted by Wisconsin Statutes. 1.2 Purpose and Intent The intent of this ordinance is to promote the safety and well-being of park users, and to assure village property owners and residents that park usage is appropriate to the cultural, historic, family, and artistic values of the community. This ordinance replaces Ordinance 2006-1. 1.3 Definitions Small group: 25 or fewer people Medium group: 26 to 50 people Large group: 51 to 100 or more people Commercial use: admission is charged and/or a free-will offering is expected and/or something is sold and/or the event is advertised to the public. 1.4 Park Permits and Fees All current Stockholm Park fees are listed in the Village Chart of Fees and Permit Costs. Special Benefits to Stockholm Residents: Stockholm residents are entitled to the following benefits: - Waiver of the Park Use Fee for gatherings or events of fewer than 25 people hosted by the resident - Waiver of camping fees when residents personally camp in the park. Residents are subject to all park regulations, including limitation on length of stay. Park Use Application: Anyone wanting to use the park must submit an Application. The basic criterion for granting a Park Use Application is that the purpose of the event is appropriate to the historical, cultural, family, and artistic values of the property owners and residents of the Village of Stockholm. Park Use Fee: The Park Use Fee varies by the size of group, purpose of the event, and duration of the event. The Park Use Fee must be paid by ALL users including Stockholm property owners, residents, and greater Stockholm community members planning an event for more than 25 people. For Stockholm residents the Park Use Fee is waived for groups <25 people, but must be paid for groups larger than 25 people. If the event is cancelled within 48 hours of the planned date the Park Use Fee will not be refunded. Park Security Deposit: The Park Security Deposit is a charge in addition to the Park Use Fee for groups of 100 or more people. The Park Security Deposit will equal the amount charged for the Park Use Fee. The Park Security Deposit will be refunded in total or in part depending on condition of the park after the event. The Village reserves the sole right to determine how much damage has been done, and the amount of the Park Security Deposit to be withheld by the Village to cover restoration costs. Park and Village Hall users must return each facility to the condition in which it existed prior to their use. 1.5 Permitted Uses Tent and RV camping, fishing, picnics, recreation, and small group events (25 or fewer people) organized by property owners or residents for their families and friends. A Park Use Fee is not required, but a Park Use Application must be submitted. All other proposed uses require a Park Use Application, payment of a Park Use Fee, and provision of a Security Deposit if required by group size. The following restrictions apply to residents and non-residents alike: - All users must adhere to posted regulations. - No loud music after 10 PM or before 8 AM. - No dumping or leaving trash on park grounds. - Driving is permitted on designated roadways only. - ATVs are not allowed in the park. - Boat trailers may not be parked without the owner being on-site or utilizing the boat launch. - Overnight parking of boat trailers is not allowed. 1.6 Insurance Prior to granting a permit for any group of 100 or more people and all commercial/admission charged events, the applicant must provide a copy of a single limit liability insurance policy in the amount of $1,000,000 naming Village of Stockholm, Pepin County, Wisconsin, as additional insured. 1.7 Parking: Groups of 50 or more people must use the area designated for their parking. 1.8 Sanitation: Groups larger than 50 people must provide one satellite toilet unit for every 100 people. (e.g. A group of 100 people requires 1 satellite toilet, a group of between 100-200 people requires 2 satellites). Groups must contract directly with providers of satellite toilets, and they must be dropped off no more than 24 hours before the event is scheduled to start, and must be removed no later than 24 hours after the event is scheduled to conclude. 10
1.9 Clean-up All groups must clean-up their trash and remove it from the park and the Village of Stockholm Hall at the conclusion of the event or no later than 10 pm on the day of the event. Failure to clean-up will result in the forfeiture of the Park Security Deposit. 1.10 Alcohol The sale of alcohol is not allowed in the park. 1.11 Event Duration No event is permitted to last longer than 12 hours. All attendees must be out of the park by 10 pm except those who have paid for camping. All noise must cease by 10 pm. 1.12 Camping Reservations Tent camping and RV sites cannot be reserved in advance of arrival. Spaces are allocated on a first come basis. 1.13 Park Use Application The form can be downloaded from the Village website. The completed form and the check for the application must be received by the Village Clerk at least 30 days prior to the date of the event. The checks for the Park Usage Fee and the Security Deposit must be received two weeks prior to the event date. Website: Stockholm Wisconsin.com, select About, then select Camping. The kiosk is not to be used for commercial purposes (e.g. items for sale, commercial advertising, etc.). The Park Committee has the final discretion on the removal of non-conforming postings and may do so without notice. 11
Fee Recommendations The Park Committee has made the following fee recommendations to the Village Board for 2015. Fees are based on both costs and the competitive environment, and reflect the unique nature of Stockholm s park. This Village Board has recommended an increase of 10% in RV camping fees, which are reflected below. The official fee schedule is published in the Village s Current Usage Fee Schedule. Tent Camping: $15 per site per night. There is a limit of 2 tents per site. RVs: $22 per night. RVs (weekly rate): $120 per week. RVs (monthly rate): $385 per month. Please note, there is a one-month restriction on continuous camping. 12
