(Stantec) has been retained by the City f Mississauga t cmplete a Municipal Class Envirnmental Assessment (Class EA) and Preliminary Design fr Curtneypark Drive East between Kennedy Rad and Dixie Rad, including the intersectins (the study area). The fllwing Safety Perfrmance Review was undertaken as part f this Class EA with the purpse f establishing the safety perfrmance f the Curtneypark Drive East crridr within the study area under existing cnditins. This reprt is intended t be cmplementary t the Transprtatin & Traffic Analysis Reprt fr this Class EA, als cmpleted by Stantec. Within the study area, Curtneypark Drive East is a fur-lane urban arterial radway. The adjacent land uses are primarily light-industrial and cmmercial/retail. Accrdingly, heavy vehicles make up a significant prtin f the traffic vlumes in this area up t 30% n thrugh mvements, and up t 40% f certain turning mvements. Curtneypark Drive East experiences typical daily fluctuatins in traffic vlumes, with the AM peak perid typically ccurring frm 7:30 8:30am and the PM peak perid generally ccurring frm 4:30 5:30pm. Frm Kennedy Rad t Tmken Rad, turning mvements are well cntrlled by the cmbinatin f a raised centre median; there is ne cmmercial access (rightin/right-ut) n the suth side f Curtneypark Drive East, just east f Kennedy Rad. Intersectins are adequately-spaced and fully-signalized, with the exceptin f the west Highway 410 West Ramp Terminal intersectin. Visibility is generally gd, as bth the hrizntal and vertical alignments f Curtneypark Drive East are cmprised f large-radius/flat curves as the radway crsses Highway 410. East f Tmken Rad, Curtneypark Drive East assumes a five-lane crss-sectin as the raised centre median is largely replaced by a painted median. Signalized intersectins at Ordan Drive/Shawsn Drive, Vipnd Drive, and Ordan Drive facilitate nrth-suth access within the study area, while full-mves access t several midblck entrances is accmmdated by the painted median. Again, visibility is generally gd as the hrizntal alignment is characterized by large-radius curves and there is n vertical curvature f any significance. A fully-signalized intersectin is prvided at Dixie Rad. The Safety Perfrmance Review cnsisted f tw parts. The first was a desktp review f available cllisin data t identify any trends r patterns that culd suggest a safety r peratinal deficiency in the existing rad r intersectin cnfiguratin. The secnd part was a thrugh analysis f factrs affecting safety perfrmance during a site visit by an experienced transprtatin engineer, which included a review f radway/intersectin cnfiguratin/gemetry, visibility, radside cnditins, traffic peratins, and adjacent land use. The desktp review fcused n the cllisin histry and pssible causes, the traffic vlumes using intersectins, and any bvius safety deficiencies that culd be identified frm grund phtgraphs, aerial phtgraphs, and/r tpgraphic plans. The trends and patterns f cllisins (and related ptential causes) prvide the reviewer with a list f cncerns t cnsider during the site visit. These cncerns were cmbined with issues bserved during the site investigatin fr further analysis, and als cnsidered in the verall cntext f the Transprtatin Analysis Reprt. Histrical cllisin data was prvided by the City f Mississauga (years 2008-2013), the Regin f Peel (years 2008-2012), and MTO (years 2008-2013). MTO indicated that the 2011-2013 data may be partially incmplete. Turning mvement cunts at each intersectin in the Curtneypark Drive East crridr were cnducted by Stantec n Nvember 12, 2013. Cllisin summary tables have been develped t islate pssible trends, such as cllisin type, lcatin, time f day, and weather cnditins. SAFETY PERFORMANCE REVIEW Cllisin Analysis & Field Review April 22, 2015 Despite the presence f a far-side MiWay transit stp n the sutheast crner f the Dixie Rad intersectin, n sidewalk is present n the suth side f Curtneypark Drive East. A full-width sidewalk shuld be prvided at this lcatin t accmmdate pedestrians wh wish t access the transit stp. A line f trees is lcated n the west side f Dixie Rad, apprximately 75m nrth f the Curtneypark Drive East intersectin. These trees impede the sightline f a pedestrian crssing the channelized suthbund right-turn and shuld be trimmed back r remved. A near-side bus stp lcated n the nrth side f Curtneypark Drive East, east f Dixie Rad, is lcated mre than 100m frm the nearest crsswalk. This ptentially encurages transit users t crss utside f the prtected crsswalks at the Curtneypark Drive East & Dixie Rad intersectin. Stantec recmmends that this transit stp be relcated further west, t prmte crssing at the intersectin. Additinally, it shuld als be nted that detectable warning surfaces are nt present n any f the crsswalks (per AODA and the City f Mississauga Accessibility Design Handbk). 2.2 MID-BLOCK LOCATIONS & MINOR INTERSECTIONS The average number f cllisins per year and the mst-recent turning mvement cunts were used t determine the average cllisin rate per year per Millin Vehicle Entering (MVE) fr each sectin f Curtneypark Drive East bth between majr intersectins and at each minr intersectin within the study area. A cllisin rate less than 1.0 cllisin per MVE per year is generally cnsidered t be within the expected r nrmal perating range fr a given lcatin. Nte, the City f Mississauga s cllisin data fr the sectin f Curtneypark Drive East, between Kennedy Rad and Tmken Rad, was divided int tw grups Kennedy Rad t the Highway 410 West Ramp Terminal intersectin, and the Highway 410 East Ramp Terminal intersectin t Tmken Rad.
