Government Order No: 282 F of 2010 Dated: 24 11 2010 As recommended by the J&K Service Selection Board, sanction is hereby accorded to the temporary appointment of (68) candidates, who have got their qualifications certificates reserved category certificates verified by the Director General Accounts & Treasuries and their particulars are indicated in the Annexure A to this Government order as Account Assistant (Apprentice) in the Accounts & Treasuries organization, Finance Department against the posts created under Government Order No. REV/MR/147 of 2009 dated 28 10 2009 read with Government Order No.REV/MR/79 of 2010 dated 29 04 2010 under Prime Ministers Special Package for Return of Kashmiri Migrants to Kashmir Valley and their Rehabilitation therein. After successful completion of one year s compulsory training (Six months theoretical and six months practical) at Accountancy Training Institute Srinagar they shall be formally placed as Accounts Assistants in the PB 1, Rs 5200 20200 + Rs 2800 Grade Pay and adjusted in their respective Home Districts (before migration) in the Kashmir Valley.Their services conditions shall be regulated under the provisions of Rules for Admission In the Accountancy Traning School for various Accountancy Courses and Examination thereof and J&K Subordinate Accounts Service Rules. The appointees shall report to the Principal, Accountancy Training Institute Srinagar within a period of 30 days from the date of issuance of this order. They shall be allowed to join and their joining report shall become effective only after they execute an agreement in the Form prescribed (Annexure B) under Jammu and Kashmir Kashmiri Migrants (Special Drive) Recruitment Rules, 2009, issued under notification SRO No,412 of 2009 dated
30 12 2009, besides production of following certificates/documents in original: 1. Academic/Technical Qualification Certificates. 2. Date of birth certificate. 3. Health Certificate issued by the competent authority. 4. Permanent Resident certificate. 5. Relevant Category Certificate (in case the candidate belongs to reserved category). 6. Certificate from General Manger, DIC concerned and Deputy Director, Employment concerned to the effect that no loan under Self Employment Scheme has been taken. 7. Migration certificate of being a Kashmiri Migrant duly issued by Relief & Rehabilitation Commissioner, Migrants. In case any appointee fails to join within the stipulated period of 30 days, his/her appointment shall stand cancelled without any further notice. The appointment shall be subject to the following conditions: a) The appointee shall give an undertaking in the shape of an affidavit to the effect that in case adverse report about his/her character and antecedents is received from the additional Director General of Police, CID Jammu and Kashmir, to whom a reference shall be made by the Department, his/her appointment shall by itself stand cancelled ab initio and he/she have no claim of his/her appointment. b) The verification of qualification certificate/reserved category certificate (wherever applicable) from the concerned issuing authority. The stipend/salary of the appointee shall not be drawn and disbursed unless a satisfactory report in respect of (a) & (b) above is received. In case any appointee migrates from Kashmir Valley at any time during his/her service tenure, for any reason whatsoever, his/her appointment/service shall stand terminated without any notice by itself by the action of his/her migration. WHEREAS, vide Government Order No: dated the executor has been appointed on probation as in the Department subject to execution of this Agreement, and inter alia on the explicit condition that his appointment as such shall subsist only so long as he/she serves in the Kashmir valley; and
WHEREAS, that the appointee shall be considered for regularization on the basis of his performance and satisfactory completion of period of probation in accordance with aforementioned rules, and WHEREAS, that the appointee agrees to serve in Kashmir Valley and will at no stage opt or seek for transfer outside Kashmir Valley; and WHEREAS, the appointee agrees that in case he/ she migrates again from Kashmir Valley at any stage for any reasons whatsoever, he/ she will stand automatically terminated from the service and shall have no claim against any post under the State; and WHEREAS, if the appointee willfully neglects or refuses to perform his/her duty in Kashmir Valley the appointing authority shall immediately terminate his/her service and WHEREAS, the appointee will at no stage seek or opt for transfer outside the Kashmir Valley.
