Chairman De Wet called the meeting to order at 8:25 a.m. February 18, 2016 Joint Health & Safety Committee Meeting Moved by Member Eherer to approve the Agenda, as presented. January 21, 2016 Joint Health & Safety Committee Minutes Moved by Member Markowski to approve the Minutes from the January 21, 2016, Joint Health & Safety Committee Meeting. New Joint Health & Safety Committee Members Orientation Chairman De Wet reviewed the Joint Health & Safety Committee Terms of Reference with all Members. WHIMS Training Chairman De Wet informed the Committee that he will be completing the WHMIS 2015 - Train the Trainer course on February 23, 2016. He will then be hosting the new WHMIS 2015 course for all required County employees.
JHSC 16-18 Moved by Member Wilkinson to accept the WHMIS Training verbal update, as information. 2016 Hazard Assessments Chairman De Wet informed the Committee Members that all Hazard Assessments have been sent out for completion and Leah Blair will be accepting the completed forms for updating before February 29, 2016. JHSC 16-19 NEW BUSINESS: JHSC 16-20 Moved by Member Woodward to accept the Hazard Assessment verbal report, as information. Co-Chairperson Election Moved by Member Eherer to appoint Member Senyk as the Co-Chairperson of the Joint Health & Safety Committee. Incident Report #2016-02 - Plow Truck Incident Chairperson De Wet reviewed Incident Investigation #2016-02 for all Members present. Rock in windshield. The resulting investigation by the Maintenance Foreman found that while the Plow Truck Operator was sanding the Alpac highway, a rock damaged the windshield of an oncoming pickup truck. It was also noted by the Maintenance Foreman that does not screen our sand, and this does have an effect on sand quality. Discussion ensued. JHSC 16-21 Moved by Member Strembesky to accept Incident Report #2016-02, as presented; to concur with the Health and Safety Coordinator's recommendation that the Maintenance Foreman look into the possibility for sand screening in 2017. Furthermore, Operators ensure that when loading sand into plow trucks, they do their best to prevent overfilling and turn off sanders before meeting oncoming traffic; and that no further action be required.
Incident Report #2016-03 - Truck & Pup Incident Joint Health & Safety Committee Chairperson De Wet reviewed Incident Investigation #2016-03 for all Members present. Rolled tandem pup. The resulting investigation by the Health and Safety Coordinator found that while traveling east on Township Road 670.5, the truck and pup went off the road on the passenger side. The Operator attempted to correct his actions and pulled the truck back onto the road, resulting in the pup flipping over. It was noted that although the road conditions were icy in places, this incident took place while driving on a straight portion of the road. Also, the Operator admitted to inattention and not wearing his seat belt. JHSC 16-22 Moved by Member Kosinski to accept Incident Report #2016-03, as presented; to concur with the Health and Safety Coordinators recommendations that the Maintenance Foreman enforce existing procedures with the Operator; and that no further action be required. Incident Report #2016-04 - Vehicle Damage Chairperson De Wet reviewed Incident Investigation #2016-04, for all Members present. Damaged light truck door. The resulting investigation by the Shop Foreman found that while pulling a pickup truck onto the hoist, the Small Vehicle Mechanic put the vehicle in park, opened the door and stepped out. The vehicle then rolled back, damaging the door on the left side. It was noted that the vehicle was not securely in the park position. JHSC 16-23 Moved by Member Kosinski to accept Incident Report #2016-04, as presented; to concur with the Shop Foreman's recommendation that Employees always ensure vehicles are fully secured in the park position and there is no rolling motion before exiting; and that no further action be required. Incident Report #2016-05 - Member of Public Chairperson De Wet reviewed Incident Investigation #2016-05, for all Members present. Irate member of public. The resulting investigation by the Health and Safety Coordinator
found that two Administrative Employees had received calls from a member of public who acted in a harassing manner. This individual has a history of calling the County and intimidating staff. This incident was reported to the RCMP. JHSC 16-24 REPORTS: Moved by Member Markowski to accept Incident Report #2016-05, as presented; and that the Health and Safety Coordinator investigate with the RCMP the possibility that the individual s photo be shared with key County Employees as part of s emergency awareness. ARWSC Report Member Pei had nothing to report at this time. ARWSC Formal Inspection Task List All Members present, reviewed the updated Aspen Regional Water Services Commission Formal Inspection Task List.
