NOTICE INVITING APPLICATION FOR EMPANELMENT OF SURVEY CONTRACTORS / AGENCIES FOR CONDUCTING AERONAUTICAL SURVEY OF CIVIL AIRPORTS UNDER OPERATIONAL CONTROL OF AIRPORTS AUTHORITY OF INDIA (AAI) Applications for short-listing are invited through bid no. 1000002998 of the e- tendering portal https://etender.aai.aero/irj/portal by Assistant General Manager Engg(C)-I, Airports Authority of India, Rajiv Gandhi Bhawan, Safdarjung Airport, New Delhi-110003 on behalf of Chairman, A.A.I. from the eligible contractors/agencies for Empanelment of survey contractors/ Agencies for conducting Aeronautical survey of Civil Airports under operational control of Airports Authority of India (AAI). 1. Procedure for Empanelment - The Agency shall submit an application in the prescribed Performa (Annexure-A) to the ED (ATM) CHQ, AAI Rajiv Gandhi Bhawan, Safdarjung Airport, New Delhi-110003, together with necessary documents in support of their application through E-tendering portal. The authority competent to empanel the Agency will take necessary action to verify the credential/ antecedents of the agency and empanel it. 2. Application fee and mode of payment Rs.563 (Rupees Five Hundred Sixty Three only) (Non-refundable) payable on-line to Airports Authority of India(see annexure A). 3. Processing Fee The applicant must submit a non-refundable tender fee of Rs. 11236/-(Rupees Eleven Thousand Two Hundred and Thirty Six) inclusive of service tax online through payment gateway in AAI E-Tendering Portal. The guidelines to the bidder in this regard and all other aspects are available on E-Tendering Portal. 4. Eligibility Requirements a) Accredited to ISO 9001:2008 standards or having professionally qualified surveyors and project managers to oversee the survey. Field survey staff competent in aerodrome surveying techniques and experienced at working in an operational aerodrome environment. b) Should have carried out Aeronautical Surveys using GPS equipment, total stations and recognized GIS software. 1. Minimum one work costing more than Rs.40 Lakhs OR 2. Minimum two works costing more than Rs. 25 Lakhs each OR 3. Minimum three works costing more than Rs. 20 Laksh each 4. Should own survey equipments like Total stations GPS receiver, Digital theodolites, and recognized GIS software

5. Period The empanelment is valid for three years from the date of conveying the empanelment. During this period, the empanelled agencies only will be eligible to take up Aeronautical works in AAI. This period can be extended for another one year on sole discretion of AAI. 6. Documents to be submitted along with the empanelment application: (a) The application in prescribed Performa. (b) Work Certificates to prove the technical capabilities in Aerial Surveys. (c) The agency may submit the following duly certified by Chartered Accountant. i) Copy of Pan Card ii) Service Tax Reg. No. iii) Last three years audited P&L A/c and Balance Sheet. iv) Last three years Income Tax Return OR Last Income Tax Clearance Certificate v) Latest Three years Turnover i.r.o survey work duly certified by a CA (d) Documents to demonstrate availability by owning key surveying equipments like total Station, GPS, digital theodolites etc. (e) Documents to demonstrate availability of requisite manpower along with their qualification and experience. (f) Annexure A,B & C. (g) Documents (Manufacturer s Certificate) to demonstrate the capability of survey equipments meeting integrity / accuracy specified in the Aeronautical Survey Manual of AAI. 7. Mode of Submission of Empanelment Application- The application for empanelment shall be submitted on-line through AAI s E- Tendering portal in the single bid system given below:- 7.1 Applicants are advised to get themselves acquainted for e-tendering participation requirements at Guidelines for Bidders for online guidance, register themselves at AAI e-tendering portal and obtain Digital Signature Certificate (DSC) before submission of their applications. Applicants are advised to go through the Self Help Files available in the home page on the portal before submission of their applications. Queries, if any, to be raised well in advance through Queries and Replies Section and Collaboration Folder. Any queries raised in the two days of last date of submission of application will not be entertained. 7.2 Applicants shall ensure that they click on the submit button and check the status of their application in the homepage of the e-tendering portal. Saved file will not be available in the portal for opening unless submitted.

8. Scope of work Airports Authority of India owns 125 airports in India. On operational requirement Aeronautical and Engineering surveys to be carried out periodically and maps and charts to be prepared, the details / guidance of which is available in Aeronautical Survey Manual and the same can be downloaded from the website at http://aai.aero/aeronautical survey manual. The scope of work for each airport will be provided separately at the time of calling tender for survey work of that airport. 8.1 The general scope for work / service required are given below:- 8.1.1 Survey of the complete air side area of airport within the airport boundary. This may include following:- i) Operational Area It includes all movement and manoeuvring area comprising runways, runway strips, taxiways, aprons, parking stands, holding positions, isolation bay, stopways, clearway, RESA etc. ii) Non-Operational Area It includes all the remaining areas excluding areas as explained above and may comprise terminal building, fire station, ATC, Perimeter Road, perimeter wall, security posts, all the roads for vehicular traffic of any other building. The survey data will be used for preparation of Airport Grid Map and Aerodrome chart. 8.1.2 Establish the Primary Airport Control Station (PACS) and Secondary Airport Control Station (SACS) in accordance with AAI aeronautical survey manual Part II. 8.1.3 Conduct survey of the Airfield Features comprising the following: i) Runway Points: The 3-dimensional positions of the runway ends, thresholds (or the displaced threshold). End and start of TORA, end of TODA. End of ASDA, the touchdown zone elevation (TDZE) and a vertical profile of runway. In the TDZ, vertical profile points must be measured at 100-foot intervals for the first 3000 feet of the useable runway beginning at each threshold. ii) Terminal Navigation Aids: The 3-dimenstional positions of the following Terminal Navigation Aids will be surveyed. o VOR / DME o ILS Localizer, Glidepath antennae and collocated DME. o ILS Middle and Outer Markers (where applicable show as inset on plan) o IRVR o NDB (Locator) o Radar Antenna o UHF and VHF transmitters

iii) Visual NAV AIDS The latitude and longitude of all Visual NAVAIDs e.g. Precision Approach Path Indicator (PAPI), Runway End Indicator Lights (REILS) Approach Lights, Rotating Beacon, etc. iv) Glide Slope Abeam Point v) Runway Crown and Airport Elevation:- The highest point on each must be determined vi) Other Aerodrome Facilities o Aircraft stand points o Anemometer (s) o ARP o ATC Tower o Runway edge lights if human observed RVR is in use o Runway holding positions vii) Additional information may include the following: o Fire Service accommodation o Emergency access / egress gates and routes o Emergency water supply tanks o Facility safeguarding (fences) o ROP to runway edge lights distances (If available) 8.1.4. Conduct the obstacle survey and determine the penetration of the following Obstacle limitation surface:- o Approach surface (w.r.t Runway end and displaced threshold if any). o Transitional surface. o Inner horizontal surface. o Conical surface o Take-off climb surface. Complete details along with the lateral and vertical dimensions of Obstacle Limitation Surfaces (OLS) are provided in the Airport Survey Manual Part I. 8.1.5 Preparation of the following charts. o Gird Map, o Aerodrome Chart o Type A chart, o Parking and docking chart o Pre-threshold terrain chart. 8.1.6 Horizontal coordinates (lat. & long) shall be provided in the WGS-84 system and vertical elevation shall be provided as orthometric as well as ellipsoidal heights. 8.1.7 Guidence material may also be referred from ICAO documents eg. Annex 14, Doc 9674 etc.

8.1.8 The requirement of survey would vary for each airport and may be as the initial full survey, check survey or geodetic survey as provided in Aeronautical survey manual. More over it may be limited to one single runway. 8.1.9 For any clarification of the technical issues contact ED (ATM), AAI. 8.2 Maintenance and Calibration of Equipments Surveying equipment used will have maintenance (routine & preventive maintenance) and repairs. Include in the Final Project Report the equipment model and serial numbers, and Electronic Distance Meter Instrument (EDMI) calibrations. If a hand-held EDMI is used, compare its distance-measuring accuracy to a distance measured with a calibrated EDMI and report the results in the Final Project Report. 9. Rules for Empanelment, Renewal & Termination: a) The empanelment of Agencies shall be done by ED (ATM) CHQ, AAI, Rajiv Gandhi Bhawan, Safdarjung-110003 or by any authority authorized by him from time to time. After empanelment all correspondence on the subject shall be addressed only to him, in future. b) The empanelment shall be in force for 3 years unless Terminated due to any reason mention hereafter. c) An agency empanelled in his name shall not be eligible for empanelment in the name of partnership firm / company in which it has partnership. d) In case if more than one application where the agency have partnership/stakes are observed, all the applications will be rejected. e) The name, address and other particulars of the Agency / Firm / company should exactly match with those mentioned in all the Licenses / Registrations /Certificates issued by various authorities. It is the Agencies responsibility to keep all the Licenses / Registrations / Certificates issued by various authorities live. The Agency shall produce all the renewed Licenses / Registrations / Certificates to the empanelment authority well before the expiry. f) The Agency should be well acquainted with all existing Acts, Rules, Regulations, Orders and Bye-laws including all statutory amendments and enactments of State or Central Governments or local authorities in respect of Labour and Service Regulations and other areas relevant to this work. g) The empanelment made is not transferable. Subletting / subcontracting is not permitted. h) The empanelment made will confer privileges in getting various documents pertaining to the Aeronautical Survey and are eligible for attending in Training Programmes on the subject works organized by AAI, for which the intimation has been provided. However, it will not confer a right for the agency. The agency can interact with AAI for better understanding about the work. The empanelment will not confer any other special rights or privileges.

i) Application for renewal, if desired, should be submitted before one month of date of expiry of validity of empanelment. j) The empanelment made is liable for revocation / cancellation, if it is found at any time that the particulars furnished by the Agency are false. Not limited to it, following are some of the reasons for deempanelment. 1) Has on more than one occasion failed to execute a contract or has not executed it satisfactorily (or) 2) Fails to abide by the conditions of empanelment (or) 3) Found to have given false particulars / information at the time of empanelment (or) 4) Persistently violates any important conditions (s) of the contact (or) 5) Proved to be responsible for executing the works with defects in a number of cases (or) 6) If the Agency himself or any of his employees is found to be an Engineer / Office who had retired from AAI and not obtained permission from AAI for accepting the contract / re-employment within a period of 2 years from the date of retirement (or) 7) Is declared or in the process of being declared bankrupt or insolvent or wound up or dissolved or partitioned. 8) Persistently violates the Labour regulations and Rules. (k) (l) (m) In case of any fraudulent act by the agency in the application or during the course of work his empanelment will be cancelled and the agency will be black listed. Not Limited to it, following are some of the reasons for blacklisting: 1) There are sufficient and strong reasons to believe that the Agency or his employee (s) has been guilty of mal practice(s) such as formation of ring, bribery, corruption and fraud or 2) The agency or his partner has been convicted by a court of law for offence involving moral turpitude in relation to business dealings or 3) Security considerations / violations of rules including suspected disloyalty to the department / nation. In the above cases of de-empanelment or blacklisting as in paras (k) & (I) above, the reasons for it shall be intimated to the agency and two weeks time shall be given to offer their explanation. If the explanation is not satisfactory action for de-empanelment or blacklisting will be taken. The EMD / Empanelment Fee deposited by the Agency for the particular work, for which actions taken will also be forfeited. The decision of AAI on depanelment or black-listing and forfeiting of EMD / Empanelment Fee in this regard will be final. The empanelling authority is responsible for maintaining and up-keeping the list of depanelled or black listed agencies.
