REPORT FOR ACTION Construction Staging Area 700 Bay Street - Elizabeth Street and Walton Street Date: March 7, 2017 To: Toronto and East York Community Council From: Acting Director, Transportation Services, Toronto and East York District Wards: Ward 27, St. Paul's SUMMARY This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws. PCL Constructors Canada Incorporated is constructing a 32-storey rental apartment building at 700 Bay Street. The site is located in the south-west quadrant of Gerrard Street West and Bay Street. To enable construction of the development, Transportation Services is requesting approval to close the east sidewalk and a portion of the northbound curb lane on Elizabeth Street and also the north sidewalk and a portion of the westbound curb lane on Walton Street for a period of 31 months to accommodate a construction staging area. Pedestrian movements will be accommodated within the temporary sidewalks installed in the closed curb lanes. RECOMMENDATIONS The Acting Director, Transportation Services, Toronto and East York District recommends that: 1. Toronto and East York Community Council approve the closure of the sidewalk and 4.0 metres of the northbound lane on the east side of Elizabeth Street, between Gerrard Street West and Walton Street, from April, 17, 2017 to November 30, 2019. 2. Toronto and East York Community Council approve the closure of the sidewalk and 2.5 metres of the westbound lane on the north side of Walton Street, between Elizabeth Street and a point 63.4 metres east, from April, 17, 2017 to November 30, 2019. 3. Toronto and East York Community Council rescind the existing "Pay & Display" parking regulation on the north side of Walton Street, between a point 9.0 metres east of Elizabeth Street and a point 26.5 metres west of Bay Street. 4. Toronto and East York Community Council enact a "Pay & Display" parking regulation on the north side Walton Street, between a point 70.0 metres east of Elizabeth and a point 26.5 west of Bay Street. 5. Toronto and East York Community Council enact a "No Stopping Anytime" restriction on the north side of Walton Street, between a point 9.0 metres east of Elizabeth Street and a point 70.0 metres further east. 6. Toronto and East York Community Council direct the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 7. Toronto and East York Community direct the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor. 8. Toronto and East York Community direct that Elizabeth Street be returned to its preconstruction traffic regulations when the project is completed. 9. Toronto and East York Community direct that Walton Street Street be returned to its pre-construction traffic regulations when the project is completed. FINANCIAL IMPACT There is no financial impact on the City. PCL Constructors Canada Incorporated is responsible for all costs, including payment of fees to the City for the occupancy of the right-of-way. Based on the area enclosed and projected term of the closure, these fees will be approximately $450,000.00. DECISION HISTORY The Ontario Municipal Board, pursuant to its Order issued September 04, 2015, in relation to Board Case No. PL150428, authorized an amendment to Zoning By-law No. 438-86, for the lands municipally knows as 700 Bay Street and 77 Gerrard Street West. COMMENTS A 32-storey rental apartment building will be constructed by PCL Constructors Canada at 700 Bay Street. The proposed building will be an addition to the existing building at the subject location. The site is surrounded by Gerrard Street West to the North, Bay Street to the east, Walton Street to the South and Elizabeth Street to the west. Street Page 2 of 5

The development will consist of approximately 274 dwelling units. The existing 5-level underground parking garage will be shared by both the existing and proposed buildings. In order to facilitate construction of the new building, the applicant requires a construction staging area within the road allowance on the east side of Elizabeth Street and the north side of Walton Street. Elizabeth Street, between Gerrard Street West and Walton Street is a collector road that operates two-way, on a pavement width of 11.0 metres. Sidewalks are located on both sides of the roadway. There is no TTC service on Elizabeth Street. The parking regulations on the subject section of Elizabeth Street are as follows: West side: "No Standing, Anytime", between Elm Street and Gerrard Street West; "Maximum One-hour Parking, Monday-Friday, 8:00 a.m. to 6 p.m.", between Elm Street and Gerrard Street West; East side: "No Standing, Anytime", between Walton Street and Gerrard Street West. Walton Street, between Elizabeth Street and Bay Street is a local road that operates one-way westbound, on a pavement width of 6.1 metres. Sidewalks are located on both sides of the roadway. There is no TTC service on Walton Street. The parking regulations on the subject section of Walton Street are as follows: North side: " No Stopping, Anytime", between Bay Street and a point 9 metres west; " No Stopping, Anytime", between Elizabeth Street and a point 9 metres east; "Pay & Display Parking, 8:00 a.m. to 9:00 p.m., Monday to Saturday; and 1:00 p.m. to 9:00 p.m. Sunday", between a point 9 metres east of Elizabeth Street and a point 26.5 metres west of Bay Street. South side: "No Stopping, Anytime", between Elizabeth Street and Bay Street. Construction staging operations on the east side of Elizabeth Street will take place within the existing boulevard allowance and northbound curb lane. If the construction staging area on Elizabeth Street is approved, 4.0 metres of the northbound lane and east sidewalk on Elizabeth Street will be closed. Pedestrians will be redirected to an adjacent 1.5 metre covered walkway within the closed portion of the northbound lane. The remaining pavement width of 7.0 metres will maintain the existing two-way traffic operation on Elizabeth Street. To enhance traffic flow around the construction staging Street Page 3 of 5

area, the existing "No Standing Anytime" restriction on both sides of Elizabeth Street will remain effective. Construction staging operations on the north side of Walton Street will take place within the existing boulevard allowance and westbound curb lane. If the construction staging area on Walton Street is approved, 2.5 metres of the northbound lane and east sidewalk on Walton Street will be closed. Pedestrians will be redirected to an adjacent 1.5 metre covered walkway within the closed portion of the westbound lane. The remaining pavement width of 3.5 metres will maintain the existing one-way westbound traffic operation on Walton Street. To enhance traffic flow around the construction staging area, a "No Stopping Anytime" restriction will be installed on the north side of Walton Street between a point 9.0 metres east of Elizabeth Street and a point 70.0 metres further east. PCL Constructors Canada Incorporated will be responsible for the lost revenue for 9 "Pay and Display" parking spaces on the north side of the subject section of Walton Street. The proposed construction staging areas are in close proximity of the Hospital for Sick Children. Transportation Services is satisfied that PCL Constructors Canada Incorporated have looked at all options to alleviate congestion at this location.
