ESD Partnership CaseStory Improving public awareness on climate change through Community Learning Centres (CLCs) in Cat Ba Archipelago Biosphere Reserve, Haiphong City, Vietnam (a BREES PROJECT report)
Some general CLC activities in Cat Ba Since 2005: Implementing Prime Minister Decision 112/2005/QD- TTg on the Project Building a Learning Society. Universal secondary education at CLCs for remote communes like Viet Hai, Phu Long, Hai Son; Short courses for vocational training for local farmers Short courses for local commune officers and residents on laws (family-marriage law, land law etc), general socio-economic issues, husbandry, cultivation, ecotourism, environment and sanitation, reproductive health etc. Refuge centers for evacuated island residents during storms CLCs in Cat Hai District (where Cat Ba Biosphere Reserve located) in 2013: + 100 learning sessions with 84 topics for 7,744 participants. + 3.418 members of 85 Learning Promotion sub-associations + 102 groups of same hereditary-surname and thousands of households register to be learning/studious families + 109,100,000 VND was donated to District Learning-Promotion Association; School Parental Association raised fund for donating learning equipments for schools

The four community group Agriculture Group comprises the rice farmers, crops and livestock and poultry; Fishery Group comprises the people working on the traditional fishing and aquaculture; Tourism Service Group: including of who are currently working in the tourism service companies, hotels, restaurants, or providing services in private sector in Cat Ba; Forestry Group including of rangers and conservation staffs in Cat Ba National Park, conservation officers of Cat Ba Langur Conservation Project and local people who help to protect forest as the volunteer.

Develop community action plans framework plan Contents of action plan include: Technical aspect: is not limited to assess impacts and consequences of climate change, suggest specific practices of preparedness, response and recovery (individual and community practices), apply traditional knowledge and experience, building green lifestyle, develop communication plan in the community, community stories, etc. Implementation strategy: Design the implementation (how the strategy will be carried out successfully by Local Action Group). Monitoring and evaluation: How that plan will improve the community s well-being? Potential negative impact also needs to be assessed by the community.
Develop community action plans Main themes after interview and authority consultation The core group analysis the situation of their occupational sectors in adaptation to climate change and identify the needs of community in preventing and minimizing impacts of climate risks. With the guidance of experts, each group develops an action plan based on the existing problems in the locality, the specific action plan such as below: Fishery group: "Strengthen using of plastic buoy system alternative to foam buoy for fish cage farming in the Ben Beo area, Cat Ba Island Agriculture group: Building the model of community-based waste management in Trân Châu commune Forestry group: Reforestation to absorbs carbon dioxide and improve local environment in Dong Co area of Cat Ba National Park Tourism Service group: "Increasing the use of environmentally friendly equipments in hotels and restaurants on Cat Ba Island.
Lessons learnt CLCs are important tools/innovation for realizing a learning society, contributing to MDGs in Vietnam A national policy has been implemented consistently resulting in all communes having CLCs to integrate informal learning (awareness and vocational) aspects: Teachers from school (formal education) to help with illiteracy alleviation to reach universal primary education across the country; Annual program of operation ensured by CLCs and supporting agencies Support from international agencies, UNESCO/MAB for emerging issues like Climate Change, Sustainable Development

CBBR Future plan for CLC support/facilitation Secure supports to sustain ongoing successful CLC program as stated above Call for more support from private sectors, national and international agencies for maintaining partnerships and to enhance CLC activities with regard to new and emerging CC, green economy issues. UNESCO/MAB Biosphere Reserves can be ideal learning sites for different stakeholders, particularly in facilitating partnerships among the broader community (private sectors, government, NGO, scientists, local residents etc), in which CLCs can be excellent tool to facilitate learning for the sake of community development and for conservation and sustainable development. For BREES outcomes in Cat Ba Archipelago: + 04 action plans to mitigate and adapt to climate change in groups of occupational sectors in Cat Ba, and lists of Dos and Don ts in community according to each sector shall be maintained, revised and implemented at the ground level to realize the initiatives from the partnership with support from potential governmental and external donors and the internal resources of the communities as well; + More training and education on CC and sustainable development with relation to resource management, good production (agriculture, fishery support) will be conducted for all the communes in the Cat Ba Archipelago Biosphere Reserve; + The community action plan responding to climate change - Case of Cat Ba Biosphere Reserve area is compiled as a handbook and expected to be referred to other community areas.
