The wider site forms part of the St Andrews West strategic land release and extends to 42 acres (17 ha). St Andrews is also home to Scotland s oldest university, the University of St Andrews, which is regarded as one of the UK s top higher education institutions. The site is in close proximity to the renowned Dukes Course. there are a further six courses in St Andrews the most notable being the Old Course, which is a regular host to the British Open Championship. The town also has two magnificent beaches and numerous other attractions including Botanic Gardens, St Andrews Aquarium and the British Golf Museum. St Andrews is approximately 14 miles south of Dundee, 34 miles east of Perth and 50 miles north east of Edinburgh. Leuchars railway station is only 6 miles west connecting to the East Coast mainline to Aberdeen and London, also providing links to Dundee and Edinburgh. St Andrews also has a well established bus network linking to Fife and beyond. The site The wider site extends to approximately 42 acres in total and is located approximately 1.5 miles east of St Andrews town centre. The subjects are accessed via both Melville Road and Craigtoun Road. The creation of a new roundabout on Craigtoun Road is proposed with a new junction required on Melville Road. The site is bounded to the north and east by residential housing and to the south and west by agricultural land. Craigtoun Country Park is also only a short distance south of the subject site. Phase 1 Lots A1, A2 and A4 (marked on the phasing plan) are being offered for sale, extending to approximately 6.7 hectares (16.6 acres). These have the potential of accommodating approximately 162 private homes at Lots A2 and A4. Lot A1 is to deliver affordable housing as per the masterplan for the area. Lots A3 and A5 will provide future housing releases whilst the area marked for commercial land will provide a food store, community hub, commercial buildings and a restaurant/hotel or pub. These will be released at a later date. Planning The site at Craigtoun (North) forms the southern part of a larger area of land allocated for development, known as the St Andrews West Strategic Development Area within the Adopted St Andrews East Fife Local Plan. A planning permission in principle (PPP) application was lodged with Fife Council (Reference15/01823) at the end of May 2015 with an Environmental Statement and other supporting information, including a Design Statement, Transportation Assessment and Planning Statement. The application was based on an Illustrative Master Plan that included the following developments: Up to 350 dwellings (including 30% affordable) covering a range of house types and up to 3-storeys; A mix of commercial and community developments (local retail, hotel, pub/restaurant, employment/offices, community/health); Significant areas of green space throughout the development interspersed with paths and open space; Access between Melville and Craigtoun Roads suitable for public transport and a series localised links through routes serving the development areas; and The retention of key landscape and ecological features. Discussions with Fife Council have indicated a potential determination date of February 2016, for the PPP, subject to consultation responses. Mount Melville will continue to progress the application through to the decision being issued.
