Last full Master Plan was completed 15 years ago Significant changes have occurred Reassess airport planning issues based on current conditions Need to assess airport facilities, focusing on: Passenger Terminals condition, operations & costs Air Cargo facilities, operations & opportunities Parking Facilities Airport Support Facilities Identify lands that can be devoted to Collateral Development

Key Focus of Plan Terminal Facilities Analyze long-term terminal facility needs and options focusing primarily on the Main Terminal complex. Is there a point that ongoing investment in Main Terminal facilities no longer makes economic sense? Main Terminal began construction in mid-1950 s and has been added onto over the past 50 years. Factors for consideration include: Condition/life expectancy of major building systems Issues of Functional & Operational Obsolescence Structural condition/life expectancy of building/roadways Energy efficiency of facilities & cost/ability to retrofit Level of Service (LOS) factors Access and Support Functions Impact to airport rates & charges structure Benefit-Cost factors

Why is Lambert Conducting a Part 150 Study Now? FAA recommends updating a Noise Compatibility Program every five years or when operating conditions change Lambert has experienced several operational changes: ー There has been a reduction in aircraft operations ー The aircraft fleet mix has change (increase in regional jets) ー Opening of operations on Runway 11-29 To identify potential noise impacts of recommendations of the concurrent Master Plan Update Study Re-evaluate the need and effectiveness of previously approved mitigation measures

Essential Elements of a Part 150 Study Noise Exposure Maps (NEM): ー Description of the noise levels for existing and future conditions Future condition accounts for changes (physical or operational) that may effect on noise levels around the airport Noise Compatibility Program (NCP): ー Recommendations for reducing, minimizing and/or mitigating aircraft noise and land use conflicts Noise Abatement Techniques Land Use Management/Mitigation Program Management Measures Public Involvement: ー Public Workshops ー Advisory Committees

Public Outreach Activities Conduct an open and publicly visible planning process using a variety of coordination and public information approaches Continue briefings of local, county and state elected officials Conduct four (4) additional open forum workshops over the next 18 to 24 months Establishing a Community Planning Committee (CPC) comprised of local elected officials, or their designee Establishing a Technical Advisory Committee (TAC) that includes city and county planners Issue periodic press releases to the media. Conduct regular updates of the project website Conduct of formal public hearing for the Part 150 Noise Compatibility Study
