Employment History Managing Director Quality & Compliance Services February 2011 to present. As a specialist in European and Australian aviation regulations, and extensive auditing experience, I offer Quality and Safety Management Systems expertise to small and medium-sized companies, who can fulfil their requirements by utilising part-time quality staff. As the new CASA Part 42 and 145 regulations are based on the European standards, I can assist Australian companies with the implementation thereof. The introduction of Safety Management Systems and Human Factors is new to the existing CAR 30 requirements and I am able to tailor these requirements to the specific companies and implement them. Some happy customers are: Seats of Australia, Crown Aviation, Tiger Airways, Aerobond, de Bruin Aviation, Pulse Aero, Avionics 2000, Interiors Aeroservices, Jetstar (via Altara), Kidde Aerospace & Defence and Complete Avionics. This senior management role is to ensure that the JHAS Quality System complies with the various company approvals and that the relevant processes and procedures are known to all staff. The environmental aspects cover the use of water, electricity and gas, and encompass waste management, emergency response and liaison with the relevant government bodies. Quality Leader Honeywell Aerospace Melbourne January 2008 to December 2009 As a member of the senior management team I was responsible for the Company s Maintenance Approvals, development and implementation of processes and procedures, hosting customer and supplier audits and the quality of our subcontractors. The KPI s are related to customer escapes (PPM), on time closure of corrective actions and execution of the annual audit plan. I led a Quality Officer and the Technical Librarian. Integration of the mechanical site and avionics site into one common management system, resulting in clarity and more knowledge of the processes by the Workshop personnel; Integration of three separate airworthiness approvals into one Exposition, resulting in annual cost savings of AUD 90.000.00; Liaison with Aviation Authorities and auditors. Board of Directors Mission Aviation Fellowship Australia May 2008 to October 2010 This out-of-hours position gave me the opportunity to use my aviation expertise in a missionary, not-for-profit organisation with the aim of giving spiritual and physical aid to the poor and needy all over the world. My specific role in the Board was to provide valuable advice on flight safety matters and participate in safety meetings. Strategic input towards a globally led safety audit focussed on the Australia and Papua & New Guinea region. Principal Propulsion Engineer CASA Airworthiness Engineering Branch June 2007 to January 2008 This Principal role was to coach and mentor a group of engineers, while day-to-day activities consisted of reviewing Service Difficulty Reports leading to Australian Airworthiness Directives, liaison with foreign Aviation Authorities concerning safety related issues and Airworthiness Directives, and participation in Australian Transport Safety Bureau investigations. Position was terminated due to end of contract. Proposed technical solutions to an on-going problem with Pratt & Whitney PT6 engines; Developed a Training Manual for the Airworthiness Engineering Branch. Volunteer Mission Aviation Course Coldstream February 2007 to June 2007 I assisted MAC with the development and implementation of a Safety Management System. Coaching of the new Safety Officer in his safety role. Senior Operations Inspector November 2006 to January 2007 An interim position which was used to mentor and coach colleague Operations Inspectors and Management. Flight Operations Advisor Mission Aviation Fellowship Europe January 2005 to November 2006 This role was to assist the MAF Flight Operations Manager in any relevant project requiring regulatory aviation expertise. The development of flight standards and recording them in Operations Manuals was a high priority. Each Operations Manual was tailored to the specific country, using the local regulations if they were stricter than the MAF standards. Once ready, the individual Operations Manuals were introduced in the Flight Programme of that country and submitted to the local Aviation Regulator. Implementation of Quality and Safety Management Systems in the MAF Aviation Programmes in Africa and Asia. Countries involved are: Bangladesh, Chad, Kenya, Madagascar, Mongolia, South Africa, Tanzania and Uganda. Liaison between the Aviation Programmes and the local Aviation Authorities. Coaching and training of local Quality Managers and Aviation Inspectors. Developing Operations Manuals in accordance with European Regulations. Setting up a centralised document control system. Senior Operations Inspector September 2001 to January 2005 In addition to the normal oversight activities, I became the Principal Inspector for the KLM Operations Division and deputised for the Team Leader Operations. The role also focussed on training, coaching and mentoring of new, inexperienced Operations Inspectors. Deputy Team Leader Operations; Introduction of the Boeing 777ER into the KLM fleet; Introduction of the Boeing B747F into the KLM fleet; Introduction of the Airbus A300 into the Schreiner Airways fleet; Member of Joint Aviation Authorities OPST teams; RVSM National Coordinator; Management tasks; International Civil Aviation Organisation Operations Instructor; Implementation of JAR OPS 1 and JAR OPS 3 in the Dutch aviation industry Operations Inspector September 1998 to September 2001 Within the Operations Division, the Flight Inspectors were in need of experts to oversee the organisational aspects of flight operations. This role was introduced to cover this need. After training in JAR OPS 1 and 3, I became the primary contact person for a number of small and middle sized aircraft and helicopter operators. Implementation of JAR OPS 1 for Dutch fixed-wing operators; Implementation of JAR OPS 3 for all Dutch helicopter operators; RVSM National Coordinator; Lecture on JAR OPS for JAA in Eastern Europe; Proposals for organisational changes and assistance in the implementation thereof. Maintenance Inspector Airlines October 1997 to September 1998 As a Maintenance Inspector for large airlines, I was the Principal Maintenance Inspector for KLM, Martinair and Standard Aero. Developed an audit programme for KLM Technical Services; Conducted audit for KLM in Curacao. Maintenance Inspector General Aviation October 1989 to October 1997 As an Inspector I was responsible for the oversight of General Aviation companies, ranging from ballooning clubs to sophisticated corporate jet and helicopter operators. Implementation of JAR 145 in approved maintenance facilities; Development of regulations for ballooning, resulting in a 20% decline in incidents; Incident/accident investigations and follow-up activities; Member of JAA MIST-teams; Examiner of aircraft mechanics concerning aircraft piston- and gas turbine engines. F28 Powerplant/Systems Engineer Fokker Aircraft Product Support March 1985 to October 1989 In the Maintenance & Engineering Division, I provided technical support to customers regarding F28 flight controls, landing gear and hydraulics. I was the liaison between the Aircraft Manufacturer and the Vendors, but also between the aircraft operators and Fokker Aircraft. I wrote various articles in Wingtips, Fokker s technical bulletin for operators; I assisted in technical support at customer locations in a number of European countries. Maintenance Planner Fokker Aircraft Services February 1984 to March 1985 In this role I estimated the man hours needed for maintenance tasks on the F28 Fellowship I set up a system of tracking rotable items on the 20 F28 aircraft from Garuda and being refurbished for Piedmont Airways. Aircraft Engineer Royal Dutch Air Force September 1982 to November 1983 I was positioned in the Royal Dutch Air Force Engineering Dept., where I was given various engineering assignments concerning maintenance of the Fokker F27 Troopship. Development of a Corrosion Logbook for the F27 Troopships operating in humid and salty environments; Design of a storage area for the Aircraft Manuals in the F27 Troopship. Erik Elligens Page 5
