Intrductin Since the previus Quarterly Reprt, the Greater Sydney Cmmissin (GSC) has: presented a new Greater Sydney Regin Plan, A Metrplis f Three Cities, t the NSW Gvernment, and it has been frmally adpted and released apprved and released the final (5) District Plans fr Greater Sydney that implement A Metrplis f Three Cities at the lcal level pivted t the implementatin and mnitring f the six new Plans cntinued the develpment f Cllabratin Areas, including Camperdwn-Ultim, Liverpl, Greater Penrith and Randwick supprted the develpment and finalisatin f the Western Sydney City Deal cmmenced a series f cuncil site visits t hear and experience first-hand the issues, challenges and pprtunities that lie in every lcal gvernment area acrss Greater Sydney called fr nminatins fr the 2018 Greater Sydney Planning Awards. A Metrplis f Three Cities and five District Plans Fr tw years the GSC has been wrking with the cmmunity, cuncils, peak bdies, industry, and State Gvernment partners t develp a new Greater Sydney Regin Plan. In March 2018, the NSW Gvernment adpted the GSC s recmmended Greater Sydney Regin Plan, A Metrplis f Three Cities, and the Premier released it n 18 March 2018. It was released tgether with Transprt fr NSW s Future Transprt 2056 and Infrastructure NSW s State Infrastructure Strategy 2018-36. Fr the first time, there is ne c-rdinated visin f Greater Sydney as a vibrant and sustainable metrplis f three cities: Eastern Harbur City, Central River City and Western Parkland City. The GSC has als apprved and released the final five District Plans: Western City District, Central City District, Eastern City District, Nrth District and Suth District, that supprt implementatin f A Metrplis f Three Cities at the lcal level. In develping its Plans ver the past tw years, the GSC has listened t a wide range f stakehlders including the cmmunity, cuncils, peak bdies and industry. The GSC heard that, as Greater Sydney grws, the things peple lve abut their city must be recgnised and retained with the delivery f hmes, transprt, jbs, pen space and infrastructure. Acting n this feedback, the GSC structured its Plans arund fur cre themes infrastructure and cllabratin, liveability, prductivity and sustainability. A submissins reprt and respnse was prepared and is available n the GSC s website. District Plans presented thrugh these themes fcus n identifying the Planning Pririties and Actins fr each district, in the cntext f the specific ecnmic, and scial envirnmental matters f the districts. 2 Greater Sydney Cmmissin Reprt 31 March 2018
Key aspects f the Plans include: The fundamental principle that future develpment in Greater Sydney must carefully cnsider the capacity f existing infrastructure, and the c-rdinatin and sequencing f additinal infrastructure. The strng, cnsistent message frm the cmmunity and stakehlders thrughut these activities and in the thusands f frmal submissins received, is that grwth must be matched with infrastructure prvisin. Withut it cmmunities will lse cnfidence and trust in the planning system. A number f key strategies within A Metrplis f Three Cities explicitly reinfrce this: 1.1 Priritise infrastructure investments t supprt the visin f A Metrplis f Three Cities. 2.1 Align frecast grwth with infrastructure. 2.2 Sequence infrastructure prvisin acrss Greater Sydney using a place-based apprach. One f the GSC s majr implementatin prjects is the pilting f the grwth infrastructure cmpact in the Greater Parramatta and the Olympic Peninsula (GPOP) area. A shared visin f GPOP recgnises that Greater Parramatta is a central hub which brings tgether stakehlders in business, health, educatin, arts and heritage. The grwth infrastructure cmpact pilt at GPOP will assess grwth scenaris that best align land use, infrastructure investment and cmmunity benefits. An affrdable rental husing target f 5 10 per cent be applicable n develpments in defined precincts prir t rezning. One f the majr implementatin prjects is that the GSC, in partnership with relevant State agencies, will develp detailed arrangements fr delivering and managing the husing that is created by the targets. The additinal wrk will cnsider eligibility criteria, allcatin, wnership, management and delivery mdels. Fllwing the release f the Plans, the GSC has cmmenced hlding briefing sessins fr key stakehlders, cmmunity members, elected fficials, and State and lcal gvernment representatives. The sessins prvided pprtunities fr stakehlders t be briefed n the final Plans, alng with Future Transprt 2056 and the State Infrastructure Strategy 2018 36, and t ask questins abut these key planning and transprt dcuments and their implementatin. Implementatin and mnitring f the Plans Submissins t the draft Plans frm acrss the cmmunity and stakehlders stressed the imprtance f implementatin and the GSC s rle in implementatin, cntinuing the strng c-rdinated apprach it led in plan preparatin. Stakehlders cntinue t supprt an implementatin rle fr the GSC. Fr example, bth the Planning Institute f Australia and the Western Sydney Leadership Dialgue have recmmended that the GSC take a key rle in implementing the Plans. 3 Greater Sydney Cmmissin Reprt 31 March 2018
The GSC is already wrking with cuncils, gvernment, stakehlders, cmmunity and industry t implement the Plans and achieve quality utcmes fr the peple f Greater Sydney. There are multiple aspects t the successful implementatin and delivery f these Plans. These include the prjects abve, as well as: using the Plans as a framewrk fr decisin-making t infrm lcal strategic planning statements and lcal envirnmental plans, and t prvide cntext fr cuncils cmmunity strategic plans guiding private sectr investment, by clarifying the grwth management and infrastructure investment intentins f the Gvernment, t enable the building f hmes, retail spaces, ffice buildings, factries and green and pen spaces acrss Greater Sydney prgressing the cncept f Cllabratin Areas t create great places, particularly as centres f ecnmic prductivity and gd liveability utcmes. This is thrugh a placebased prcess, led by the GSC, t address cmplex issues that require crss-stakehlder slutins. Five Cllabratin Areas are well advanced: Liverpl Greater Penrith Camperdwn-Ultim health and educatin precinct Randwick health and educatin precinct Rhdes East precinct. The fllwing Cllabratin Areas are priritised fr 2018 19: Kgarah health and educatin precinct Campbelltwn-Macarthur Australian Nuclear Science and Technlgy Organisatin research and innvatin precinct Bankstwn health and educatin precinct and Bankstwn Airprt/Milperra industrial and urban services precinct. Achieving the visin f A Metrplis f Three Cities requires the cntinued invlvement f a wide range f stakehlders with a diversity f respnsibilities. Cllabratin and engagement with the cmmunity, cuncils, industry, and State agencies has infrmed the Plan and will be essential in implementing its Strategies and Actins. Actin 14 requires the GSC, Transprt fr NSW, Infrastructure NSW, NSW Health, NSW Department f Educatin and cuncils t cllabratively develp perfrmance indicatrs t measure the 10 Directins fr Greater Sydney t infrm inter-agency, State and lcal gvernment decisin-making. The GSC will crdinate the develpment f a Perfrmance Mnitring Framewrk t achieve this. The framewrk will utline the purpse, descriptin, definitins, data surces and methdlgy f the perfrmance indicatrs. Mnitring and reprting n actins in the plans and indicatrs will be undertaken as part f the GSC s new nline hub. This will cnsist f three cmpnents: actins; perfrmance mnitring; and cntextual indicatrs. Western Sydney City Deal On 4 March 2018, the Prime Minister, NSW Premier and Mayrs f the Blue Muntains, Camden, Campbelltwn, Fairfield, Hawkesbury, Liverpl, Penrith and Wllndilly cuncils signed the Western Sydney City Deal. The GSC will be represented n the Implementatin Bard and is respnsible fr the crdinatin f land use and infrastructure in Western Sydney. The City Deal lays the fundatin fr the Western City District s transfrmatin and delivery f key elements f the Australian Gvernment s Smart Cities Plan, the GSC s Western City District Plan, and the Future Transprt 2056 strategy. Over the next 20 years the Western Sydney City Deal will drive the creatin f the Western Parkland City. The Western Sydney Airprt and Badgerys Creek Aertrplis will be catalysts fr a strng ecnmy t grw and the Western Parkland City t be ne f the mst cnnected places in Australia. Peple will be cnnected t the city s metrplitan cluster and strategic centres by an efficient public transprt system, and t the rest f the cuntry and wrld by the Western Sydney Airprt. Glbal investment and innvatin will thrive in the Badgerys Creek Aertrplis. Smart jbs will spread thrugh the grwing educatin, health and industry precincts and emplyment hubs in areas such as Liverpl, Penrith and Campbelltwn. The regin s strategic centres Richmnd, Windsr, St Marys, Narellan, Katmba, Fairfield and Leppingtn will als benefit frm new jbs and investment. Highlights f the Western Sydney City Deal include: realising the 30-minute city by delivering the Nrth Suth Rail Link creating 200,000 jbs by supercharging the Aertrplis and agribusiness precinct as catalysts skilling ur residents in the regin and initiating an Aerspace Institute respecting and building n lcal character thrugh a $150 millin Liveability Prgram crdinatin and innvatin thrugh a Planning Partnership getting n with delivering the Western Parkland City with enduring tri-level gvernance. A clear, cllabrative and enduring gvernance arrangement will fcus n delivering the Western Parkland City. This includes the invlvement f all tiers f gvernment, invlvement f lcal cmmunities thrugh their cuncils and a cnsistent and innvative relatinship with industry. GSC site visits with cuncils acrss Greater Sydney The GSC has cmmenced a series f cuncil site visits t hear and experience first-hand the issues, challenges and pprtunities that lie in every lcal gvernment area f Greater Sydney. These visits are prviding valuable insights that will feed int the cllabrative wrk necessary t translate the Greater Sydney Regin and District Plans t the truly lcal level. 2018 Greater Sydney Planning Awards Nminatins fr the 2018 Greater Sydney Planning Awards were pened n 9 February 2018. The awards recgnise the imprtance f placing peple at the heart f gd planning, acknwledge excellence in planning and recgnise bld initiatives that will deliver benefits t cmmunities, prductivity and the envirnment. Building n the success f last year s inaugural awards, this year s categries align with the GSC s key themes f infrastructure and cllabratin, liveability, prductivity and sustainability. The six award categries are: great cmmunity cllabratin develpment supprted by infrastructure great new place t live and/r wrk planning fr jbs and skills great sustainability initiative The Chief Cmmissiner s Award. Nminatins have been invited frm lcal authrities, develpers, cnsultants, cmmunity grups, gvernment agencies, partnerships and ther teams and clse n 13 April 2018.
