Resolved: Chairman s Statement April 2017 The gym in Wilson has confirmed that it has a defibrillator, which will be installed in the very near future. Neighbourhood Watch to be included as an agenda item at the meeting in May. The Chairman expressed his thanks to all that attended the recent litter pick, especially to all the children that gave up their time on a Saturday morning. It was a great turn out with over 30 people in total! Memorial Stone on the garden at The Green to commemorate the Queens 90 th. The Chairman received a quote for 110.00 for the stone (not fitted) the Parish Council agreed to go ahead and purchase. Vandalism within the Village reported to the Police and local Schools. 1750) Administration & Finance (a) Clerk's Report. NWLDC Parish Liaison Meeting Notes Parish Liaison Meeting NWLDC Wednesday 15 th March 2017 Ian Nelson Local Plan The main change to the Housing and Economic plan is that a review has been put in place commencing early 2018 as the housing supply is different to what was planned and that NWLDC may need to take on more housing as Leicester City can't and won't be able to meet its target. Gypsy and Travellers the document is nearly complete and should be taken to Council in September 2017. The level of need is less than anticipated, therefore should be able to find available sites. 'Someone who is a traveller is someone that travels' definition. LCC and Parish Council The link/relationship. Relationship with County Councillor 2

Strategic Relationship Working with LRALC LCC give 20K to support LRALC Operational Relationship 3 x Clerks meetings per year. LCC have SHIRE grants that are available to Parish Council's (up to 3K for smaller grants and up to 10K) NWLDC Joint Charter Update The joint charter should remain the same; it s in the process of being sent through to the different departments at NWLDC for their approval. Ashby Neighbourhood Plan It s a very long process; Ashby started in 2013 and hopes to complete in 2018. Many consultations with the public have taken place to find out what the issues were and what local people wanted to see. The Neighbourhood Plan needs to sit alongside the NWLDC Local Plan another reason it s taken longer than expected. If other Council's would like to create a document like it, it is worthwhile, but PC's should not underestimate how much work it is for the Clerk. Almost a full-time job! Money for it can be available from Locality and other grants from government - 10-12 each year its cost! Next Parish Liaison Meeting Wednesday 7 th June 2017. Funding Training Course Interesting and informative course, gave me a lot of ideas of how to successfully complete a funding application form. Transparency Code Course This applies to Breedon Parish Council as has a turnover (at present) of under 25k. This means that all data must be published on the website, which is open and free of charge to the public; including: end of year details, minutes, Councillors details etc. and that the Parish Council is exempt from an external audit after 2016/17. (Internal Audits remain the same) If successful in applying for a grant which would then take you over 25k you would then be required to send off an annual return to the external auditor. Documentation available from the Clerk. Pension I have received a letter from the Pensions Regulator confirming Breedon Parish Council (me) has completed a declaration of compliance with the Pensions Regulator under the Pensions Act 2008. Letter dated 8 th February 2017. Budget Update I have completed what the Parish Council has spent, which compares it to last year, however until I have the March bank statement I am unable to do the bank rec. I should have this within the week. Once I have this I can send it through to you, as I am getting everything ready for audit too at present. At the next Parish Council meeting I hope to have all the year-end documents to present including the annual return. 3

(b) The Parish Council to confirm to renew its website contract with 2Commune, including its email account and domain name. Resolved: The Parish Council confirmed to renew its website contract with 2Commune for the next financial year, including its email account and domain name. (c) To confirm to renew the annual membership to Leicestershire and Rutland Footpath Association. Resolved: The Parish Council agreed to renew its annual membership for 17/18 with Leicestershire and Rutland Footpath Association. (d) To confirm to renew the annual membership to CPRE. Resolved: The Parish Council agreed to renew its annual membership 17/18 with CPRE. (e) To confirm to renew the annual membership to the Open Spaces Society. Resolved: The Parish Council is unsure what Open Spaces provides as support and what it does and has asked for the Clerk to cancel the direct debit. (f) The Chairman to update the Parish Council on the progress regarding the Parish Signage Project. Resolved: A few members of the Parish Council met with the supplier, last week, to further discuss its plans for the signage project. Here the members discussed the pictures and text which are required for the signs. Once pictures have been taken, they can be forwarded to the supplier to make sure the quality is correct. Funding still continues for the project (please see above in the Clerks report) and is hoped that the Parish Council will have the funding by the end of June with a project completion deadline for September. 4

(g) To confirm an action plan for the event on Sunday 2 nd July, Breedon Summer Sunday. Including: i. Confirm wording details on the advert. ii. iii. Confirm the responsibilities for each event. Arrange a date for a co-ordination meeting with representatives from all individual events. Resolved: It was agreed to hold a working group, outside the Parish Council meeting, to discuss all of the above. This will make it easier for all involved to know their responsibilities and what is required in order for the day to run smoothly. The Clerk will arrange a date and time and forward to all those involved. (h) To discuss a financial contribution towards the grass cutting at St Mary s and St Hardulph s Churchyard. Resolved: The Clerk to send through the grant application fund in order for the Church to complete and return. The Parish Council will then make a decision based on the information received. This is now the standard practice for all groups requesting a grant from the Parish Council. (i) The Parish Council to confirm the wording for a disclaimer on the website, required in order to add information and a link to a separate village group. Resolved: The Parish Council discussed a disclaimer to put on the website, this is in relation to inviting Breedon, Tonge and Wilson Action Group to have its own page, as requested in the February meeting. The Parish Council would like the Disclaimer to reflect that although both groups may share the same objectives, their views may differ. Cllr Keith is going to write a disclaimer for the Parish Council to confirm. Once it s been confirmed the Clerk will put this on the website. (j) Parish Council pictures and photographs; to confirm if pictures are to be restored and where they shall be kept. Resolved: Cllr Keith to look into having the pictures remounted and reframed. (a) Flooding - Cllr D Camp to provide a brief update of actions undertaken by The Flood Working Group since the last Parish Council meeting. Resolved: 1) LCC have now appointed AECOM to carry out the modelling study for the council 2) The LIDAR survey which is used to make a high-resolution map is being procured this week. 3) LCC are considering installing watercourse level monitoring equipment in the brook. 4) An ecology survey is scheduled for next week. 5) Rubble at the Dovecote was apparently stored temporarily in order to help raise levels. The owner needed Ordinary Watercourse consent to do this which LCC has now granted. 6) There have been 2 meetings with John Brown (Resilience Officer for NWLDC) regarding the Breedon Flood Plan and Resilience Plan. Work is in progress working towards a draft plan. (b) Bulb Planting; to consider whether to continue further planting during the coming season and funding. Resolved: Cllr Morris proposed that the Parish Council reserve 100 towards future bulb planting; all present agreed to this request. 5

(c) To consider whether the Parish Council wishes to take advantage of the Woodland trust tree planting program for communities. Resolved: Cllr Morris is to obtain a map, together with locations of where possible trees could be sited and bring it back to Council for discussion. 1752) Planning Applications: (a) Planning Applications: consider and respond to the following: 17/00239/COM: Non-material amendment to planning ref 2016/0496/07 - LCC ref: 2017/NMA/00058/LCC at Breedon Quarry, Main Street, Breedon On The Hill, Derby, DE73 8AN. Cllr Morrison to look into this application online and come back to Council for comment, as no information was present at the meeting. (b) Planning Decisions notified since the previous meeting: 16/01390/FUL: Proposed single storey side extension along with the replacement of flat roofs with pitched roofs on existing single storey side and rear projections at 9 Worthington Lane, Breedon On The Hill, Derby, DE73 8AR. PLANNING PERMISSION. 17/00052/FUL: Erection of single storey extension to form garden store at 5 Pear Tree Mews, Breedon On The Hill, Derby, DE73 8JX.
