PART ONE: INFORMATION FOR APPLICANTS 1. Introduction 1.1 BACKGROUND Since opening in 2000, Brisbane Powerhouse has presented a visual art program as part of its diverse program of living art, ideas and experiences. Brisbane Powerhouse precinct attracts more than 630,000 visitors each year attending a range of performances, exhibitions, food and beverage events, and conferences. Converted from a coal-fired power station, Brisbane Powerhouse now houses three performance venues, two restaurants, and gallery spaces over two levels, with 82 linear meters of hanging space. Brisbane Powerhouse is seeking expressions of interest in a Visual Art Program Partnership in 2017 based on a mutually beneficial and financially sustainable business model. The successful operator has the unique opportunity to be associated with a brand that is recognised strongly within the arts sector and the greater Brisbane community for offering exceptional experiences. 1.2 INVITATION TO TENDER Brisbane Powerhouse is offering the opportunity of a one-year pilot Visual Art Program Partnership, with an option to renew. Timing for the pilot exhibition programs is from August 2017 to January 2018 and from April to July 2018. The successful operator will be chosen on the basis of their ability to deliver the objectives outlined in 1.3 and on the most favorable commercial and operational terms to Brisbane Powerhouse. The commercial arrangements are open to negotiation and Brisbane Powerhouse is seeking a competitive process from which the successful applicant will be chosen. Priority will be given to submissions that express the ability to present exhibitions that align with the venue s existing creative product and values (see Appendix B). 1.3 OBJECTIVES Brisbane Powerhouse is seeking a visual art program partner that will: Provide accessible, exciting, and high quality visual art offerings that use the unique Brisbane Powerhouse building and align with existing creative product and values (see Appendix B) Build this opportunity into a significant visual arts offering for Brisbane Powerhouse Drive attendance to Brisbane Powerhouse of new and diverse audiences Introduce new audience markets for other programs Share the Brisbane Powerhouse values (contemporary, personal and awesome) and focus on visitor experience Professionally manage the program freeing Brisbane Powerhouse resources for other programming Build a strong collaborative relationship with Brisbane Powerhouse, particularly the Programming, Front of House, Marketing and Events teams Introduce a mutually beneficial and financially sustainable business model Achieve brand positioning and profile for the visual arts program similar to the successful Writers+Ideas, music, and comedy program brands we want Brisbane Powerhouse visual art gallery to become one of the must-visit visual art destinations in Brisbane Complement existing programs and partnerships Co-present events that will benefit both partners, for example openings, donor events. The successful operator should be prepared to work with Brisbane Powerhouse management to develop an effective partnership that achieves the goals of both parties and the common goals of the precinct. 1.4 FINANCIALS Brisbane Powerhouse is looking to gain a financial return with the appointment of a visual art program partner. This may be in the form of a percentage of commission or other initiative as proposed by the successful applicant. 1.5 COMMENCEMENT DATE OF PARTNERSHIP The partnership will commence after the Expressions of Interest process is complete, which is expected to be by 30 January 2017. Proposed timing for the pilot programming is from August 2017 to January 2018 and from April to July 2018. (A number of visual art programs are confirmed before April 2017 and occur outside the allocated months).

2. Partnership Overview 2.1 GENERAL Brisbane Powerhouse is primarily a performing arts venue. The revenue generated from ticketing, its events and venue hire business assists the organisation to provide additional revenue for the arts presented in the building. The successful applicant should be aware that not all spaces at the venue will be available at all times exclusively for the visual art program. From time to time these spaces will be used for performances. Prospective operators should be aware that although they are to be responsible for an autonomous business, they should be prepared to cooperate with management to grow the appeal of Brisbane Powerhouse and complement and reinforce the Brisbane Powerhouse experience. Brisbane Powerhouse reserves the right to present other visual art programs in conjunction with programming partners, and with the support of its sponsors. 2.4 PROGRAM ALIGNMENT The successful applicant will liaise with the Brisbane Powerhouse Artistic Director to ensure that the visual art program offered at Brisbane Powerhouse is accessible to our audience, of a high quality, aligns with the venue s existing creative product and values. 2.5 EXPRESSION OF INTEREST REQUIREMENTS Applicants must submit the following: Evidence of proven track record background and experience in running a successful visual art or creative enterprise. Concept statement of up to 1000 words outlining your vision for visual art exhibitions at Brisbane Powerhouse, demonstrating your understanding of Brisbane Powerhouse cultural objectives and values, and outlining your ability and plan to drive visitation. The mutually beneficial commercial proposal. Images of work indicative of proposed exhibitions. Contact details of two referees. 2.2 BRISBANE POWERHOUSE CONTRIBUTION TO THE PARTNERSHIP Brisbane Powerhouse will provide: Venue for exhibitions with existing hanging system Inclusion in Brisbane Powerhouse marketing collateral and digital platforms and on-site signage Digital invitation production and distribution Shared costs for opening events Support from other Brisbane Powerhouse departments Producer contact Production manager Training and briefing 2.3 PARTNER CONTRIBUTION The partner is required to provide: An agreed number of exhibitions annually, within the proposed timing Commercial return to Brisbane Powerhouse, by way of commission on sales or other business model Installation costs and other exhibition and artist expenses (including but not limited to shipping, artist fees, framing, D-hooks, D-rings) Installation labour to install the exhibitions Marketing and PR Exhibition materials (including but not limited to artwork labels, didactics, room brochures, price list, as required) Shared costs for opening events Insurance for art works.

PART TWO: CONDITIONS OF EXPRESSION OF INTEREST 3. All applicants will be notified of such amendments or additions. 3.4 BRISBANE POWERHOUSE POLICIES AND PROCEDURES The successful applicant will be required to observe Brisbane Powerhouse Policies and Procedures at all times. 3.5 OWNERSHIP OF DOCUMENTS All documents shall upon submission become the property of Brisbane Powerhouse and shall not be returned to applicants. 3.6 SUB-CONTRACTORS Where an applicant proposes to sub-contract any of its obligations under the contract, the applicant must state those parts of the work, which it proposes to sub-contract, and provide information about each sub-contractor. 3.8 NO OBLIGATION TO ENTER INTO A CONTRACT By issuing this EOI, Brisbane Powerhouse is under no obligation to proceed with an agreement and is not committed in any way to any person who may receive the Expression of Interest documents. Brisbane Powerhouse reserves all rights to negotiate all parts of this EOI with applicants. 4. Lodgement 4.1 EOI CLOSING TIME AND LODGMENT Expressions of Interest should be received by Brisbane Powerhouse by close of business Friday 16 December 2016. They may be received by email or by hand to the Administration Office, Level Two, Brisbane Powerhouse at 119 Lamington Street, New Farm by the time and date above. Expression of Interest Process 5.1 RECEIPT OF EXPRESSION OF INTEREST (EOI) Brisbane Powerhouse will acknowledge receipt of all EOIs within seven (7) days after the closing date of Friday 16 December 2016. 5.2 CLARIFICATION OF EXPRESSIONS OF INTEREST At any time during the evaluation phase Brisbane Powerhouse may request: 5.2.1 Clarification of specific issues; 5.2.2 Interviews with applicants; 5.2.3 Additional information in writing from applicants; or 5.2.4 A presentation to clarify any part of the Expression of Interest. 3.7 SUCCESSFUL APPLICANT Factors to be taken into account when choosing the successful applicant are influenced by the objectives outlined in paragraphs 1.3 and 2.5 of Part One of this EOI document and are at the sole discretion of Brisbane Powerhouse.

6. SUCCESSFUL APPLICANT The successful applicant will be required to enter into a legal partnership agreement with Brisbane Powerhouse for the provision of visual art programs at Brisbane Powerhouse. 7. DISCLAIMER Subject to any law to the contrary, and to the maximum extent permitted by law, Brisbane Powerhouse and its officers, employees, contractors, agents, and advisers disclaim all liability from any loss or damage (whether foreseeable or not) suffered by any person acting on or refraining from acting because of any information contained in this tender document or conduct ancillary to it whether or not the loss or damage arises in connection with any negligence, omission, default, lack of care or misrepresentation on the part of Brisbane Powerhouse or any of its officers, employees, contractors, agents or advisers. Acceptance and implementation of any expression of interest is entirely at the discretion of Brisbane Powerhouse. APPENDIX B BRISBANE POWERHOUSE OPERATIONAL INFORMATION Background An ever-evolving, dynamic and challenging cultural asset, Brisbane Powerhouse is a unique inner city space created within the shell of what was once a derelict powerhouse on the New Farm reach of the Brisbane River. An initiative of Brisbane City Council, the redeveloped Brisbane Powerhouse opened in May 2000. Visitor Destination Brisbane Powerhouse is headed by the Chief Executive Officer and Artistic Director, leading the following departments: Development, Australian Performing Arts Market, Finance and Administration, Precinct and Visitor Experience, Programming, Marketing, Events and Technical Services. Brisbane Powerhouse Business The primary business of the Brisbane Powerhouse is a performing and visual arts venue. With three performance spaces, studio, rehearsal rooms, workshop, outdoor venues and resident arts tenants, Brisbane Powerhouse is one of Brisbane s most successful performing arts venues. The program encompasses contemporary theatre, dance, new media art and performance, contemporary classical, world and electronic music, comedy partnerships with local festivals, festivals and a community arts and a free events program consisting of music, comedy and ideas. In addition to the Brisbane Powerhouse artistic program, the theatres and spaces are available for hire.
