Requirement on and Training of Inspector Attached to Regulation of the Civil Aviation Authority of Thailand on, Appointment Authorization and Supervision of Aviation Inspector B.E. 2560 (2017) 1. Basic of Inspector a) Knowledge in relevant CAAT laws and regulations b) Knowledge of ICAO Standards and recommended practices c) Have passed training courses on Human Factor with recurrent courses every 2 years d) Have passed training courses on Safety Management system with recurrent every 2 years e) Have passed training courses on State Safety Program f) Have been trained for Quality Management System g) Have been training for Auditing Techniques with recurrent course every 2 years h) TOEIC score of 600 or ICAO English proficiency level 4 or IELT 5.5 or TOEFL IBT 75 or in compliance with 2 specific qualification and training i) Have passed On the Job Training (OJT) under the supervision of relevant aviation inspection for at least 3 tasks 2. Specific and training for each type of inspector 1. Personnel Licensing Inspector-PEL a) Language Proficiency Inspector PEL-LPI Being Interviewer and rater or interviewer appointed by CAAT. 2 years experience in Aviation (1) ICAO Government Safety Inspector PEL or equivalent (2) ICAO Language Proficiency Inspector or equivalent Perform duty as language proficiency inspection at least once a year b) Airline Transport Pilot License Inspector-PEL-ATPL Being the holder of a current Airline Transport Pilot License. (1) For Airplane pilot: not less than 5,000 flight hours as a pilot-in-command (PIC) of commercial airplane with type rated on the aircraft to be inspected (2) For Helicopters and power-lift aircraft: not less than 1,500 flight hours with 500 flight hours of PIC on type rated on the aircraft to be inspected (1) Type Rating Examiner or equivalent (2) Crew Resource Management or equivalent (1) Perform duty as an inspector of Airline Transport Pilot License (skill test) at least 3 time in 1 year (2) Completed recurrent training on type rating every year. c) Commercial Pilot License Inspector - PEL-CPL Being the holder of CPL of fixed wing or rotary wing aircraft with type rating.

(1) For Airplane pilot: not less than 500 flight hours. (2) For helicopter and power-lift aircraft, must have type-rating of the aircraft to be inspected not less than 250 flight hours. (1) CPL inspector course or flight instructor course or equivalent (2) Crew Resources Management or equivalent (1) Perform duty as an inspector of Airline Transport Pilot License (skill test) at least 3 times in 1 year. In case of non-active, must complete recurrent training of CPL inspection course (2) Complete recurrent training of type rating every year. d) Aircraft Maintenance Engineer License Inspector PEL- AME At least Bachelor degree of Engineering or related fields that Director General considers appropriate. (1) 5 years experience in the agency relating to Safety Oversight or (2) in Airworthiness or Aircraft Engineering at least 5 years and 2 years experience in Safety Oversight. (1) Maintenance Skill Testing or equivalent (2) Licensing of Aircraft Maintenance Engineer or equivalent Perform duty as an inspector of Aircraft Maintenance Engineer License at least 3 times in 1 year. e) Air Traffic Control License Inspector - PEL- ATC Being the holder or used to hold of a ATC license or have performed ATC inspector for at least 2 years. (1) 5 years experience in the agency relating to Safety Oversight at least 5 years or (2) Having experience in air traffic control with aerodrome control rating, approach control rating and area control rating for at least 5 years and 2 years experience in Safety oversight Air traffic Control license and rating or equivalent Perform duty as an inspector of Air traffic control at least 3 times in 1 year f) Flight Dispatcher License Inspector-PEL-FDI Being the holder of Flight Dispatcher License or ATPL. (1) 5 years experience in the agency relating to Aviation Safety Oversight or (2) 5 years in commercial airline as a Flight Dispatcher and 2 years experience in Safety Oversight.

(1) For ATPL holder, Flight Operations Officer/Flight Dispatcher or equivalent. Perform duty as an inspector of Flight Dispatcher at least 3 times in 1 year or have completed recurrent training on Flight Operation Officer/Flight Dispatcher or equivalent. g) Medical Assessor PEL MA 1. Having Bachelor degree of Medicine certified by The Medical Council of Thailand. 2. Being the holder of Medical License from The Medical Council of Thailand. At least 8 years experience in Aeromedical (1) Aeromedical refresher course or equivalent (1) Perform duty as an inspector at least 2 times in 1 year 2. Approved Training Organization Inspector-ATO Basic Training Have passed Government Safety Inspector course or equivalent a) Approved Pilot Training Organization Inspector-ATO-PTO (1) Pilot Ground school (2) Instrument Rating, Ground School (1) 5 years experience in the agency relating to Safety Oversight or (2) in Aviation at least 5 years and 2 years experience in Safety Oversight Perform duty as an inspector of Approved Pilot Training Organization at least 3 times in 1 year. b) Approved Maintenance Training Organization Inspector-ATO-AMO At least Bachelor degree of Engineering or related fields that Director General considers appropriate. (1) 5 years experience in the agency relating to Safety Oversight or (2) in Airworthiness or Aircraft Engineering at least 5 years and 2 years experience in Safety Oversight. Maintenance Training Organization Approval or equivalent Perform duty as an inspector of Approved Maintenance Training Organization at least 3 times in 1 year.

c) Approved Air Traffic Control Training Organization Inspector-ATO-ATC Being the holder of or used to hold a ATC license or having experience in certifying training organization in area of Air Traffic Control at least 2 years (1) 5 years experience in the agency relating to Safety Oversight or (2) in Air Traffic Service at least 5 years and 2 years experience in Safety Oversight. Training Courses. Have passed Air traffic Control License and Rating or equivalent. Perform duty as an inspector of Approved Air Traffic Control Training Organization at least 3 times in 1 year. d) Approval Training Device Inspector-ATO-FLT 1.1 Full Flight Simulator (1) Being the holder of CPL (2) For type-rated simulator, much have type rating (1) For fixed wing simulator: having at least 1,500 flight hours of commercial airline pilot (2) For Rotary Wing simulator: having at least 500 flight hours of rotary wing pilot : generally not less than 500 hours. Approval of Aviation Training Devices or equivalent. Perform duty as an inspector of Approval Training Device (Full Flight Simulator) at least 1 time in 1 year. 1.2 Flight Training Device Being the holder of CPL (1) For Airplane pilot: not less than 500 flight hours. (2) For helicopter and power-lift aircraft: not less than 250 flight hours. Approval of Aviation Training Devices or equivalent. Perform duty as an inspector at least 1 time in 1 year. e) Language Proficiency Testing Center Inspector-ATO-LPGC Being an Interviewer and Rater or interviewer appointed by CAAT 5 years experience in Aviation. (1) ICAO Government Safety Inspector PEL or equivalent (2) ICAO Language Proficiency Inspector or equivalent

Perform duty as an inspector at least 1 time in 1 year. 3. Flight Operations Inspector-FOI a) Air Operator Certificate-FOI-AOC Being the holder of Commercial Pilot License (1) 5 years experience in the agency relating to Aviation Safety Oversight and in charge of Flight Operations Safety Oversight or (2) Used to be commercial airline pilot with not less than 1,500 flight hours or used to be fixed wing pilot of commercial airlines with less than 500 hours flight and having 2 years experience in Aviation Safety Oversight. Training Courses. Have passed (1) Special Operations Approval or equivalent (2) Flight Operations Safety Oversight or equivalent (Recurrent every 3 years) (3) Crew Resource Management or equivalent (Recurrent every 2 years) (4) Dangerous Goods ICAO CAT 10 or equivalent (Recurrent every 2 years) Perform duty in Air Operator Inspection at least 3 times in 1 year or, in case of non-active, have completed recurrent training of flight operations safety oversight or equivalent b) Cabin Safety Inspector-FOI-CSI (1) 5 years experience in the agency relating to Aviation Safety Oversight or (2) 5 years experience in commercial airline as a cabin crew member and 2 years experience in flight operations safety oversight. (1) ICAO Cabin Safety Course or equivalent (2) Crew Resource Management or equivalent (Recurrent every 2 years) (3) Dangerous Goods ICAO CAT 11 or equivalent (Recurrent every 1 year) Perform duty as an inspector of Cabin Safety at least 3 times in 1 year. c) Inspecting Officer-Flight Operations- FOI IOO (1) 5 years experience in the agency relating to Aviation Safety Oversight or (2) 5years experience in commercial airline in the field of quality management and/or QMS&SMS and 2 years experience in flight Operation Oversight. (1) Flight Operations Safety Oversight or equivalent (Recurrent every 3 years) (2) Crew Resource Management or equivalent. (1) Perform duty as an inspector of Inspecting Officer-Flight Operations at least 3 times in 1 year or (2) Complete recurrent training of Quality Management System every 2 years

4. Dangerous Goods Inspector-DGI (1) 5 years experience in the agency relating to Aviation Safety Oversight or (2) 5 years experience in dangerous goods management and 2 years experience in Flight Operation Safety Oversight. (1) Training on the ICAO Technical Instructions (ITI) or equivalent with Recurrent on Recurrent Training on the ICAO Technical Instructions (RTI) every 2 years. (2) National Dangerous Goods Regulations Training or equivalent. Perform duty as an inspector of Dangerous Goods at least 3 times in 1 year or in case of non-active, complete recurrent training on safety oversight or equivalent 5. Airworthiness Inspector-AIR General At least Bachelor degree of Engineering or related fields that Director General considers appropriate. General (1) 5 years experience in the agency relating to Aviation Safety Oversight or (2) 5 years experience in Airworthiness or Aircraft Engineering and 2 years experience in Aviation Safety Oversight. General Training Courses: Have passed (1) Basic Aircraft Mechanics or equivalent. (2) Internal Procedures General Presentation (Internal Procedure) or equivalent. (3) AIR Regulations (Specific regulations) or equivalent. a) Airworthiness Inspector- AIR - AWI (1) Safety Oversight Inspectors (Airworthiness) or equivalent. (2) C of A for Aircraft involved in Commercial air transport or equivalent. (3) Aircraft Type at least one type with HS Registration or equivalent. (4) Special Operation Approval or equivalent. Perform duty in air operator inspection process at least 3 times in 1 year, in case of non-active, complete recurrent training on Safety Oversight Inspector (Airworthiness) or equivalent. b) Aircraft Engineering Inspector-AIR-EGI (1) Aircraft Type at least one type with HS registration or equivalent. (2) Special Operation Approval or equivalent (3) Type certificates and STC acceptance or equivalent. (4) Repairs & Modifications and Alteration Acceptance or equivalent. Perform duty in Aircraft Engineering Inspection at least 3 times in 1 year or in case of non-active, complete recurrent training on Type certificates and STC Acceptance and Repairs & Modifications and Alteration Acceptance or equivalent.

c) Repair Station Inspector-AIR-RES Repairs Station Certification process (5 Phases) or equivalent. Perform duty in Repair station inspection at least 3 times in 1 year or in case of non-active, complete recurrent training on Repair station certification process (5 phases) or equivalent. 6. Air Navigation Services Inspector- ANS General At least Bachelor degree of Engineering or Science or Aviation Technology or other related fields that Director General considers appropriate. General (1) 5 years experience in the agency related to Safety Oversight or (2) 5 years experience in Air Traffic Service and 2 years experience in Safety Oversight. General Training Courses: Have passed (1) Private Pilot License or Ground School or equivalent. (2) Safety Oversight Inspector (ANS) or equivalent. (3) Safety Audit (ANS) or equivalent. a) Air Traffic Management Inspector- ANS-ATM Training Courses: Have completed additional courses in (1) Air Traffic Control or equivalent (2) Accident and Incident Investigation Course or equivalent Perform duty as an inspector at least 3 times in 1 year, in case of non-active complete recurrent training on Air Traffic Control or equivalent. b) Instrument Flight Procedure Design Inspector-ANS-PANS-OPS (1) Air Traffic Control or equivalent (2) Instrument Rating or Ground School or equivalent (3) ICAO PANS-OPS Instrument Procedures Design of Conventional and PBN or equivalent (1) Perform duty as an inspector at least 3 times in 1 year. (2) Complete recurrent training on ICAO PANS-OPS Instrument Procedures Design of Conventional and PBN or equivalent every 2 years. c) Communication Navigation Surveillance Inspector-ANS-CNS (1) CNS System - Communication or equivalent (2) CNS System - Navigation or equivalent (3) CNS System - Surveillance or equivalent (1) Perform duty as an inspector of Communication Navigation Surveillance at least 3 times in 1 year. (2) Recurrent training on CNS system or equivalent every 2 years.

d) Flight Inspection Inspector -ANS-FIS (1) Instrument Rating or equivalent (2) Flight Inspection or equivalent (3) Basic knowledge of CNS or equivalent (4) Basic knowledge of Visual Aids or equivalent (1) Perform duty as an inspector at least 3 times in 1 year e) Cartographic Inspector-ANS-CTP (1) AIS Cartography or equivalent (2) GIS or equivalent Perform duty as an inspector of Cartography at least 1 time in 1 year f) Aeronautical Information Services-ANS-AIS (1) Aeronautical Information Services or equivalent. (2) Aeronautical Information Management or equivalent. Perform duty as an inspector at least 1 time in 1 year. g) Meteorological Inspector-ANS-MET (1) Meteorology for Aviation Personnel (MET) or equivalent. (2) Safety Oversight of Aviation Meteorological Services or equivalent. Perform duty as an inspector of Meteorological at least 1 time in 1 year. 7. Aerodrome and Ground Aids Safety Inspector-AGA At least Bachelor degree of Engineering or Science or Aviation Technology or other related fields that Director General considers appropriate. General (1) 5 years experience in the agency related to Safety Oversight or (2) 5 years experience in Aerodrome and Ground Aids Safety and 2 years experience in Safety Oversight. General Training Courses (1) Aerodrome Inspectors/ or Aerodrome Inspection or equivalent. (2) Aerodrome Certification Processor equivalent. (3) Private Pilot License, Ground School or equivalent. (4) ICAO Aerodrome Annex 14 Standards. a) Physical Characteristics Inspector AGA-PHC (1) Airport System and Planning or equivalent. (2) Airport Design and Construction or equivalent. (3) Airport Maintenance or equivalent.

(1) Perform duty as an inspector at least 3 times in 1 year. (2) Complete any of the recurrent training on (1) Airport System and Planning, (2) Airport Design and Construction and (3) Airport Maintenance every year and all the 3 courses within 3 years. b) Visual Aids for Navigation Inspector-AGA-VAN (1) Air Navigation System Overview or equivalent. (2) Air Ground Lighting System and Maintenance or equivalent. (3) Visual Aids Standards or equivalent. (1) Perform duty as an inspector at least 3 times in 1 year. (2) Complete any of the recurrent training on (1) Air Navigation System Overview, (2) Air Ground Lighting System and Maintenance and (3) Visual Aids Standards every year and all the 3 courses within 3 years. c) Airside Operations Inspector-AGA-AOI (1) Airport Safety Operations or equivalent. (2) Wildlife Management or equivalent. (3) Airport Ramp Safety or equivalent. (4) Airport Ramp Operation and Management or equivalent. (1) Perform duty as an inspector at least 3 times in 1 year. (2) Completed any of the recurrent training on the 4 additional courses every year and complete all the 4 courses within 4 years. d) Emergency Plan and Rescue and Fire Fighting Inspector -AGA-ERF 1. Emergency Management/ or Emergency Plan or equivalent. 2. Fire Inspector/ or Fire Fighting or equivalent. (1.) Perform duty as an inspector at least 3 times in 1 year 2. Complete any of the recurrent training on the 2 additional course every year and complete all the two courses within 2 years. e) Aerodrome Safety Management System Inspector- AGA-SMS 1. Aviation Safety Management System/Implementation or equivalent. 2. Integrated Safety Management System or equivalent. 3. Safety Risk Assessment or equivalent. 1. Perform duty as an inspector at least 3 times in 1 year 2. Complete any the recurrent training the additional courses every year and complete all the 3 courses within 3 years. 8. Aviation Security Inspector-AVSEC 1) 5 years experience in the agency related to Aviation Security Oversight or

2) in airline/airport in Thailand or other country at least 5 years and 2 years experience in Aviation Security Oversight. Training Courses: have passed 1. ICAO National Inspectors Course or equivalent. 2. National Civil Aviation Security Program NCASP Course. 3. On the Job Training: OJT at least 90 hours under the supervision of aviation security inspectors. Perform duty as Aviation Security Inspector at least 2 times in 1 year or, in case of non-active, Complete recurrent training on ICAO National Inspectors Course or equivalent. 9. Air Transport Facilitation Inspector-FAL A) 5 years experience in the agency related to Aviation Facilitation Oversight or B) 5 years experience in airline/airport in Thailand or other country and 2 years experience Aviation Facilitation Oversight. Training Courses have passed (1) Airport Terminal Operation and Management or equivalent (2) Aviation Facilitation or equivalent (3) Security and Facilitation or equivalent (4) On the Job Training: OJT at least 90 hours under the supervision of aviation security inspector. Perform duty as an inspector of Air Transport Facilitation at least 2 times in 1 year or in case of non-active, complete any of the recurrent training on (1), (2) or (3) function area course no. (1), (2), (3) at least 1 course. 10. Aviation Environment Inspector-ENV At least Bachelor degree of Engineering or Environment Science or related fields that Director General considers appropriate 5 years experience in environment field and 1 year experience in Aviation Environment. Training Courses 1. Environment Impact Assessment (EIA) or equivalent 2. Aviation Environment or equivalent 3. Environment Management System (ISO 14000) or equivalent (1) Perform duty as an inspector at least 3 times in 1 year. (2) Complete recurrent training on environment management system or equivalent every two years.
