2 Build a sustainable community. Provide a high standard of living for a large cross-section of the community and supply housing options for a range of incomes and demographics.

URBAN GRAIN Having a fine grain (pattern of blocks) is important as it makes for a visually interesting environment, and encourages walking. If buildings provide active frontages to the public realm there is more interaction, vitality and safety. Blocks shouldn t be too big and impermeable. Widths are determined by typology, block lengths are more arbitrary. Residential blocks should ideally range between 120-140m. Exceptions are in town centres where small blocks for large format uses are more appropriate. FORD TOWN
10 A series of green streets that offer an under canopy experience. 11 Green streets and pedestrian network to allow high-quality walking and cycling experiences. 12 A pedestrian-friendly feel of this community, walking to amenities will be 5-10 minutes, minimising automobile usage.
G R A E E R T N E N R E I A & T L W S K R O The arterials and green street form two tangential networks, although they cross each other they are seldom in parallel. This allows locals to walk and cycle extensively in benign conditions along the green streets. All streets have pedestrian pathways and cycleways.
13 Local identity and acknowledgement of the Maori and European history through the establishment of cultural and historic areas within The Sandhills including; Pa, Middens, Flax Mills, outdoor sculptures, Kaituna River wetlands access and white baiting.
14 Good connectivity within the development and surrounding areas via The Kaituna Link and Tauranga Eastern Link. 15 Express public transportation from Papamoa East to Tauranga, Rotorua and Te Puke which will allow people to access jobs in The Western Bay of Plenty (which has an ever-increasing workforce due to more horticulture, processing plants and packhouses establishing in the area.) 16 Easy access to the airport via The Kaituna link. With the predicted population increase, direct flights from Rotorua to Sydney are likely to be reintroduced. The Te Tumu community will benefit significantly from the Kaituna Link s access to the Tauranga Eastern Link.
17 The Sandhills framework will allow flexibility, organised around a spine with future rapid transit, a neighbourhood centre and Marina Village. 18 A transport corridor, to allow for a future streetcar/bus network along the coast from The Sandhills to Mount Maunganui to connect the town and neighbourhood centres throughout Te Tumu and Papamoa. 19 An integrated and long-term approach to infrastructure, including; 36-metre wide spine roads, so that future transport options are not closed off to the community.
S T R E E T S H I E R A R C H Y The movement network hierarchy comprises 8 (A-H) street typologies from arterials to pedestrian pathways. Street types G and H are interchangeable providing on site personal safety issues are considered.
