3 Airprt s Ecnmic Imprtance Oshawa Municipal Airprt prvides a significant ecnmic cntributin t the City and surrunding regin and is a key element in attracting and sustaining ecnmic grwth. In cntext t the glbal ecnmy and cmpetitive marketplace, the Airprt prvides direct access t the cmmunity fr bth passengers and gds. The Airprt cnnects the cmmunity t natinal and glbal air transprtatin systems. The Airprt accmmdates emergency respnse transprtatin. The Airprt supprts the shipment f time sensitive gds and materials (critical t the aut industry). In itself, the Airprt prvides a significant emplyment and GDP cntributin t the cmmunity. With the clsure f Buttnville Airprt, Oshawa Municipal Airprt will be the nly full service general aviatin airprt serving the eastern Greater Trnt Area.

4 Backgrund The 2008 Business Plan identified the existing runway length f 4,000 ft. as a ptential cnstraint in attracting crprate jet and turbprp activity in that the runway length limits the peratinal effectiveness f these types f aircraft. Runway length restricts ptential access t the cmmunity. Existing airprt stakehlders identified the existing runway length as a cnstraint. Many crprate peratrs limit their jet peratins t runways f 5,000 ft. r greater. In late 2009 a review was undertaken t assess the technical viability f extending Runway 12-30 frm 4,000 ft. t 5,000 ft. In early 2010 a preliminary cst estimate was prepared fr the prpsed runway expansin.

5 Backgrund GENIVAR, frmerly Pryde Schrpp McCmb Inc., was engaged by Oshawa Municipal Airprt t update the prpsed runway expansin s technical assessment and identify ptential business impacts given recent events that will ultimately impact the Airprt. These events include: Pending clsure f Buttnville Airprt (2015). N freseeable cmmitment t prceed with Pickering Airprt. Emerging pprtunities t attract crprate activity away frm Trnt-Pearsn Internatinal Airprt. Extensin f Highway 407 t Oshawa, imprving access frm the GTA. Ptential mandate frm Transprt Canada t install Runway End Safety Areas (RESA s) at the threshlds f Runway 12-30.

6 Scpe f Wrk Prject s scpe f wrk includes the fllwing tasks. Phase 1: Update the 2009 Runway 12-30 Extensin feasibility review t take int accunt ptential requirements fr 150m RESA s. Update the 2010 Capital Cst Estimate. Update the LPV/GNSS apprach study based n a requirement t prvide RESA s. Assess the ptential pprtunity that an extended Runway 12-30 may have in attracting additinal crprate activity t the airprt and identify the ptential ecnmic benefits. Prepare a Nise Expsure Planning (NEP) frecast based n ptential increase in crprate/business activity.

7 Scpe f Wrk Phase 2 : Assess the impact that the clsure f Buttnville Airprt will have n Oshawa Municipal Airprt and identify ptential ecnmic benefits. Prepare a Nise Expsure Planning (NEP) frecast based n a ptential increase in activity resulting frm the clsure f Buttnville Airprt. Prepare an Airprt Land Use Plan which takes int cnsideratin demand fr additinal cmmercial develpment areas as well as aircraft parking requirements.

8 Prpsed Runway Extensin Design Runway extended frm 1,219m (4,000 ft.) t 1,524m (5,000 ft.). Runway extensin designed t Cde 3 nn-precisin apprach standards. Runway 12 extended by 60m (197 ft.) with wide turn-arund area. Runway 30 extended by 244.8m (803 ft.) with wide turn buttn. Runway 30 t have displaced threshld f apprximately 80.8m (265 ft.). 150m RESA s prvided at bth threshlds. Taxiway Brav nt t be extended at this pint in time.

9 Prpsed Runway Extensin Cnsideratins Additinal land is required t the west t accmmdate the runway strip and ptential RESA assciated with Runway 12 threshld. Selected lighting standards lcated in the vicinity f the Thrtn Rd. and Tauntn Rd. intersectin penetrate existing runway apprach zning and need t be lwered. Additinal airprt lands are available fr cmmercial aviatin develpment n the east side.

Extended runway imprves peratinal cnditins fr current and prpsed mix f aircraft during perids when runway is wet r cntaminated with snw, thus enhancing safety. The extended runway will accmmdate apprximately 85% f the current Trnt- Pearsn crprate aircraft missin prfile. Extended runway prvides pprtunities fr aircraft t extend their range thus imprving peratinal efficiency and flexibility. Extended runway will allw aircraft t climb ut sner, thus reducing ptential nise impacts t the surrunding cmmunity. Departures f light aircraft frm existing Runway 30 threshld will minimize ptential nise impacts.

16 Business Opprtunity Crprate Operatrs Survey Online questinnaire sent t selected peratrs plus distributed thrugh Canadian Business Aircraft Assciatin (CBAA) and Natinal Business Aircraft Assciatin (NBAA). Received 44 respnses. 70.4% indicated they wuld cnsider relcatin t Oshawa if the runway were extended t 5,000 ft. Reasns fr cnsidering relcatin included: Less cngestin/delay. Better gegraphical lcatin fr clients. Lwer perating csts.

17 Business Opprtunity Crprate Operatrs Survey Selected crprate peratrs currently perating at Buttnville and Trnt-Pearsn Internatinal Airprt were interviewed. Buttnville crprate peratrs are cnsidering relcatin t Oshawa. A number f the Trnt-Pearsn crprate peratrs are less likely t relcate because f Pearsn s prime lcatin and prximity t aircraft wners. At present Trnt-Pearsn crprate peratrs nt impacted by cngestin r delay but this will change in the future as air carrier traffic expands and reduces the number f available slts.

Of thse 21,300 mvements it is estimated that apprximately 4,000 culd ptentially relcate t Oshawa based n a number f assumptins. An additinal 3,000 mvements wuld be generated frm aircraft businesses relcating t Oshawa and additinal time-sensitive carg flights. *Data prvided directly by the GTAA with their cperatin.

20 Business Opprtunity Ptential Trnt- Pearsn Activity Relcatin Of 29,000 annual Trnt-Pearsn crprate mvements 21,300 mvements can be accmmdated at Oshawa Municipal Airprt with the 5,000 ft. runway. Of thse 21,300 mvements, 80% are aircraft nt based at Trnt Pearsn = 17,040 mvements. The ptential catchment area fr Oshawa Municipal Airprt includes sme 44,819 businesses, which represents apprximately 24% f ttal businesses in the GTA. Given that lcatin and prximity t clients are imprtant factrs in determining airprt utilizatin, the Trnt Pearsn itinerant crprate activity that ptentially culd relcate t Oshawa Municipal Airprt is: 17,040 x.24 = 4,089 mvements

27 Cmmunity Impacts Nise Expsure Planning (NEP) Frecast prepared based n 2010 annual mvements plus an additinal 7,000 annual itinerant mvements representing an increase in crprate aviatin activity. All additinal itinerant mvements utilize Runway 12-30. Apprximately 90% f additinal itinerant mvements are jet aircraft. NEP cnturs generally fall within 2005 NEF frecast. Nise berm prpsed suth f Runway 30 extensin will reduce grund based nise.

29 Summary The extensin f Runway 12-30 t 5,000 ft. will significantly imprve accessibility t the cmmunity and accmmdate a brader range f aircraft types and missins. The runway extensin will act as a catalyst fr new cmmercial develpment and emplyment. The runway extensin at a cst f apprximately $3.1millin culd realize annualized ecnmic benefits f $6.9 millin in Direct added GDP, and annualized ecnmic benefits f $15.3 millin in Ttal added GDP. The runway extensin culd realize direct cnstructin benefits f $7.8 millin. A 10.5% increase in aircraft mvements wuld result in a 40% increase ver the Ttal Value Added GDP identified in the Ecnmic Impact f the Oshawa Municipal Airprt: 2005 reprt. Expansin f the runway and the assciated increase in itinerant aircraft mvements will have minimal impact n the surrunding cmmunity. Extensin f Runway 12 will reduce nise impacts t the sutheast. With the runway extensin, Oshawa Municipal Airprt wuld be the nly reginal airprt within the GTA capable f supprting a wide range f crprate jet aircraft.

31 Recmmendatin It is recmmended that the City f Oshawa apprve the prpsed expansin f Runway 12-30. It is recmmended that Oshawa Municipal Airprt prceed with the design f the runway extensin with cnstructin ccurring in 2012.
